Questions/Comments/Recommendations GSA Response
Contractor A
Can the revised RFP due date of Wed 7/3/19 be extended to at least Fri 7/12/19 to allow more time to review/incorporate the RFI responses into our RFP submission?
These responses will impact both the technical and cost components of our proposal.
The offer due date will be extended to 7/9/19.
Window Survey – It was mentioned that the window survey is to be completed once the NTP was given. Is the window survey to be completed 1st solo by itself?
Rigging the building, surveying each individual window and documenting them will be time consuming. It would make much more sense to do the window survey simultaneously with the window cleaning and pressure washing of the building (Bid Item 0002 Buiilding Cleaning - Option) vs doing just the survey then coming back and re-rigging the building to clean the windows and pressure wash. Additionally, is the water testing to be completed individually where re-rigging will be necessary or can the water testing be coordinated with other swingstage setups to avoid additional cost?
CLIN 0002 Building Cleaning - Option, if exercised, will occur at time of award. The contractor is advised to consult with GSA during project schedule development and may schedule project elements at their discretion to obtain efficiencies. The window survey must be completed at least two months prior to the scheduled project completion date to allow GSA time to evaluate whether any deficiencies can be addressed by a contract modification.
Section 079200 – Sealants and Caulking – “Application of sealants at control and expansion joints on exterior vertical and horizontal intersections to provide a water and air tight barrier, as stated below and as noted on drawings”. We interpret this as to replace existing vertical/horizontal control and expansion joints although it is not exactly indicated on the drawings. Please confirm if these are to be removed and replaced or left alone.
Paragraph 1.01A is revised and clarified as follows: "Application of joint sealants at designated locations on the exterior building envelope to provide watertight and airtight barriers." Paragraph 1.01E is revised and clarified as follows: "Contractor to remove and replace and/or install new building sealants where required to effect watertight seals at roof cover replacements and improvements, new EIFS, stucco repairs, new waterproof coatings, all exterior doors and frames, all openings and penetrations at the penthouse and chiller room, tops of pre-cast concrete pilasters, and all other areas where indicated on drawings."
Section 079200 – Sealants and Caulking – Removing and replacing the window perimeter joints are not indicated on the drawings, but a certain sealant type is indicated in the scope of work for the window perimeters. Please confirm if these are to be removed/replaced or left alone. (Section 3.05 below)
The table includes items which might later be added to the project as a contract modification, if and when window repairs are added to the project requirements.
During the 2nd site visit, several comments were made by GSA to provide joint treatments as noted on the Contract Documents. Below is an excerpt from spec section 079200, paragraph 1.04, item B that would indicate otherwise. Please provide clear direction on the treatment of all joints.
Paragraph 1.04B is revised and clarified as follows: "The applicator shall ensure that all sealant work performed under this project is watertight and free from water intrusion."
Per site visit information, there are eight (8) existing AC units that are currently sitting on wood sleepers. Per code, these would need to be reinstalled onto new code approved stands but there is no mention of this work in the bid documents.
Can you please advise if these units are to be installed on new code approved stands for this project?
AC units shall be installed on equipment curbs that meet or exceed NRCA recommendations. Wood sleepers are not acceptable.

Specifications 264100 1.3C and 3.1I indicates to have the system inspected by UL and re-certified. Using the calculations for zones of protection as described in the UL96A, NFPA 780, and the LPI-175 code standards, the lower north roof as well as the lower northeast roofs are located outside the zone of protection and currently have no lightning protection installed on them. We can have UL inspect the upper roofs and provide the UL Letter of Findings indicating these areas were installed to comply with the UL96A or the NFPA 780 but to get the entire system certified with a UL Master Label Certificate, these lower roofs will need to have lightning protection installed on them which will require down leads, interconnections from upper roofs, ground rods, and air terminals. Shall we allow for the limited scope (upper roofs) Letter of Findings or add in cost for the additional work required in order to provide the Master Label Certificate?
The required certification does not include providing a UL Master Label certificate.
The contractor is only to certify that reinstallation of existing components has been completed in a manner that meets UL and NFPA requirements. The "UL Master Label Re-certification" requirement at Section 011000, paragraph 1.1B is hereby deleted.
Detail 3 on Drawing A305 indicates to use a 2" wide assembly bracket for the air terminal bases. Please note the base is 2.5" wide while the clips are 5/8" wide so the bracket for the bases may need to be wider. Reading Specifications 264113 2.1B, this indicates the lightning protection installer will provide this bracket? This would require a bracket at all bases as well as cable clips / holders at 36" maximum intervals. What is the bracket made of? In order to keep the system copper, this bracket would need to be made of steel, copper, or stainless steel. If aluminum or galvanized steel is used, then then the lightning protection materials would need to be changed to aluminum to prevent electrolysis. If aluminum lightning protection materials are to be used in this coping area, could the materials be adhered to the top of the coping or screwed to the side of the coping with stainless steel screws to eliminate this bracket?
Lightning protection materials and components shall be in accordance with UL and NFPA requirements. These requirements shall govern where conflicts with the project specifications are discovered. Methods for attachment to roofs shall comply with NRCA and the selected roofing manufacturer's requirements and recommendations.
