About this file

This is a Request for Information (RFI) document containing 179 numbered questions and government responses regarding a Design-Build Solicitation for the IRS Service Center in Memphis, Tennessee (GSA Building #TN0005ZZ, Solicitation #47PE0325R0007). The solicitation closes on January 16, 2026, with responses issued on February 2, 2026.

The project encompasses three primary scopes: roofing system replacement across multiple building modules (A, D-F, E, G-H, and I), fire alarm system replacement and upgrade, and electrical breaker refurbishment and replacement. For roofing work, contractors must replace standing seam metal roofs on designated areas with 80-mil TPO systems per ASHRAE 90.1, replace metal coping with new standing seam copper (16 oz minimum) or aluminum (0.040-inch minimum), improve roof drain configurations, and perform pre- and post-project drain video inspections. The fire alarm system replacement involves a full system replacement with emergency voice evacuation capability (not horn/strobe only), parallel installation with the existing Simplex 4100 addressable system until new system acceptance, 3/4-inch conduit requirements for all cabling, and integration with fire suppression systems, HVAC, security/access controls, and emergency generators. For electrical work, the contractor must procure new breakers, perform breaker reconditioning following a 12-step process, complete coordination studies, and provide NETA-certified acceptance testing. The total suggested project duration is 1095 calendar days, though contractors may propose reduced schedules. All work must maintain the facility in a watertight condition daily, coordinate with occupants for overhead work, and comply with Core Building Standards guidance and most current code editions at contract award. Restricted areas (Data Center J & K modules, Childcare E Module) require prior coordination and escorts, available at no cost during normal business hours (7:00 a.m. to 4:00 p.m., Monday through Friday) or at $40.76 per hour for after-hours access. The government will provide all necessary escorts during standard duty hours and provide monitoring service for the fire alarm system upon completion.

FIRE ALARM SYSTEM

As built drawings and device schedules – Are detailed as built floor plans available for the existing fire alarm system showing device locations, circuit loops, control panels, remote annunciators, and notification appliance circuits? If so, can we obtain a copy under secure conditions?

All available fire alarm as-builts were made accessible during the pre-proposal site visit and on a subsequest date during the following week.

FIRE ALARM SYSTEM

System type and technology – What is the make/model and addressability of the existing fire alarm control panels? Does the current system use voice evacuation, horns, and strobes, or speaker strobes? Are there special detection systems (e.g., beam detectors, aspirating detectors) in critical spaces such as the computer room or raised floors?

Simplex 4100. System is addressable and voice evac system. See points list for list of initiating devices.

JDW

FIRE ALARM SYSTEM

Zoning criteria – How are zones/loops currently defined (e.g., by building module, floor, or hazard type)? Will the new system maintain the same zoning configuration, or are revisions expected? Please provide a zone list with area names, approximate square footage, and occupancy type so we can estimate conductor lengths and power loads.

Sprinkler and FA system are zoned by building. Changes to the FA zoning is not anticipated.

JDW

FIRE ALARM SYSTEM

Device counts per area – Please provide approximate counts of each device type (smoke detectors, duct detectors, beam or spot detectors, heat detectors, manual pull stations, monitor modules, control modules, speaker strobes, strobes only, horn strobes, sounder bases, tamper/supervisory switches, power supplies, battery cabinets, remote annunciators). If counts are unavailable, can we schedule an escorted survey to collect this information before proposal submission?

Existing system points list will be provided. Please note that exact device count of the new system may differ based on newer code requirements or defeciencies with the existing system.

JDW

FIRE ALARM SYSTEM

Special hazard areas – Are there clean agent suppression systems or pre-action sprinkler systems serving the computer room, warehouse, or processing areas that require integration with the fire alarm system? Are there high air flow raised floors or return plenums that demand duct detectors or aspirating detection?

Any specialty suppression systems with releasing panels to be monitored by the new FA system. Duct detectors to be provided in accordance with IMC and NFPA 90A. Typically raised floor or above ceiling return air plenums are not required to have detection. Duct detectors may be required at the plenum opening or return air unit per IMC and/or NFPA 90A.

JDW

Integration with other systems – Does the fire alarm panel interface with security systems, access control, elevator recall, HVAC shutdown, smoke dampers, or emergency power systems? Are there existing control modules that must be replaced and reprogrammed? Please provide a list of required interconnections and monitored functions.

FA interfaces with security/access controls, HVAC, and generator. There are no elevators.

JDW

FIRE ALARM SYSTEM

Cable installation method – In spaces with drop ceilings, can plenum rated cable be installed free air above the ceiling tiles, or is EMT conduit required for all fire alarm cabling? Are there specific areas (e.g., secure rooms, rated corridors, or high traffic areas) where conduit is mandatory regardless of cable rating?

Conduit required for all fire alarm cabling. May use EMT or RMC. Flex conduit may be used for short "whips" to ceiling mounted devices. See FA specs for more information. JDW

FIRE ALARM SYSTEM

Conduit sizes and pathways – When conduit is required, what minimum size should be used (¾ in. vs. ½ in.)? Are there existing conduit sleeves, raceways, or cable trays that can be reused, or will new pathways need to be routed through rated walls and floors? Are there restrictions on drilling or penetrating structural elements due to building security or asbestos abatement?

3/4-inch, see FA specs for more information.

Existing conduit sleeves, reaceways, or cable trays may be reused as long as conduit fill is in accordance with NFPA 70. Existing wiring to remain until the new system is fully comissioned/accepted.

JDW

FIRE ALARM SYSTEM

Use of raised floor plenums – In the areas with raised floors, are we permitted to run fire alarm cabling beneath the floor or within the ducted cavities? Are the hatches large enough for access, and will we need to remove floor tiles or coordinate with IT/operations staff to access cables?

Fire alarm cabling may only be routed beneath raised floor for devices located in raised floor. Wiring serving all other devices to be routed above ceiling. JDW

FIRE ALARM SYSTEM

Ceiling construction and mounting heights – For each area, please clarify the ceiling type (lay in acoustical tile, gypsum board, hard lid, open structure) and the approximate height so we can determine lift/scaffolding requirements and estimate conductor runs. We observed drop ceiling heights of 8′, 10′, 12′, and 15′ during the walk through.

All available fire alarm and architectural as-builts were made accessible during the pre-proposal site visit and on a subsequest date during the following week.

GENERAL

Work area accessibility – Are there restricted zones requiring escorts (e.g., data centers, secure storage, IRS operations)? Will escorts be available during normal work hours, and how must we schedule access? Are there times when work in specific areas is prohibited due to mission critical operations or tax payer data processing?

Yes, there are restricted areas (Data Center J & K modules, Childcare E Module). Proper scheduling and coordination needed for secured area access. Escorts will be available witth prior planning and coordination. IRS

GENERAL

Temporary facilities – We understand that the Design Builder may not use existing restrooms or dumpsters and must provide portable toilets and waste containers. Can we locate these near the laydown area? Are there any restrictions on bringing water or power onto the site for temporary trailers or equipment?

Dumpsters/Porta potties can be stationed at the staging area. There are no restrictions for bringing water and power onsite.

IRS

GENERAL

Occupant coordination – What are the procedures for notifying occupants when work will occur in their areas? Will occupants need to vacate rooms while devices are replaced, or can work occur overhead with shielding? How much notice is required before interrupting operations?

Proper scheduling is necessary for the relocation of employees during overhead work.

Employees will be moved during overhead work. A schedule of work should be provided at the beginning of the project to provide adequate time for coordination. IRS

FIRE ALARM SYSTEM

Parallel installation – The scope indicates that the new system will be installed in parallel with the existing system until completion. Will we be required to energise and test circuits as they are installed or wait until final cutover? Should we plan for dual devices (existing and new) to remain in place temporarily, and will ceiling tiles need to be removed and reinstalled twice?

Final means/methods for energizing and testing the new system is up to DB contractor. The existing system needs to be maintained in its entirety until the new system is fully comissioned/accepted. Dual devices will be in place until the new system is accepted and demolition can start on the existing system. The GSA FPE will not witness final testing until the entirety of the new system is pretested with appropriate documentation submitted for review.

JDW

FIRE ALARM SYSTEM

Interim monitoring – During the installation phase, who will monitor and respond to alarms from the existing system? Will the new panel need to monitor the old system or vice versa to maintain life safety coverage? Are there concerns about nuisance alarms or cross talk between systems?

Systems should be completely separate with little to no cross talk. The existing system will be monitored by the existing monitoring company.

DB Contractor will be responsible for confirming monitoring capabilities of the new panel (i.e., POTS vs cell vs IP). GSA to provide monitoring service and connection.

JDW

FIRE ALARM SYSTEM

Cutover sequence – How will the final cutover be scheduled? How will testing and acceptance be conducted to minimize disruption to the IRS operations? The quality control section indicates that a complete (100%) final test must be performed and documented; please confirm who must witness each test and whether after hours testing will be required.

This is a full system replacement. The existing and new systems will be installed in parallel so there should not be much, if any, final cutovers required. Final means/methods for testing is up to the DB contractor. As long as the GSA FPE receives proper documentation from the pretest it does not necessarily have to happen concurrently.

JDW

FIRE ALARM SYSTEM

Authority Having Jurisdiction (AHJ) – The documents state that the GSA Region 6 Fire Protection Engineer will serve as the AHJ. Will local Memphis Fire Department officials also review and approve the design, or does GSA approval supersede local jurisdiction? Should the system conform strictly to NFPA 72/70/local codes, or will federal/GSA criteria trump local requirements?

GSA FPE approval will supersede local jurisdiction. Local Memphis Fire Department will be give a courtesy review and will be invited to participate in an on-site walkthrough if requested. Final approval from Memphis FD is not required.

Local requirements above and beyond federal/GSA criteria will be considered on a case by case basis with final determination by GSA FPE.

JDW

FIRE ALARM SYSTEM

Code version and standards – Which edition years of NFPA 70 (National Electrical Code), NFPA 72 (National Fire Alarm and Signaling Code), NFPA 101 (Life Safety Code), IBC, IFC and related standards should be used for the design? The design criteria require using the current versions at contract award— please confirm the edition adopted by the AHJ.

Use most current editions at time of award.

JDW

GENERAL

Hazardous materials – Has the pre demolition hazardous materials survey been performed? Are asbestos containing materials, lead paint, or PCB containing light ballasts present above ceilings or in cable trays that could impede installation?

Who will be responsible for abatement or encapsulation if hazardous materials are encountered?

No "Pre-demolition hazardous material survey" has been performed. All hazardous materials encountered will be he responsibility of the contractor.

IRS

GENERAL

UL/Manufacturer approvals – Do all new devices and materials need to be listed/approved for use by GSA or a specific UL listing? The specification prohibits certain products such as CFC containing insulation, adhesives containing neoprene, asbestos or lead-based materials; please confirm whether there are equivalent prohibitions for fire alarm cable (e.g., halogen free) or equipment enclosures.

For fire alarm cable - as long as the cable complies with NFPA 70 (NEC) and NFPA 72, which requires specific marking based on nationally recognized testing labs, it will be acceptable. JDW

FIRE ALARM SYSTEM

Acceptance testing – The quality control program requires independent preliminary and final testing of each device and circuit. Will the government provide test scripts or checklists? How many representatives from GSA, IRS, the fire marshal, and the design builder must witness the 100% final test, and what lead time is required to schedule them?

A checklist/template can be provided if needed. Acceptance testing to follow NFPA 72 Section 14.4.3.

At minimum, GSA FPE or authorized 3rd party must witness the 100% final test.

Any additional representatives will be coordinated when nearing project completion. Must give 2 weeks lead time for scheduling purposes.

JDW

FIRE ALARM SYSTEM

Training requirements – What level of operator training is expected for IRS facility staff? Is classroom training acceptable, or is hands on training at the panel required? How many training sessions are anticipated, and must they be recorded or documented?

Are follow up RFIs after 20 Jan allowed, especially if additional information emerges during the escort survey? What is the protocol for questions arising during design that require clarification from the government?

All questions were due on 1-16-26 and a response is provided to each question via this document on 2-2-26. Additional questions after 2-2-26 can be submitted to the CO for consideration by GSA. If the CO determines a response to the question is critical to the solicitation, additional communication will be provided via amendment to the solicitation. RFIs arising during the project will be handled through a predetermined RFI process to be discussed after contract award.

GENERAL

Badging and security clearance – Security and badging can be a lengthy process.

Are background checks required for all subcontractors and vendor personnel on site, and will escorts be needed for the duration or will some badges be issued?

Will work being performed on the exterior of the facility require escorts?

We will cover HSPD12 requirements after contract award. Some personnal can be escorted or the majority will need to have passed a Background Investigation. JAIII

GENERAL

Allowances for after hours work – The noise management paragraph stipulates that work exceeding certain decibel thresholds must occur outside normal working hours. Should we include an allowance for overtime or off hour shifts in our estimate? How should we account for escort overtime and security costs outside the normal 7:00 a.m. – 4:00 p.m. window?

Most work will take place during normal business hours. Some testing and electrical shut downs may occur after hours in which case the contractor will pay the escorting service directly at a rate of $40.76/ hr JAIII

GENERAL

Material storage and staging – Since construction materials must be stored off site or in designated Laydown area, should we include rental costs for off site warehouse space and daily transport? If the government provides temporary storage space inside the building, what is its size and accessibility (freight elevator, loading dock, etc.)?

Materials do not neccesarily need to be stored off site. If the contractor chooses to store materials off site it will be at the cost of said contractor. The lay down area and size of freight elevator, loading dock were discussed and made available during the pre-proposal meeting.

GENERAL

Testing equipment and specialized tools – Will the government furnish any testing apparatus (e.g., calibrated sound level meters for noise monitoring, duct detector test pumps, NFPA 72 acceptance test equipment), or should we include the purchase/rental of such equipment in our estimate?

Contractor to provide testing equipment and specialized tools. Using the same tools used for the pretest and final test reduce the chances of differing results based on device calibrations. JDW

FIRE ALARM SYSTEM

Device mounting for pendant strobes – We observed pendant mounted strobes approximately 12 inches below the drop ceiling. Is this mounting method preferred for replacements, or will ceiling mounted or wall mounted notification appliances be acceptable? Are there ceiling structural supports or plenum obstructions that dictate pendant drops?

Ceiling/wall mounted are preferred but pendant mounting is acceptable as well in case there are ceiling obstructions that would prohibit a ceiling mount.

JDW

FIRE ALARM SYSTEM

Raised floor detection – For the raised floor areas, is under floor smoke detection required, and if so, must cable be run in metal conduit within the floor? Are there water or data lines in the raised floor that could impede installation or require shielding?

Raised floor areas to be protected based on existing devices.

JDW

FIRE ALARM SYSTEM

Fire alarm panel location – Will the new fire alarm control panel and power supplies be installed in the same room as the existing panel, or will a new equipment room be provided? Are there UPS or generator circuits available for secondary power, or must we include battery back up sized for the full 24 hour stand by and 5 minute alarm operation per NFPA 72?

DB contractor is responsible for design. GSA prefers new panels to be in the same rooms as existing panels if enough space is provided. If there are space issues DB contractor to propose alternate location. Fire rating/survivability of circuits crossing evac zones to be in accordance with NFPA 72

JDW

Are external accessories (bell alarms, undervoltage trips, shunt trips, auxiliary contacts) required on the new breakers?

No, replace breakers refurbished one to one, UNLESS, code requires that any external accesories be put in place(CDB) ESME

FIRE ALARM SYSTEM Some companies utilize sub labor to install fire alarm cable and device installation. Requirements for this project are that all technicians are to be UL certified, that would mean that the installing technicians have to be employed by a UL certified company and cannot be sub labor from a company that does not carry a UL certification. Is that correct?

Typically wiring and device installation is done by an electrical contractor with final terminations and programming done by a fire alarm contractor. "Section II.D.(1) requires offerors to submit 3–5 similar projects and defines “similar” as construction or renovation of a fully occupied Government facility or secure civic facility / Class A secured office space (or similar) meeting the following attributes: completed within 10 years, construction cost > $20M, gross square feet > 100K, delivered via Design/Build (or other integrated delivery), and including multiple labor categories (e.g., electrical, HVAC, general construction) We understand and respect the Government’s intent to evaluate relevant past performance based on scope, magnitude, and complexity. However, the solicitation also excludes broad project categories (e.g., dormitories/residential-type facilities, retail-focused projects, warehouse/industrial facilities), which may otherwise demonstrate comparable value, complexity, and execution risk. To support full and open competition consistent, and to ensure offerors can demonstrate relevant past performance, will the Government consider revising the relevancy definition by removing or minimizing the categorical exclusions, while retaining the objective thresholds (10-year recency, >$20M construction cost, >100K GSF, design/build or integrated delivery, and multiple trades)?"

The Government will not be revising the similar projects requirements.

There do not appear to be any bridging documents or as-built plans with the attachments on the SAM advertisement or in the Contractor Files shared via Google Drive. Please provide As-Built or Bridging drawings for Design Build teams to assess the scope relative to the existing buildings, review the building floor plans/layout, and provide a response to the RFP.

All available fire alarm and architectural as-builts were made accessible during the pre-proposal site visit and on a subsequest date during the following week.

There appear to be notes about the potential for CUI documents, however we do not see any of the bid documents marked accordingly as CUI for any category.

Can you confirm there are no CUI documents in the current bid set so we can determine handling restrictions for dissemination to potential vendors and consultants?

Any documents that have been provided in the Contractor Files Folder that pertain to the building scematics or provide detail regarding building components should be considered CUI.

Documents and scope narratives indicate shutdown work will need to be performed on weekends. It was mentioned during the virtual pre-proposal call that weekend work will not be allowed. Please advise how the design build contractor should structure estimate, schedule, and the proposal with respect to shutdowns, weekend work, and shift work if required.

Contractors should assume all work is to occur during normal business hours.

Work Item #2A states that the IRS has spare breakers for the EC to use as replacements for the failed breakers. Work item #2D also refers to “spare” breakers (it is assumed these are the same “spare” breakers”). It was said at the site visit that the IRS does not have any spare breakers to be used. Figure 1 – Breaker Detail also states that there are breakers on-site to be used for rotation.

Question: Does the EC provide NEW breakers to replace the failed breakers listed or are there spare breakers provided by the IRS?

EC to provide new breakers

ESME

116 Can a picture or accurate sketch be provided of a front view of at least one section of the switch gear containing the breakers being replaced?

Provided in the contractor files folder.

IRS

Is retro-filling the failed breakers an option? Eaton believes that a cheaper and better overall option will be to retro-fill the existing breaker panels and install new Magnum PXR breakers in place of the older SPDs.

Yes, this is a option. However you will need to submit a deviation request from the original scope

ESME

It was noted at the site visit that the majority of spaces include raised access floor.

Is there product information available for the current floor to determine both load ratings for equip/scaffolding and figuring allowances for replacement of damaged components? Please provide a bid quantity to assume for replacement so that all proposals are equal in terms of scope.

The government will not provide an assumed amount for broken raised floor components as this is strictly means ans methods. It should be assumed that existing conditions be preserved.

IRS

Please provide any product information available for existing ceilings in order to budget allowances for replacing existing ceiling components due to damage during renovations. Please provide bid quantities for replacement so that all proposals can contain equal scope.

The government will not provide an assumed amount for broken raised floor components as this is strictly means ans methods. It should be assumed that existing conditions be preserved.

IRS

There are a significant amount of GSA and PBS reference documents provided but it is unclear which are applicable to the scope of the contract. For example, COBie standards are included yet we are not being provided a native model of the facility nor do we believe the intent is to create new 3d models for the building with COBie information integrated. Please clearly define the design submittals and the governing criteria for the preparation of proposals.

The SOW determines which documents and/or portions of documents will be applicable.

Specification notates responsibility for extensive lifecycle cost analysis which would involve many systems outside of the current scope (e.g. Cooling Towers).

Please confirm DB Contractor scope relative to gBUILD would be limited to providing information on the new construction within scope for input into the existing database.

Confirmed

Since no existing models or full sets of record documents are available and many portions of the existing facilities are outside of this scope of work, please confirm specifications related to BIM are not applicable.

Confirmed

It was mentioned at the site visit that P-100 was no longer a viable governing document due to administrative direction in February of 2025. Attachment 05 and other portions of the bid documents indicate P-100 2021v w2022 addendum is the primary governing criteria. Please advise what codes, standards and criteria will govern the contract.

References to P-100 are replaced by the Core Building Standards document.

It was mentioned at the site visit that all work will be performed under escort and escorts will be provided by the Government or User at no cost to the contractor and no limit on the number needed. Please confirm that this is correctly understood as stated.
