Solicitation: 47PE0119R0001 Date: November 23, 2018 Subject: Questions and Answers

Q1: I can’t seem to find the “past performance questionnaire” attachment on the solicitation notice. Can you let me know where I can find that attachment?

A1: Past Performance Questionnaire is attached to this amendment (Amendment 0001).

Q2: We wanted to bring to your attention some concern we’ve been hearing from member firms that we represent. Specifically, on page three of the attached solicitation, it states that pricing/wage breakout sheets are to be submitted in Phase 1. We are requesting that in accordance with the Brooks Act, that GSA remove this requirement.

A2: Response Criteria #4 Pricing/Wage Breakout sheets have been removed from Phase I.

Please review page three (3) of the solicitation document which only now requires four (4) criteria to be determined responsive. However, all firms must take note that when the pricing/wage breakout sheets are requested, this will be a quick turn-around (i.e. seven (7) calendar days). It is imperative to go ahead and have each firm’s pricing ready to submit, if a firm enters into Phase II of this Solicitation.

Q3: We are submitting for Solicitation 47PE0119R0001, and on page 4, under SF 330 Instructions –

Phase 1, it states “All documentation shall be in electronic format (PDF) and shall consist of an 8 1/2" x 11" format, with Arial Font, minimum 10 pitch.” We would like to use our standard font, if possible, so I wanted to confirm that the whole document must be in the Arial font, and not only the SF 330 documents.

A3: All documents shall be in electronic format (PDF) and shall consist of 8 ½” x 11” format, with Arial font, minimum 10 pitch”

Q4: In the solicitation instructions, Submission requirements for Projects, as shown below, state the following:

a. 5 relevant projects performed within last 5 years.

b. Part I, Item F (24) – List no more than 5 projects

c. F Projects – Submit three (3) projects, up to 3 pages each, completed in the last 10 years

d. The maximum number of projects that may be identified under Section F are nine (9).

e. How many projects are we to submit? Also within how many years?

A4: Firms shall submit five (5) projects designed and completed within the last five (5) years.

"Designed and completed" means the design work and associated construction work for a submitted project are both to have been completed in the last 5 years. The AE firm will use the same projects listed on the SF330 for all evaluation factors and address the additional information that is relevant to the evaluation criteria. Each project submitted on the SF330 may include up to five (5) pages of photographs and/or descriptions per project.

Q5: SF 330 Instructions Section F indicates up to 9 projects within last 10 years can be identified. Please

Clarify.

A5: SF330 Instructions Section F has been corrected to the following: Firms shall submit five (5) projects designed and completed within the last five (5) years.

Q6: Phase 1-Evaluation Criteria, Criteria 1 states that no more than 5 relevant projects within the last five years shall be submitted. This same section goes on to state “Submit a maximum three (3) page narrative for each project, including any photographs and drawings as applicable, for a total of three

(3) projects that illustrate specialized experience of projects completed” and “A/E firms MUST submit five (5) projects total for this factor, no more and no less.”

A6: Please revisit Evaluation Factor Criteria 1, which has been corrected to state: “Utilizing the same five (5) projects on the SF330, the firm shall submit information relevant to Evaluation Criteria 1 that illustrate the above criteria and experience relative to this contract scope. In addition to Form F of the SF 330, each project submission may include up to five (5) additional pages for photos or other information relevant to this evaluation criteria.

Q7: Projects should not include CPARS Evaluations. Where do CPARS evaluations go? Can we show quotes from CPARS on the F Project pages?

A7: Per Evaluation Criteria 2, it states: “Additionally, A&E firms MUST submit a Past

Performance Questionnaire OR copy of the completed CPARS evaluation for each of the projects submitted under this Factor. The Questionnaire or CPARS evaluation pages are in addition to the three (3) page maximum narrative specified for each project. The Past Performance Questionnaire to be submitted for this factor is provided as an Attachment to this Notice.

Q8: Should Technical Evaluation Factors 1-6 go in SF330, Section H or separate pages?

A8: Section H of the SF330.

Q9: Do the Pricing/Wage Breakout Sheets and Representations and Certifications go in the Phase I submittal?

A9: The Solicitation Amendment has been changed to reflect that the Pricing/Wage Breakout

Sheet will be provided only if the firm has made it to the final selection in Phase II. Phase I still requires the Representations and Certifications to be submitted.

Q10: If a firm applies for a contract in a specific zone, say Zone C, should they expect to only be doing work within that zone or is it possible they will be tapped for work throughout Region 4?

A10: For example, if the firm submits all criteria to be considered responsive, for Zone C, and is selected as a firm for Zone C, they will only be providing services for Zone C. Firms will need to submit for each zone they would like to be considered.

Q11: If the prime A&E firm specializes in historic preservation and they are selected for a specific zone, should they expect to handle all A&E work within that region?

A11: No. If the A&E firm submits for Zone C (Example), they will only be looked at for Zone C.

Offerors may submit for more than one Zone, but will need to submit a package for each Zone the firm would like to be considered.

Q12: The Solicitation for the referenced project mentions that a Questionnaire or CPARS evaluation would be included in the package. Has it been provided?

A12: The Past Performance Questionnaire has been provided in Solicitation Amendment 0001.

CPARS Evaluations will need to be pulled by the submitting firm to be included for the evaluation

Q13: We did not see an attached Past Performance Questionnaire – page 7 of the Solicitation. Could you direct us to that form for projects that may not have a CPARS evaluation?

A13: The Past Performance Questionnaire has been provided in Solicitation Amendment 0001.

Q14: Is this solicitation subject to the Brooks Act? If so, why is there a requirement to submit hourly rates?

A14: This solicitation is subject to the Brooks Act. There is a requirement for hourly rates in

Phase II, not Phase II. The solicitation has been corrected to remove the requirements for hourly rates until Phase II.

Q15: Are the Technical Evaluation Factors 1,2,3,4,5, and 6 responses a separate attachment or are they to be included on the SF 330 Section H form Architect-Engineer Qualifications? – page 3 of the solicitation.

A15: Please include Technical Evaluation Factors 1, 2, 3, 4, 5, and 6 responses in section H of the

SF330.

Q16: In the Section F of the SF 330 we are to list 9 projects “designed and completed” in the last 10 years by the firm. It is our understanding these can be projects included in the Evaluation Criteria 1 and 2 (if specifically noted) or completely separate projects the firm has designed for GSA or others within the last 10 years, as there is no reason not to.

A16: SF330 Instructions Section F has been corrected to the following: Firms shall submit five (5) projects designed and completed within the last five (5) years. "Designed and completed" means the design work and associated construction work for a submitted project are both to have been completed in the last 5 years. The AE firm will use the same projects listed on the SF330 for all evaluation factors and address the additional information that is relevant to the

Q17: Please confirm – are firms to “submit a separate packet for each zone the offeror would like to be considered.” or a single submission indicating each zones the offeror would like to be considered for?

A17: Firms are to submit a separate packet for each zone the offeror would like to be considered.

Q18: Please confirm – are offerors required to have a physical location/office within the zone they submit for, or is it sufficient to have individuals that are licensed to practice in the respective zones?

A18: Under Evaluation Criteria 6, it states “The A/E of Record has up to forty-five (45) calendar days after award of the contract to establish a production capability within the general geographic area.” Also, Criteria 3 – Professional Qualifications state: “The A/E must be able to provide, via in-house staff or consultants, a project designer for each state who is licensed by that state in accordance. Experience with historic buildings and Federal buildings will be evaluated more favorably.”

Q19: Please confirm – if offerors are required to have a physical location/office within the zone they want to be considered for, will office locations for the entire offerors “team” (Prime and subconsultants) be considered, or will the Prime contractor need to have an office in each zone they pursue?

A19: Under Evaluation Criteria 6, it states “The A/E of Record has up to forty-five (45) calendar days after award of the contract to establish a production capability within the general geographic area.” Also, Criteria 3 – Professional Qualifications state: “The A/E must be able to provide, via in-house staff or consultants, a project designer for each state who is licensed by that state in accordance. Experience with historic buildings and Federal buildings will be evaluated more favorably.”

Q20: Please confirm – for Section F, how may projects are allowed/required? The documents indicate both up to nine(9) and also no more than five (5)? Are example projects to be both design and construction complete within the last 10 years, or just design complete within the last 10 years?

A20: SF330 Instructions Section F has been corrected to the following: Firms shall submit five (5) projects designed and completed within the last five (5) years. "Designed and completed" means the design work and associated construction work for a submitted project are both to have been completed in the last 5 years. The AE firm will use the same projects listed on the SF330 for all evaluation factors and address the additional information that is relevant to the

Q21: Please confirm – are “pricing/wage breakout sheets” required as part of the Phase 1 qualifications submission package? This is uncommon with respect to other federal qualification submissions. In addition, this places an additional burden on offerors to compile pricing rates for a team that may not get selected in Phase 1.

A21: Response Criteria #4 Pricing/Wage Breakout sheets have been removed from Phase I.

Q22: Is it acceptable to modify the SF330 visually (color and spacing only, no content modification)?

A22: It is not acceptable. Please use the SF330 as it is attached and is also found on GSA Forms

Library.

Q23: Page 6 under criteria 1 specifies 5 projects performed within the last 5 years and also states: Submit a maximum three (3) page narrative for each project, including any photographs and drawings as applicable, for a total of three (3) projects that illustrate specialized experience of projects completed.

Are the three projects different from the 5 projects?

A23: The SF330, and Technical Evaluation Factors/Criteria 1, 2, 3, 4, 5 shall be the same five (5) projects Firms shall submit five (5) projects designed and completed within the last five (5) years. "Designed and completed" means the design work and associated construction work for a submitted project are both to have been completed in the last 5 years. The AE firm will use the same projects listed on the SF330 for all evaluation factors and address the additional information that is relevant to the evaluation criteria.

Q24: Do the following items count toward the 150 page limit? CPARS & PPQs Pricing/Wage Breakout

Sheets? Representations and Certifications? SF330 Part II A24: CPARS & PPQs – No;

Pricing/Wage Breakout Sheets – These sheets have been removed from Phase I and will be asked for in Phase II;

Representations & Certifications – No;

SF330 Part II - Yes

Q25: On page 8 of the Solicitation under Criteria 3, it lists the required resumes. Since the scope of work specifically calls out geo-technical, cost estimating and hazardous- material abatement, do you also want resumes for those?

A25: Please review Criteria 3. Geo-technical, cost estimating, and hazardous-material abatement are only addressed in Criteria 1, but Criteria 3 requests that resumes should also demonstrate experience, not specific personnel that are in a geo-technical, cost estimating, and hazardous-material abatement positions.

Q26: On page 7 of the Pricing/Wage/Overhead Breakout sheet, Acoustic Consultant is listed. The solicitation does not mention any acoustic consultants. Do you want to include them in pricing? Do you want a resume for this person?

A26: The Pricing/Wage/Overhead breakout sheet was removed from Phase I. Please review the Technical Evaluation Factor 3 Criteria for submission requirements.

Q27: Should the CPARS & PPQ form follow each project in Section F or be grouped together in another section? If in another section, which section?

A27: CPARS and PPQ forms should be submitted on the SF330 under Section H, Technical

Evaluation Factor/Criteria 2 – Past Performance.

Q28: Can personnel “dual hat”?

A28: No

Q29: Page 7 states: The Past Performance Questionnaire to be submitted for this factor is provided as an

Attachment to this Notice. Where do we find that attachment?

A29: The Past Performance Questionnaire has been provided in Solicitation Amendment 0001.

Q30: Are consultants to submit all parts of the SF330 or just Part II? (Would they also need to submit their resume for Section E and be included on the Section G matrix?)

A30: All parts of the SF330 are required to be completed. Section E and Section G are both required.

Q31: This will be a rather large submission to email, so it would have to be sent via a sharefile link—from past experience GSA employees have not been able to access this or download files such as this submission. Can you confirm the best way to handle submitting?

A31: Offers are allowed to submit .zip files for large submissions.

Q32: Under criteria 1 on page 6 for the 5 relevant projects— it states the relevant projects are defined as

A/E services for construction projects between $150,000 and $5,000,000…is this fee total or construction cost?

A32: Total Construction Cost

Q33: From what we understand this submission includes the SF 330 forms and a full proposal that addresses each of the criteria as a separate section correct?

A33: The Technical Evaluation Factors/Criteria should be listed under Section H of the SF330

Q34: Are we submitting 14 projects total? 9 within the SF300 and 5 within the Criteria based proposal? Do the 5 have to be completely different from the 9 in the SF 330?

A34: The SF330, and Technical Evaluation Factors/Criteria 1, 2, 3, 4, 5 shall be the same five (5) projects Firms shall submit five (5) projects designed and completed within the last five (5) years. "Designed and completed" means the design work and associated construction work for a submitted project are both to have been completed in the last 5 years. The AE firm will

Q35: Interviews are to begin immediately the day after the short-list notification?

A35: Yes. All Interviews will be conducted via teleconference and held on December 13-14, 2018.

Q36: Do the maximum of 5 projects in criteria 1/criteria 2 need to be the same (of the max 9) projects in section F of the SF330?

A36: The SF330, and Technical Evaluation Factors/Criteria 1, 2, 3, 4, 5 shall be the same five (5) projects Firms shall submit five (5) projects designed and completed within the last five (5) years. "Designed and completed" means the design work and associated construction work for a submitted project are both to have been completed in the last 5 years. The AE firm will

Q37: For clarification, are you allowing up to three (3) pages per project in section F of the SF330?

A37: Section F: Firms shall submit five (5) projects designed and completed within the last five (5) years.

Q38: Both criteria 1 & criteria 2 require no more/no less than five (5) projects – then it says to submit a maximum of a three (3) page narrative for each project for a total of three (3) projects. Can we have a three (3) page narrative on all five (5) projects or only on three (3) featured ones?

A38: All five (5) projects.

Q39: Please clarify that the CPARS evaluation or questionnaire is required for the five (5) projects in criteria 1/2 only (not for the projects in section F of the SF330) A39: All five (5) projects.

Q40: Is a planning/design firm with the NAICS code of 541320 eligible to be prime consultant on this

IDIQ?

A40: Only NAICS code 541310 and 541330 are the approved NAICS codes for this Solicitation

Q41: SF330- fill in as appropriate – separately from the 6 criteria.

A41: SF330 Parts I and II will be completely filled out. Section H on SF330 will contain Technical

Evaluation Factors/Criteria 1, 2, 3, 4, 5, & 6.

Q42: In the sf330, only submit 9 projects instead of the 10 that are allowed.

A42: The SF330, and Technical Evaluation Factors/Criteria 1, 2, 3, 4, 5 shall be the same five (5) projects Firms shall submit five (5) projects designed and completed within the last five (5) years. "Designed and completed" means the design work and associated construction work for a submitted project are both to have been completed in the last 5 years. The AE firm will

Q43: Criteria 1 and 2 are the same 5 projects. No more than 3 pages each plus CPARS or recommendation letter. Or is it 3 pages for criteria 1 and 3 for criteria 2? Page 6 of the solicitation, paragraph 3, references 3 projects. Is that a typo or am I just all confused?

A43: The SF330 instructions were corrected. The SF330, and Technical Evaluation Factors/Criteria 1, 2, 3, 4, 5 shall be the same five (5) projects Firms shall submit five (5) projects designed and completed within the last five (5) years. "Designed and completed" means the design work and associated construction work for a submitted project are both to have been completed in the last 5 years. Each firm shall review the page submissions on both the SF330 and complete the submission pages based on the SF330, Technical Evaluation Factors/Criteria 1, 2, 3, 4, 5, and 6 to ensure pages are not over maximum for each factor/criteria.

Q44: SAM registrations- is one for the parent company sufficient or should each location have individual registration? DUNS number?

A44: Prime A/E Firm only

Q45: What is your preferred % increase for the option years? Our first IDIQ had a limit stated in the rfp.

I didn’t see one listed in the rfp nor the FAR regulations other than not to exceed 50% increase.

While we’d love to raise prices by 50% each year, I know that isn’t realistic.

A45: Response Criteria #4 Pricing/Wage Breakout sheets have been removed from Phase I.

Q46: XXX,XXX (Name has been Omitted) is a consulting engineering firm focusing on Building

Commissioning, Facility Condition Assessments, Building Energy Audits, LEED Consulting and Test and Balance. We would like to submit our qualifications based on the requirements in the Solicitation requesting Building Commissioning, Site-surveys/investigations (facility condition assessments) and construction inspection services. By providing these services we believe that we satisfy the requirement to perform as an Independent Building Commissioning Provider with extensive experience with LEED requirements. We also believe that our extensive experience with federal buildings, historic buildings, the GAS PBS P-100, and projects involving occupied spaces within Region 4 over the past 4 years would be an asset to the GSA mission. Will our submission be viewed as “responsive” and “meeting the intent of the solicitation” based on the primary services listed above (which we are subject matter experts in)?

A46: No. To be determined responsive, you must submit a technical packet by the offers due date/time, to the appropriate personnel, and the packet criteria that is outlined on page 2 and 3 of the Solicitation under the header SELECTION PROCESS:

Q47: Are you willing to accept a structural engineer as the lead?

A47: No

Q48: The 7 November 2018 solicitation appears to contain the original pre-solicitation synopsis and the current solicitation. The 7 November 2018 Synopsis (Added: Oct 19, 2018) conflicts with the 7 November 2018 solicitation section. Please confirm the 7 November 2018 Synopsis (Added: Oct 19, 2018) is superseded and not applicable.

A48: The November 7, 2018 Solicitation replaced the Synopsis on October 19, 2018. The Solicitation Amendment 0001 dated November 23, 2018 will replace the Solicitation information released on November 7, 2018

Q49: There are conflicts within the solicitation. We request the solicitation be revised and coordinated to include putting Section E requirements on page 4 within Criteria 3 Professional Qualifications and Section F requirements on page 4 within Criteria 1 Specialized Experience. As an example, the maximum number of projects permitted in Criteria 1 is listed as 9, 5, 3 and 5.

A49: The Solicitation Amendment 0001 that is posted on November 23, 2018 will replace all previous versions.

Q50: Criteria 2 Past Performance partially repeats Criteria 1 Specialized Experience. We recommend removing the duplication and refer to the requirements of Criteria 1.

A50: The Solicitation Amendment 0001 that is posted on November 23, 2018 will replace all previous versions.

Q51: Does Region 4 have LPOE? Is design of LPOE applicable to Region 4?

A51: Yes. Region 4 does have Land Port of Entries and design is applicable to Region 4

Q52: Criteria 1 Specialized Experience identifies “Relevant projects are defined as A/E services for construction projects between $150,000 and $5,000,000.” We recommend GSA retain this criteria in Criteria 3 Professional Qualifications versus the $1,000,000 indicated. Many construction projects within GSA buildings are less than $1,000,000.

A52: The Solicitation Amendment 0001 that is posted on November 23, 2018 will replace all previous versions.

Q53: Does GSA have small business architects and engineers design new construction outside of the

Design Excellence Program?

A53: Yes

Q54: Should the solicitation mention new construction or focus on renovations, repairs and alterations of facilities?

A54: The resulting procurements may have opportunities for new construction and renovations, repairs, and alterations of facilities

Q55: Where are CPARS and past performance questionnaires to be located?

A55: The Past Performance Questionnaire is attached to Solicitation Amendment 0001. CPARS will be pulled by each individual firm that the CPARS project is assigned to, if there is one.

Q56: We request a minimum of three weeks, excluding holidays, to respond after any future amendment is issued.

A56: GSA will take it into consideration, but has a tight timeline to maintain of contract in January

2019.

Q57: This procurement is total small business set aside – does that mean our subs also have to be a total small business? We are a small business. This procurement will be set aside for small business as the primary. The primary contractor can subcontract to large or small businesses as the primary itself will be a small business.

A57: The Prime A&E firm must qualify for the Total Small Business Set-Aside SBA standards.

The subs can be any size standard the prime decides.

Q58: Do you anticipate any MEP/FP task orders in the near future related to this IDIQ?

A58: GSA cannot anticipate any upcoming task orders and can only obligate the minimum guarantee of $1,500.00 for the base year.

Q59: Please clarify what MEP/FP stands for MEP/FP – Mechanical Electrical Plumbing / Fire Protection engineering tasks orders A59: Correct

Q60: Can you tell us about a few projects that the GSA intends to procure under this IDIQ?

A60: GSA cannot anticipate any upcoming task orders and can only obligate the minimum guarantee of $1,500.00 for the base year. We will issue task orders for architectural and engineering services. The scope of work will be issued with the solicitation, which covers the range of services that we may utilize.

Q61: The projects required to be relevant per solicitation are 5 “within the last five (5) years” in page 6, but

9 projects maximum within the last 10 years “designed and Completed” required for Section F on page 4. Can you clarify what is required for Section F?

A61: The SF330 instructions were corrected.

Q62: We can provide Commissioning in house, under a separate group from our design side. Will we be able to provide commissioning services under this contract or do we need to have a third-party commissioning firm on board?

A62: This procurement includes commissioning per section 3.1 of the Statement of Work

Q63: In the items to be included in each submission, are we to understand that The Standard SF330 Form is a completely separate document from the Technical Evaluation Factors document responses?

A63: The SF330 in its entirety. Section H of the SF330 shall contain the Technical Evaluation

Factors/Criteria 1, 2, 3, 4, 5, and 6.

Q64: Regarding the SF330 Form, the projects in Section F are to be completed within the past 10 years and it must be noted for which Evaluation Criteria it is being submitted; yet the Evaluation Criteria projects must be with the past 5 years. To add to this, a total of nine (9) projects are to be identified under Section F; therefore, four (4) of the nine (9) can be within the past 10 years and only the other five (5) projects (to be identified as an Evaluation Criteria Factor document) be within the past five

(5) years. Is this correct?

A64: The SF330 instructions were corrected. Each firm shall review the page submissions on both the SF330 and complete the submission pages based on the SF330, Technical

Q65: Under the SF330 Instructions Section F, it references Evaluation Factor 3 – Past Performance;

should that read Evaluation Factor 2 – Past Performance?

A65: The SF330 instructions were corrected. The SF330, and Technical Evaluation

Factors/Criteria 1, 2, 3, 4, 5 shall be the same five (5) projects Firms shall submit five (5) projects designed and completed within the last five (5) years. "Designed and completed" means the design work and associated construction work for a submitted project are both to have been completed in the last 5 years. Each firm shall review the page submissions on both the SF330 and complete the submission pages based on the SF330, Technical

Q66: Under Phase 1 Evaluation Criteria, are we to understand that the projects used for Criteria 1 –

Specialized Experience are to be the same as Criteria 2 – Past Performance? “A/E firms MUST submit five (5) projects that are the same projects submitted in criteria 1, total for this factor, no more and no less.” Under Phase 1 Evaluation Criteria the second to the last paragraph references “a total of three (3) projects that illustrate specialized experience”…should that read a “total of five (5) projects” ? Solicitation Supplemental Instructions for "F"- All prospects should be completed within the last (10) years meaning design work and construction work. "The maximum number of projects that may be identified under Section F are (9)". PDF Page 6- Criteria 1- Specialized Experience submission requirements states "The firm shall submit no more than five (5) relevant projects performed within the last five (5) years." "A/E firms MUST submit five (5) projects total for this factor, no more and no less." Question- Is it 5 years or 10 years? Question- Is it (5) projects or (9) projects as 330 form Section G has space for up to 10 Example projects?

A66: The SF330, and Technical Evaluation Factors/Criteria 1, 2, 3, 4, 5 shall be the same five (5) projects Firms shall submit five (5) projects designed and completed within the last five (5) years.

Q67: We cannot locate the Past Performance Questionnaire. Can you please provide the questionnaire?

A67: The Past Performance Questionnaire has been provided in Solicitation Amendment 0001.

Q68: Are we required to use the provided PDF version of the SF 330 or may we use MS Word versions that are identical in format?

A68: Electronic Submissions to the Acquisition points of contact shall be in .PDF format

Q69: Reference solicitation pages 4 & 6. In the first instance, we are told that for recency, the Section

F/Criterion 1 timeframe is the past 5 years. In the second instance, the timeframe is 10 years. Can you clarify which timeframe is correct?

A69: The SF330, and Technical Evaluation Factors/Criteria 1, 2, 3, 4, 5 shall be the same five (5) projects Firms shall submit five (5) projects designed and completed within the last five (5) years. "Designed and completed" means the design work and associated construction work for a submitted project are both to have been completed in the last 5 years.

Q70: Question regarding Section H. The synopsis states “Certification is required by the prime A&E frim that they have an active main office and/or branch office located within the applicable geographic area they wish to be considered”. Zones C, D, E and F include multiple states.
