About this file
This is a Questions and Answers (Q&A) document for federal contract solicitation 47PD5526R0010 issued by the IRS on January 21, 2026, addressing inquiries regarding compressor replacement for a cafe freezer unit.
The solicitation concerns replacement of a mechanically failed compressor in a Nor-Lake freezer (Serial number MP032621A) with an existing 208–230V single-phase electrical circuit. Key clarifications provided include: no plans or drawings are available; no electrical modifications beyond disconnect/reconnect are required; standard refrigerant recovery and recharge are anticipated with no extraordinary replacement needed; any leaks identified during pressure testing following compressor replacement require contract modification rather than inclusion in base scope; the refrigerant charge amount was not provided; and the mechanical failure was diagnosed by a technician. Contractors may include repair of oil residue observed on the suction accumulator as an add-alternate line item. Unforeseen circumstances beyond the base scope, such as substantial refrigerant leaks, are to be addressed through contract modification negotiations. The document includes supporting photographs of equipment labels, condensing units, and compressor components.

Solicitation: 47PD5526R0010 Project Title: IRS Cafe Freezer Compressor Date: Jan. 21, 2026
1. Can you send the plans or drawings for this project?
Answer: There are no plans or drawings
2. Can you confirm that no electrical modifications beyond disconnect/reconnect of the existing 208–230V single-phase circuit are required as part of this scope?
Answer: No modifications are included in the scope of work
3. If leaks are identified during pressure testing following compressor replacement, can you confirm whether repair of such leaks is included in the base scope or subject to a contract modification?
Answer: It would then need a modification
4. Can you confirm whether the system refrigerant charge is expected to be standard for this unit and whether any extraordinary refrigerant replacement beyond normal recovery/recharge is anticipated?
Answer: Should be standard, nothing beyond normal is expected
5. Could you kindly clarify who diagnosed the compressor as being faulty?
Answer: This was assessed by a technician
6. What was identified as the root cause of the compressor failure – was it mechanical or electrical in nature?
Answer: Mechanical failure
7. I observed a considerable amount of oil residue on the suction accumulator, which suggests a potential refrigerant leak. Would it be advisable to include this as an "add-alternate" in my estimate?
Answer: Yes, you may include it as an add alternate
8. If the refrigerant leak is substantial, it is possible that the compressor itself may not be the issue, and the system could have shut down due to a low-pressure safety mechanism. In this case, what would be the next steps to address this scenario?
Answer: Refer to question 5 & 6 - Compressor / mechanical failure was determined by a technician. Unforeseen circumstances are typically handled through negotiating a modification to the contract.
9. Requesting the unit information, including the model number, serial number, and the amount of refrigerant (freon) it requires.
Answer: The freezer is a Nor-Lake Serial number MP032621A. The amount of refrigerant required was not provided.
