37 In the O&M Minimum Performance Standards the first standard is “Performing operations and maintenance on facilities greater than six stories (6)?” Can this be changed to:
“Performing operations and maintenance on multi-story (at least three stories) facilities?”
No. Six story buildings ensure the contractor is familiar with domestic water pumps, fire pumps and elevator lobby smoke and recall logic. Each of these exist at at least one of the Atl-5 contract facilities.
38 Under L.9.1. Factor 1 of the solicitation it states the following: “The narrative shall be no more than 50 type written pages (8 ½’ x 11’ Times New Roman, 12 Fonts.) The page limit includes any cover page, table of contents, charts, and illustrations.” Does this apply to the entire proposal or to factor 1 only ?

Both Rome and Gainesville have irrigation systems with approximately 2 zones each building and around 20 heads per zone.
no specific information about the system.
Section J.4 Building information sheets does not have any information about the irrigation systems. Please confirm that only one of five assets has an irrigation system and provide a plan of the system or in lieu thereof, the number of zones, nozzles per zone, make and model of irrigation controller for each irrigation system to be maintained.
44 Section C.4.1 Initial Inspection – states the initial inspection commences “within five (5) calendar days after contract services start date” and must “be completed within fourteen (14) calendar days”. This equates to 10 business days and potentially less if there is a holiday that occurs during this period and in our experience, this is insufficient time to properly evaluate the existing condition and performance of the equipment in these assets while performing normal operations. At the very least, there is no provision in this section to allow for seasonal equipment that can’t be tested depending upon the time of year. Will the government revise this requirement to allow for a minimum of 60 calendar days from the contract start date to complete the initial inspection?
The contract start date is after the 30 day start up period. This allows for some familiarity with the building spaces. Also areas that cannot be inspected will be placed on the IDL with a reason for non-inspection and an approximate date of inspection completion per para C.4.2.
There will not be an extension of the time period unless extenuating circumstances exist as deemed appropriate by the CO.
45 Section C.5.1 Transition Phase – This section does not state the amount of time that the contractor will be afforded from the date of award to the start of performance of O&M services. Will the Government stipulate how much time the contractor will be provided?
The award will take place very close to the beginning of the 30 day transfer period although a specific time can not be given.
The transfer period will begin 1 Mar 2018 and with a contract services start date of 1 Apr 2018.
46 Section C.6 Phase out Transition Period
– This section states, the phase out transition period will occur “When this contract expires.” Is it the intent of this section that the Phase out transition period will occur after the contractor is complete? If so, what is the length of the
No. Per Clause I.83 — FAR 52.237-3 — Continuity Of Services (Jan 1991) the phase out will not be earlier than 90 days before current contract end with plans that its completion be the day before a new contract services start date. Include expected phase out period? Should the cost of this be included in the final option year or should it be priced separately?
outgoing transition services in your 4th option year bid price.
47 Section C.8.4 – Service Request and Administrative Support/Customer Service Desk – states “The Contractor must operate and staff an administrative support function/customer service desk during normal working hours”. Please confirm that this can be a centralized function that serves all 5.

50 Section C.36 Water Treatment - Is the existing water treatment equipment (controllers, water meters, solenoid bleed valves, chemical feed pumps, spill containment, coupon racks, etc.) property of the Government and, therefore, conveys to the new contractor?
Coupon racks, once attached to the building will become the property of the government. Other equipment may but not necessarily stay with the building for the O&M’s use.
51 C.39.8 Vertical Transportation and Associated Elevator Assets – Will the government provide the services of its Vertical Transportation Contractor at no cost
No, the government will not provide a vertical transportation contractor at no cost to the O&M contractor.
to the contractor to provide hoistway access to test, inspect, and repair if necessary fire protection assets and systems within the hoistway, pits elevator lobbies, and elevator machine rooms that contractor is required to maintain per this section?
52 Section C.40.1 General – This section states that refrigerant is considered a supply and the Contractor is responsible for all costs associated with it except in the case of a total loss of refrigerant unless said loss is due to contractor negligence. This condition seems too narrowly defined to eliminate replacement of refrigerant due to repairs.
For example, if a compressor fails due to a burnout, the refrigerant would need to be replaced during the repair. The refrigerant technically is not lost but rather rendered useless and thus would need to be replaced and should be subject to the repair threshold.
Will the government revise this section to include refrigerant replacement due to repairs to be subject to the repair threshold?
A one time single event burnout or total blowout of the refrigerant in a machine will be treated the same.
52 Section C.42 Fire Protection, Life Safety Equipment and Systems – Does the Government possess an up to date copy of the program for the Fire Alarm System.
No, the government does not retain copies of the fire panel software.

Question 23 and its answer will become part of the contract with the last line reading: “Snow removal that requires vehicular snow plowing will be priced separately as an additional service.”
55 Section L, 9.2 states, “If the Offeror is an SBA certified joint venture, past performance will be accepted from either party or a combination of the parties;
however, each party shall demonstrate past performance in at least one type of operations and maintenance service for consideration… If an offeror submits their proposal as an SBA approved joint venture, unless the prior experience submitted is specifically for the joint venture, each firm in the joint venture will be required to provide past performance references in accordance with the terms outlined above relevant to the services they are to perform” (p. 368). The question is in regard to the limit of three projects for submittal. If the joint venture has two highly relevant contracts to submit, would it be acceptable for each partner company to submit one additional each? We would like to submit the two projects for the JV but are uncertain how to meet the limit of three projects and still meet the requirement for each company to submit at least one.
L.9.2 Past Performance:
If the Offeror is an SBA certified joint venture, past performance will be accepted from either party or a combination of the parties; however each party shall demonstrate past performance in at least one type of operations and maintenance service for consideration.
A combination of the parties past performance, each party shall demonstrate past performance in at least one type of operations and maintenance for a total of three past performance references.

Gainesville is not on the GSA network.
The other buildings are on the network.
See question# 49 for description.
61 Please describe any equipment included in this contract that it is still under warranty.
See answer to question# 21
62 It was indicated that the Rome Fed Bldg boilers are new and under warranty. Can you please verify the end date of the warranty and if the warranty is contingent on the installer performing any specific maintenance? Is there an existing maintenance contract in place? (On page 16 section k, and page 17 o, w, & x have conflicting statements in these areas.)
systems hardware and software as described in C.1.1.k. In section C.1.1.o.
“Agency” means “tenant” and therefore non tenant owned is the same as GSA owned. C.1.1.w. Refers to any building supplied electronic systems that are used to support non covered systems e.g. a GSA owned dataline used to support a VOIP signal used by a tenant. C.1.1.x.
Includes a list of items to be included if GSA owned.
68 Is supplying soap, paper and hand-sanitizer part of the O&M contractor’s responsibility to supply (see page 18 section ee.)
No. Section ee. Discusses the dispenser itself and its batteries, and not the product being dispensed
