About this file

This amendment modifies a solicitation for kitchenette cabinetry installation services at the JL King Justice Building in Miami, Florida. The General Services Administration seeks responses by January 26th to install new upper and lower plastic laminate cabinets, countertops, and sinks in multiple kitchenette spaces across eight floors of the building. Bidders must acknowledge any hazardous materials and provide pricing to core drill walls for plumbing and electrical connections within 100 feet, utilizing change orders for additional linear footage. Pricing should also include one x-ray per core with extra cores priced separately. The amendment provides responses to 37 bidder questions seeking clarification on scope items including ceiling, wall, mechanical and electrical modification requirements, number of drawings and color samples, installation phasing and scheduling, and confirming that no locker or built-in waste units are required.

Please verify, will a Hazardous Material Assesment need to be included in the bid proposal? If so, and hazardous materials are discovered will they be abated through a change order?

Yes

Please provide plumbing drawings showing the nearest plumbing risers for CW, HW, Vent and Waste connections.

There are no plumbing or electrical drawings available. All miscellaneous drawings that are availiable to review (Arch, Mech, etc.) were sent out previously to all contractor representatives who attended the site visit. The same drawings are attached to this amendment for convenience.

Please confirm. Reference RFI#2 if drawings aren't available. The GC will provide pricing for connections identified in RFI#2 within 100LF. If GC discovers that access to connections identified in RFI#2 are over the 100LF threshold, they will provide pricing per additional LF. This will be handled through a change order. Is this acceptable?

Any connections will be priced to within 100'. Anything above that amount will be adressed using a change order.

GC will price (1) core per floor. If GC has to provide more than (1) core per floor to gain access to connections identified in RFI#2, GC will provide a pricing for additional cores. This will be handled as a change order. Is this acceptable?

1 core per floor is acceptable and any more required will be submitted by change order.

5 Will an Valve box for a refrigerator Ice maker be required at each kitchenette? Yes

In the SOW dated 12/16/20, in section 5 under New Construction, #8 calls for a double compartment sink and #35 calls for a single basin sink. Please clarify.

Typing error. Single compartment for all sinks

7 Will the refrigerator require an emergency circuit? No. Small refrigerator is for lunch /beverage only.

Scope of Work requires adequate lighting for construction per OSHA. No mention is made of replacing existing lighting in each space. Are existing light levels adequate for use as a kitchenette?

Yes

9 Will any telephone/data outlets be required in each space?

No telephone/data outlets will be added to work area. Only electric outlets as required by code.

Please clarify that ceiling tiles/grid are only to be modified if the installation of the upper/lower cabinets make it necessary?

The ceiling grid and tiles should not have to be modified as upper cabinets do not go all the way up to the ceiling. Upper cabinets are only 30" high.

Please clarify that the mechanical will only be modified if the installation of the cabinets make it necessary?

That is correct and any mechanical modification will be avoided. Relocation of cabinets to the right or left to put in system may/will be required or as needed.

Please clarify the existing electrical will only be modified if the installation of the cabinets make it necessary?

That is correct and any mechanical modification will be avoided. Relocation of cabinets to the right or left to put in system may/will be required or as needed.

Pleae claify that fire suppresion/devices will only be modified in the installation of the cabinets make it necessary?

That is correct. No modifications will be required unless spray is blocked by upper cabinets. Decision will be address in each installation if required.

During the site visit GC's didn't get to look at all floors. Please idenfify on

Floors, 2,3,4,5,6,7, & 8 where Backsplash & new millwork are being installed.

What is the existing material in these spaces that will need to be replaced?

At this time all cabinets and tiles will be the same unless identified by the agency.

Please verifiy the proposal due date. The RFP states 1/20/2021. The 1442 states 1/21/21. Which is it?

Proposal due date will be extended. See amendment 01 verbiage.

The SOW requires that the GC X-Ray each floor for existing electrical, utilities, etc. The GC will provide pricing per (1) X-Ray per core. If mulitiple cores are required, the GC will provide pricing for additional X-ray requirements.

Additional X-Ray requirements will be handled as a change order. Is this acceptable?

That is acceptable. It may be possible to have two cores but highly unlikely.

Considering that the typical cabinet layout may not fill all the existing spaces from wall to wall, shall the team build a gypsum and stud "wing wall" to gracefully terminate the new casework?

Yes, the layout will provide the "best fit" however it may be necessary to build a short wing wall. Please include that in pricing if needed.

18 Is lighting desired under the upper cabinets to light the countertop surface?

No undercounter lighting will be required. If the agency wants undercounter lighting an RFP will be issued for each location they want the lighting added.

Shall the contractor allow monies in the bid to build a soffit above the upper cabinets? Or shall we leave that space open?

No soffit will be constructed at this time. Price it open to acoustical tile and track system. If agency wants soffits added then they will identfy which ones and a RFP will be issued along with change order.

20 Confirm that the cabinet material is plastic laminate over engineered wood core.

That is correct. All cabinetry will be engineered wood with plastic laminate. If the agency wants solid surface or wood base then they will submit the requirement and a RFP will be issued. I do not see that option at this time.

Shall the rubber cove base be placed over the toe kick of the lower cabinet or shall this be painted wood?

Cove base will be run on face of cabinets.

Please explain why the sink top is shown at a lower elevation that the adjacent countertop. If this is for ADA conformance, there are other more elegant ways to accomplish this.

Yes it was for ADA. We are open to the most economical way to achieve that if desired in other locations.

Any special cabinetry desired to accommodate a retractable waste can or recycle unit?

No built-in waste or recycle units on any cabinetry.

While no drawer units are shown on the provided sketches, we assume that drawer units are desired on the upper portion of the base cabinets.

All base units will be one drawer above one door that opens to a single fixed shelf on the interior.

While no shelf units are shown in the sketches provided, shall the contractor assume to provide some adjustable shelf units in the cabinets?

All base units will be one drawer above one door that opens to a single fixed shelf on the interior. If base units have adjustable shelving instead of fixed then the agency will allow that configuration.

Is an electronic color board acceptable or shall the DB team provide a hard copy color board to the site for review?

A hard color board is prefered at this time, however, if ture color can be demonstrated then that will be acceptable.

Identify the number of hard copy drawing sets that are required to be provided to the GSA and tenant and the respective phases of submittal.

Two hard copies (1- Agency and 1 - GSA) will be OK. Most parties are located in various states and have the ability to print the one or two sheets and not waste the other copies that are not needed.

Shall fire retardant treated wood blocking be provided in the wall to support fastening of new cabinets?

Not required as walls are metal studs and blocking is only in a very small area.

The SOW says that the location of cabinetry is subject to change, but note that plumbing limitations may affect locating it to some areas.

The layout of each cabinetry will vary to some degree. I do not know of any two that will be the same. Yes we are aware that the plumbing is the limiting factor so it is important to identify each plumbing run and cabinet layout early on to prevent issues if possible.

The SOW calls out for one circuit, but realistically, to conform to code, the microwave will new a dedicated circuit for it alone.

The SOW was written as a basic format. We do know that the garbage disposal requires a 20 amp circuit and the remainder of the cabinet layout will be one or two

GFIC's. Whatever is put in will comply with the Electrical Code.

31 Pleas define the number of locks, if any, that are needed for cabinets.

No cabinet locks for any cabinetry. If the agency wants a certain cabinet locked they will submit it in writing and a RFP will be issued.

32 Demo existing floor finish where base cabinets are installed? Not required except for the area where the floors will be cored.

Please provide more definition of the area for the install of new VCT near the kitchenettes Allow six feet in front of the cabintery installaton.

34 Can the Kitchenette’s be installed 100% after hours?

Cabinets may be installed at any time the contractor chooses. HOWEVER, if the installation is beyond the scheduled security monitoring (7am to 5 pm), then the contractor will pay for the additional security and cannot pass that cost on to the US Government.

35 Can they be scheduled in groups of 2, then the final 3? See above.

36 Coordination of the install phases for groups of kitchens by floor or location.

GSA will coordinate access only and will not dictate phasing. Contractor is responsible for scheduling and completion of the project.

37 Please provide a PDF plans or as built drawings for the JL King center. See response for item # 2.
