The Building Enclosure Repairs and Improvements project at the existing 7 story Ft. Myers U.S.
Courthouse in Ft. Myers, Florida includes, but is not limited to, roof repairs, replacements, and improvements; exterior wall maintenance, repairs, and improvements; lightning protection system repairs and re-certification; door and window survey with repair or replacement; interior painting; rainwater drainage component replacements; third party moisture protection; and minor electrical work.
1.1 Project Type
This is a repair and alteration project.
A design-bid-build contracting method shall be used to deliver all services. A complete design for roof and envelope repairs provided by GSA (Appendix C) shall be used for base pricing of construction services.
1.2 Project Goals and Objectives
GOALS:
Provide a leak-free and watertight building enclosure, repair damage caused by Hurricane Irma, and correct defects associated with the mechanical penthouse.
OBJECTIVES:
The following tasks will be completed to accomplish the project goals:
A. Repair damaged EIFS systems.
B. Repair or replace roof assemblies and associated storm water drainage systems.
C. Replace various doors and hardware.
D. Repair or replace exterior windows exhibiting storm damage.
E. Repair interior water intrusion damage.
F. Repair or replace other exterior wall components exhibiting storm damage.
1.3 Project Delivery Approach
This project will utilize the design-bid-build approach. A roof and envelope design was completed in 2016. Since that time, Hurricane IRMA occurred. A review of the current conditions shall be performed to verify the scope is complete and necessary to meet project intent to provide a water-tight building enclosure in the identified areas.
The Contractor should price its base contract on roof and envelope repairs in accordance with the design documents (Appendix C, TTV Architects). Contractor shall review the previously completed design to confirm existing conditions, and, if necessary, notify the Contracting Officer of additional work necessary to provide a water-tight envelope.
Window replacement or repairs shall be based on the result of the window assessment survey identifying problem conditions. Unit prices shall be provided for repairs or replacement of windows for each type. See Appendix A, paragraph D. Window Survey
Cleaning of exterior building surfaces may be accomplished by contract option.
