18 General

This RFP and contract verbiage is written like it is a construction contract, rather than a security installation contract. This includes requirements for a bid bond, Architect of Record, civil and architectural experience, etc. Can the Government confirm if this was intential and clarify how these requirements apply to to a security installation task?

The SOW was written for that of a design-build construction project which requires a bid bond and successful experience in projects of a similar nature. The installation requires ancillary construction services such as patching, painting, coring, drywall reqpairs, firestopping, caulking, electrical connections and other similar trades as required to complete the scope of work.

19 SF1442 - Line 11 Line indicates the date on which performance is to begin within 10 calendar days of notice to proceed. Does this begin the process for obtaining clearances for our Team?

Design NTP can start prior to security clearance approvals. Construction NTP will start once security clearances are approved and contractor mobilizes to site.

While an offeror's past performance may include coordination with other stakeholders, including General Contractors, we do not act as a "General Contractor for security upgrade, installation and integration projects. Please clarify your interpretation of General Contractor in this context.
