Solicitation # 47PE0719R0016, Amendment 0002, Pre-proposal Site Visit

Questions/Comments/Recommendations GSA Response

Reference Contractor A

At the site visit, it was highlighted the 'goal' was to provide a 'leak-free' building.

However, only the window survey is part of this bid's SOW (not the actual repairs).

Please verify that Contractor is not responsible for Window System Repairs as part of this contract and that issues discovered while doing the required window survey will be handled via mod to this contract or a future contract.

The contractor is not responsible for window system repairs unless negotiated and modified into the contract post award. A leak-free building envelope is the Government's ultimate aim but not necessarily one to be achieved through this project alone. For this project, the contractor is only responsible for for the tasks identified in the plans and specifications prepared by TTV Architects and for the items listed in Appendix A (Owner's Project Requirements) of the Statement of Work.

Due to the language in the documents stating Contractor to provide a leak free building and since Contractor is not doing the window repairs as part of this base bid, can you clarify that a leak free building envelop is not the requirement for this base bid? Our bonding company will want this clarified.

3 Are there current as-builts available for Contractor review? No

4 SOW, item 5D (pg 15)

Please provide the general location of the 18 suspect windows to be tested? The location of the tests throughout this 7-story building has an impact on overall testing costs to be included in our bid.

Contractors should base their bids on the need to drop spray racks down 3 window lines on the west facade, 3 window lines on the east facade, 1 window line on the south end lobby curtain wall, 1 window line on south end office area curtain wall, and 1 window line on the north facade. If a single spray rack is used, the associated supports will need to be moved 9 times. The exact locations of the tests will be based on results of the visual portion of the window survey. However, contractors should expect the need to conduct tests on the 2nd through the 6th floors.

Can the Contractor work evening and weekend hours? If yes, is there a cost for security? If yes, who is responsible for that cost? If the Contractor, what are the costs to be included in our bids?

The project is to be priced with construction work to take place during normal occupied building working hours (7am-5pm). Note: All references in the SOW to occupied hours shall be updated to reflect hours specified in this amendment.

Work outside of normal working hours, per contractor initiative, may occur under certain circumstances necessary to maintain progress. Work outside of normal occupied hours must be requested a minimum of one (1) week in advance, and with the prior approval of the GSA (in coordination with the building mgr) at no additional cost to the government, per the following guidelines. The contractor will submit an OT Request Form (to be provided) for additional court security for after hours/weekend work. $400 per day minimum (for 4 hours); $800 per day (for 8 hours).

A 2nd site visit for a full day was discussed to allow better review of existing conditions and quantity surveys. What day and time has been set for this 2nd site visit? Will Contractor be allowed to submit additional RFIs after this 2nd site visit?

Will the offer due date (currently 6/21/19) be extended?

The date for the 2nd site visit will be on 6/19/19. See amendment description for additional details.

Who will be responsible for inspecting the existing davits? Have they been certified recently. Is Contractor responsible for cost of this certification?

The scope of work will be amended for inclusion of the testing and certification of the davits in accordance with OSHA [29 CFR 1910.27(b)(1)(i)]. If repairs are needed, they shall be provided for via change and modification to the contract.

Does GSA have general locations for parking, staging, storage, dumpsters, temp toilets, hoisting, and any other logistical considerations necessary to perform the

SOW?

No on-site contractor parking is available. Early morning drop off of materials and equipment may be scheduled with GSA for hoisting to roof levels. A dumpster may be scheduled for short durations to dispose of large quantity of roofing materials (e.g., rip off). Contractor should plan and expect to pay for disposal of debris on a regular basis.

9 Is there an ACM survey availble for this building? This building has been certified by the original builder that it is ACM FREE.

Is Contractor allowed to core the existing roofs? Yes. Roofs may be cored but cores must be repaired and sealed in accordance with manufacturer's guidance and/or industry standards. Condition: One core total shall be allowed for each roof level to be coordinated and agreed amongst the attendees. A report of results shall be provided to the GSA to be shared with all contractors.

Contractor B

Page A-201

Note #3 indicates that as part of the base price of the project, contractor should paint the building with waterproofing coating. The proper method to do this is to clean all surfaces that will be coated. Note 1, indicates that it is optional to perform this procedure, when it is included in the base price. Please, clarify.

Note 3 requires the contractor to paint all EXISTING exterior painted surfaces, i.e., surfaces that are already painted. The contractor must prepare these surfaces in accordance with the paint manufacturer's guidance and industry standards. Notes 1 and 2 are options to clean all building surfaces, regardless of whether they are currently painted or not. Further, option 1a and 1b as currently referenced in the drawings and specs are inclusive of ALL bldg surfaces and shall be combined and priced to correspond with option CLIN 0002 - Bldg Cleaning of the SF 1442 price schedule.

2 Page D101 We respectfully request an allowance for Note #1 of the General Roof & Exterior Work Notes from Page D101, as a way to ensure equal conditions among all the proponents, since there is no way to quantify that entry.

Contractors should rely on the information shown on the project drawings .

3 Note 9/A-301, indicates that Glass Curtain Wall is new, and it should read existing, please, clarify.

That is correct. The existing curtain wall should be cleaned under contract option 1, if the option is exercised.

Contractor C

Statement of Work document dated 4-29-2019 states this project is a design-bid-build contract with a design provided by GSA. At the site visit it was discussed and it is stated in SOW document that design for this project was completed in 2016.

Please confirm the following:

A leak-free building envelope is the Government's ultimate aim but not necessarily one to be achieved through this project alone. For this project, the contractor is only responsible for for the tasks identified in the plans and specifications prepared by TTV Architects and for the items listed in Appendix A (Owner's Project Requirements) of the Statement of Work. This response is applicable to questions 1a, 1b, and 1c.

a What year was the last condition assessment or condition survey on the building exterior completed?

The contractor is responsible to confirm existing conditions, and to identify any conditions that may not permit the design to be successfully implemented.

b Can GSA provide the most recent exterior building assessment documents, on which the current design documents should be based, for contractor review?

c Is it expected by GSA that design documents for this project will adequately address current conditions of the building without significant changes once roof and window/facade survey work is complete?

Paragraph 1.2 of the SOW states that goal of the project is to "provide a leak-free and watertight building enclosure". On that basis please confirm or respond to the following questions:

A leak-free building envelope is the Government's ultimate aim but not necessarily one to be achieved through this project alone. For this project, the contractor is only responsible for for the tasks identified in the plans and specifications prepared by TTV Architects and for the items listed in Appendix A (Owner's Project Requirements) of the Statement of Work. This response is applicable to questions 2a through 2e.

a What are all known locations or types of locations of current/active leaks or water infiltration on the building?

b Do the above noted locations of leaks or water infiltration leak at every rain event?

Or only during certain rain events?

c Does current scope of work and design documents address all active leaks or water infiltration issues?

d

If building survey and assessment, both window and roof, required by the contract documents identify leaks or water infiltration that is not addressed in current project documents will the contractor be held responsible for remediating or correcting the leak/water infiltration issues without a change order to appropriately expand the scope of work?

e

Is it possible that leaks and/or water infiltration issues will be discovered in the course of this project through window/façade survey and roof survey requirements that cannot or will not be addressed because of funding or other limitations on the project, rendering the above identified goal of this project unachievable?

Is the spec section on fire stopping appropriately included in the spec? What scope of work requires firestopping?

The section on firestopping is appropriately included in the event that there are any new penetrations required in the Penthouse thru the concrete floor slab which is fire rated.

Paragraph 1.2 of the SOW states that goal of the project is to "provide a leak-free and watertight building enclosure". Under what conditions is the building expected to be watertight?

A leak-free building envelope is the Government's ultimate aim but not necessarily one to be achieved through this project alone. For this project, the contractor is only responsible for for the tasks identified in the plans and specifications prepared by TTV Architects and for the items listed in Appendix A (Owner's Project Requirements) of the Statement of Work. This response is applicable to questions 4a, 4b, and 4c.

a Is the building expected to be watertight under normal weather and rain events only?

b Or is the building expected to be watertight thru hurricane events?

c What is the design criteria for "a watertight building enclosure"?

SOW document paragraph 2.6 identifies schedule as 220 calendar days and that Roof and Envelope are required for inspection within 15 calendar days of NTP. It is possible the roof & envelope assessments will establish conditions that need addressed in either design changes or additional scope of work added to the project. On this basis please confirm or respond to the following questions:

Unforeseen conditions necessitating design/scope changes will be evaluated at the time of discovery for cost and time extensions, and will be promptly assessed and negotiated in good faith. An exact time schedule cannot be determined ahead of time. This response is applicable to questions 5a, 5b, and 5c.

a How quickly can GSA process any proposed changes to avoid delays to the schedule?

b

If additional quantities of work are significant or there is an extended length of time to process a contract modification, will GSA extend the period of performance fairly to permit contractor a fair amount of time to execute work on the project?

c

It is recommended the building assessment for both façade and roof be accomplished in a preconstruction phase that has a separate period of performance that will not count against the 220 days of the primary construction period of performance. Will GSA consider changing the project schedule to allow for this manner of completing the project?

The GSA may consider permitting the existing condition building inspection to begin during the initial 45 day admin period. This may be discussed post award and during the pre-construction kickoff meeting. The window survery shall take place following issuance of the NTP.

SOW document paragraph 2.6 identifies schedule as 220 calendar days and that Roof and Envelope are required for inspection within 15 calendar days of NTP.

General Note on Sheet A002 states that GC must coordinate all site activities with GSA and City of Ft Myers a minimum of 4 weeks in advance for all required crane and staging work. This requirement conflicts with the 15 day requirement to start inspection of the roof and façade. Will GSA revise the project schedule to reasonably accommodate for coordination requirements with GSA and City of Ft Myers in advance of any staging or craning activities, including manlifts, side walk closures, street closures and related staging items?

The requirement only applies to existing conditions that can be verified without the use of cranes, aerial lifts, and similar equipment. Roofs and penthouse walls are accessible for inspection from interior stairways and elevators. Other stucco walls to be waterproofed are located on the first floor and are accessible from ground level. Walls with precast panels on the first floor are also accessible from ground level. Walls with precast panels above the first floor can be inspected with binoculars, telescopes, or drones. The contractor should also use ladders where appropriate.

Project will require a hoisting area to maintain ability to move materials/trash and debris to and from the main roof level on a daily/weekly basis. Where (which side of the building) will GSA permit contractor to locate the hoisting area?

To be coordinated between contractor proposed location with GSA in advance.

City permits are the contractor's responsibility for street closures, etc.

What are property limits around the building owned/controlled by GSA? Where does GSA jurisdiction start and stop relative to sidewalks and perimeter of the building?

GSA does not control the sidewalk areas. Specific boundaries can be identified after award. The area inside of sidewalks to the building face is GSA controlled.

Will GSA issue an interim NTP to allow the GC to initiate security clearances that so that time for security clearances, which can take up between 4-12+ weeks, does not count against the 220 period of performance?

A period of not more than 45 days after award shall be provided for bonds/insurance and admin submissions, including the HSPD-12 process. The 220 day PoP NTP will be issued following the 45 day admin period.

10 What is the anticipated award date of the project? Late Aug/Early September 11 What is the anticipated NTP date for the project? See previous responses.

12 At the site visit on May 30 GSA stated a second site visit will be conducted. What will the second site visit be held?

See above responses and amendment description.

13 Will GSA offer a second round of questions following the second site visit? Yes. See amendment description.

14 Will the RFP due date extend based on the above? Yes. See amendment description.

SOW document page 14 under Appendix A states that contractor is to verify existing conditions of the roof and penthouse to verify that moisture protection design is adequate to successfully restore a water-tight condition as expected.

This statement places a burden of design review on the contractor and opens the door to what may be substantial design and scope of work changes to establish watertight conditions. Accordingly, it is recommended that the awarded contractor be required to engage of qualified and licensed forensic façade engineer to formally review all design documents and compare them to current site conditions after having conducted a thorough building assessment for the express purpose of achieving a watertight building envelope. Will GSA require the awarded contractor to engage a qualified licensed forensic building envelope engineer to confirm integrity of the existing design and all potential changes to the project design and scope? (TTG plans to team with WJE to provide all third party testing, survey and assessment services associated with the roof and façade.)

No, a forensics building envelope engineer is not required. The requirement to verify that the roof and moisture protection design is adequate to successfully restore a watertight condition only applies to these tasks.

In reference to the window survey scope that is designated on page 15 of the SOW, what are the locations and elevations of the 18 windows that will be selected? It is important to understand location and size of each window so costs can accurately be determined.

No site staging for the GC is identified in the project plans or specs. Where will the contractor be permitted to stage operations on site at ground level for this project?

Laydown area appropriate for project may include the roof areas. However, the contractor is responsible for safe distribution of materials to not overload the roof structure. Sidewalk laydown may be possible, but permits with the city are required.

Are there any restrictions for staging of manlifts to access the building or use, staging and storage of heavy equipment onsite including manlifts and telehandler forklifts?

No restrictions, however a plan shall be provided for GSA approval.

Please designate or clarify how much access and use of space the contractor will be permitted in the parking area on the east side of the building for staging, deliveries, building access or general use of the space?

See #17.

Existing tie-back anchors on the roof for tie-back of swing stages are not certified and cannot be used for tie-back unless there are current in their certifications. Will GSA re-certify those anchors between now and start of the project? Or is it the responsibility of the contractor to test and certify each anchor point prior to use?

Contractor shall test and certify the anchor points via this amendment. See previous responses and SOW addendum.

21 When was the last time the above referenced anchor point were certified? Not available

Will contractor be granted daily access through the building during normal working and after hours to reach the roof? Or should the contractor plan to provide exterior access to all roof levels for all contractor personnel?

Yes, access through the building is permitted. Exterior acces shall be permitted.

Is there 200 amp 220 or better service at the main roof level for the contractor to connect to for temporary power needed for swing stages and other operations?

220V power is available for connection to panels located on the 7th floor level, adjacent to the roof access door.

24 Are there multiple locations to connect to 200 amp 220 service if needed at more than one location?

See #23.

25 At how many locations is 200 amp service available for the contractors use at the roof level?

See # 23.

26 Where are all locations for connection to water by the contractor available on the building?

Yes, it is available located in the chiller plant room and outside near cooling towers.

Where shall contractor plan to stage dumpsters onsite for disposal of all trash and debris, including debris required for recycling under the waste management plan?

See #17.

Section 030140, Cleaning of Precast Concrete, paragraph 2.01.B designates use of Sure Klean Light Duty Concrete Cleaner for general cleaning of the building. No other cleaning agents are provided. We understand LDCC is the basis of design.

Material data sheet for this product states it is safe for most but not all pigmented concrete. Data sheet further states limitations for use on surfaces with applied coatings, Low-E glass, and glazing with surface applied reflective coatings and other surface conditions. Extensive testing should be conducted to determine suitability of this cleaning agent before wholesale cleaning. Accordingly, please confirm and respond to the following questions:

Contractors should assume that the Sure Klean Light Duty Concrete Cleaner or an equal product is suitable for cleaning concrete and other materials designated in the manufacturer's product data sheet. Other existing materials may be cleaned with standard cleaners. New materials should be cleaned in accordance with manufacturers' recommendations.

a What is the composition of all existing façade surfaces including concrete, window and curtain wall construction and other exposed surfaces that are intended to be cleaned with this agent?

Contractors should rely on the material designations shown on the project drawings.

b

What are all exterior painted surfaces designated to be cleaned and what cleaning agent should be used for cleaning those surfaces?

Repaint stucco surfaces at first floor. Repaint all ground level metal panel doors.

Repaint the pipe penetration on the south end of the west façade. Follow manufacturer's recommendations and guidance for surface preparation.

c

Have there been any trial sample cleaning conducted with this cleaning agent to demonstrate appropriateness of this cleaning agent on all applicable surfaces specified to be cleaned?

Paragraph 1.05 D of Section 03 01 40 requires the contractor to test the product on a sample area. If the product is found unsuitable, the situation will be addressed as an unforeseen condition. Alternative cleaning methods will be explored at that time.

d

If no trial samples cleaning tests have been conducted and it cannot be confirmed Sure Klean Light Duty Concrete Cleaner is suitable for use in general cleaning of the building, what cleaning agents and methodology should be as possible alternates for the basis of design LDCC for estimating costs for general cleaning of the entire building?

Paragraph 1.05 D of Section 03 01 40 requires the contractor to test the product on a sample area. If the product is found unsuitable, the situation will be addressed as an unforeseen condition. Alternative cleaning methods will be explored at that time.

Will GSA permit use of alternate more gentle cleaning agents that do not present risk of damage to adjacent surfaces and that are bio-degradable eco-friendly cleaning agents?

Paragraph 1.05 D of Section 03 01 40 requires the contractor to test the product on a sample area. If the product is found unsuitable, the situation will be addressed as an unforeseen condition. Alternative cleaning methods will be explored at that time.

What is the standard of “clean” intended to be achieved by cleaning of precast concrete of the building façade in section 030140? Please define what is an acceptably clean surface versus what is not clean and unacceptable?

Contractors should assume that the Typical Coverage Rates and Application instructions in the manufacturer's product data sheets will provide an acceptably clean surface.

Section 099100 states in the summary, paragraph 1.1 that the section includes preparation and painting for exposed interior and exterior items and surfaces. Are there any surfaces to be painted in accordance with this section beyond those surfaces stated on Sheet A501 for the room finish schedule?

Repaint stucco surfaces at the first floor. Repaint all ground level metal panel doors. Repaint the pipe penetration on the south end of the west façade.

32 What are all exterior painted surfaces that get re-painted in accordance with section 099100?

Repaint stucco surfaces at first floor. Repaint all ground level metal panel doors.

Repaint the pipe penetration on the south end of the west façade.

In reference to Exterior Work Note #3 on Sheet A201 & A202, what are specific and specified named painted surfaces to be re-painted in the scope of work for this note? This note could be broadly applied to many painted surfaces that may or may not be intended for re-painting. The note is too vague.

Repaint stucco surfaces at first floor. Repaint all ground level metal panel doors.

Repaint the pipe penetration on the south end of the west façade.

Warranty referenced in Section 079200 is designated to be a 5-year installer's warranty to watertightness of installed sealed joints. Please clarify that all installer warranty requirements of the specification are either: 1) a maximum of 2 years, or

2) not subject to the performance bond covered by the GC/prime contractor on the contract. It is our experience that surety companies will typically NOT issue bonds for projects with warranties covered by the performance bond for periods greater than 2 years after substantial completion.

The 5-year warranty is a manufacturer's warranty.

35 Sheets A201, A202

Exterior Work Notes #3 - states to paint all existing painted surfaces of the exterior. Designation of the work note on the elevation views appears to require painting of the entire precast façade. Does the entire pre-cast façade receive new waterproof coating in accordance with section 099725?

Repaint stucco surfaces at first floor. Repaint all ground level metal panel doors.

Repaint the pipe penetration on the south end of the west façade.

If the entire pre-cast façade is to receive new waterproof coating in accordance with section 099725, the specified coating material BASF WS Tersus Color Coat states in the material data bulletin to prepare concrete surfaces with high pressure water power wash to create a profile of SP 3. This cleaning and surface prep is not consistent with cleaning of the façade designated in Option 1A. Please clarify how cleaning of the pre-cast façade should be conducted?

The pre-cast façade will not receive a waterproofing coating. Repaint stucco surfaces at first floor. Repaint all ground level metal panel doors. Repaint the pipe penetration on the south end of the west façade.

What is the full extent of surfaces and/or areas around the entire building by name that are to be treated with waterproof coatings in accordance with section 099725?

Is there a coating schedule applicable to this spec section?

Repaint stucco surfaces at first floor. Repaint all ground level metal panel doors.

Repaint the pipe penetration on the south end of the west façade.

Extent of sealant replacement on the main façade is not clear. There are limited noted on Sheets A201 & A202 that indicate sealant replacement at the stone pilasters. Do all pre-cast panel expansion/control joints remove and recaulk?

Extents of sealant replacement at pre-cast wall panels is very limited and is clearly spelled out in the Contract Documents. Sht. D101General Roof & Exterior Work Note 2- Remove existing & provide new backer rod & sealant at all existing openings, penetrations, and pre-cast wall/pilaster caps on all roofs. Sht. D01- Demo Work note D3- Remove & replace existing backer rod & sealant at top of parapet and outside face at precast concrete panels only to receive new metal coping assembly. Sht. A101- Work Note 8- Remove & replace existing backer rod & sealant at top of precast concrete pilasters, typ.

Replacing Precast Panel to panel joints is not part of the original project scope.

39 Please confirm that no window sealant joints are to be re-caulked in this contract, including metal to metal and metal to pre-cast?

That is correct. Currently, there is no window sealant replacement in this project.

40 Please confirm that no window glazing or (re-glazing) is included in the scope of work?

That is correct. Currently, there is no window glazing work in this project.

41 There is no detail for pre-cast to pre-cast joint sealant design. Please provide detail for pre-cast to pre-cast joint sealant design.

Refer to response to Question 38 above.

Have any façade sealant joints been removed to determine details of the façade sealant joints for configuration of the joints, use of backer materials, presence of secondary sealant joints, use of Emseal or other pertinent information necessary to evaluate the structure for watertight conditions and performance?

Is the building experiencing any pressurizing issues at the exterior walls? A leak-free building envelope is the Government's ultimate aim but not necessarily one to be achieved through this project alone. For this project, the contractor is only responsible for for the tasks identified in the plans and specifications prepared by TTV Architects and for the items listed in Appendix A (Owner's Project Requirements) of the Statement of Work. The requirement to verify that the roof and moisture protection design is adequate to successfully restore a watertight condition only applies to these tasks.

Are there any known conditions of moisture condensation relative to the building envelope that are of concern for this project? If so, what locations are condensation issues occurring?

See previous response.

45 What is the location of the window cleaning mockup? A seond floor window will be cleaned.

46 Do the four satellite dishes removed in SOW reinstall? Or remove and dispose? Coordinate with GSA after award.

47 There is no specification for replacement of roof ladders. Please provide specification for requirements of replacement roof ladders?

Provide a caged ladder compliant with OSHA requirements for fixed ladders [29 CFR 1910.23(d)].
