About this file

This is an Amendment of Solicitation (Standard Form 30) for RFP 47PD5326R0041, a USMS Ballistic Window Installation project at the William Guy Federal Building in Bismarck, North Dakota. The amendment was issued by the PBS Office of Acquisition Management/Acquisition Project Delivery Contracting Division on July 1, 2026, with an effective date of July 1, 2026. The requisition number is EQPMBA-26-0298. The amendment includes three primary components: a site visit sign-in sheet documenting attendees from various firms (NorthWind Glass, CVH Glass, CVH Glass, and MVC LLC) who visited the facility on June 25, 2026; contractor questions and government responses addressing technical specifications for ballistic window installation; and design detail drawings. The contracting officer is Chanel Bennett. All other terms and conditions of the original solicitation remain unchanged.

The contractor questions and government responses clarify key requirements including: submission of existing shop drawings to the contracting officer; structural analysis of wall capacity for heavier ballistic glazing; exterior appearance matching to existing clear glazing with consideration of green-tinted Level 4 ballistic glass; compliance with UL 752 and USMS Publication 64 Requirements and Specifications as the government's design standards; frame thickness specifications for Level 4 glass (1-1/4" and 1-13/16" for IGU); specifications for additional glass features such as low-E coating, tinting, mirrored panes, and argon fill per USMS Publication 64; and confirmation that glass can be removed from the exterior. The amendment notes that shop drawings will be sent to the contracting officer for dispersal. Offerors must acknowledge receipt of this amendment prior to the deadline specified in the solicitation or face rejection of their offer.

RFP 47PD5326R0041 EQPMBA-26-0298 ND0037ZZ USMS Ballistic Window Installation Bismarck 3408285

Does the owner have shop drawings or building drawings for the exterior wall and existing window system? These was submitted to the CO the day of the site visit.

Ballistic windows are significantly heavier than regular glazed windows. Need to know what’s in the wall to support the new heavier glazing. See Design Detail

Exterior appearance, are there any restrictions on tinting, opacity, or general appearance of the windows to match existing clear glazing or any historic significance to the existing building. We would ask that the new windows are to match the tint to the existing windows.

Level 4 and higher ballistic glass typically has a “Green” tint -will this be acceptable?

This could be acceptable as long as the exterior tint is similar to existing. Ultimately I would need to see a submittal on this.

Besides UL 752 are there any other Federal security requirements or USMS requirements related to these windows or the security desired by changing the glazing to ballistic rated. Please refer to the USMS Publication 64 Requirements and Specifications, this is the government’s design standards for this project

What thickness can the existing frames take? See Design Details Keep in mind level 4 glass is 1-1/4" and 1-13/16" for a Level 4 IGU.

Is there anything else added to the glass? Please refer to the USMS Publication 64 Requirements and Specifications ie: low E, tint, mirrored pane, argon, etc...

Can the glass be taken out from the exterior? Yes What side is the stop on?

Could you please confirm whether those shop drawings are available and wif they will be uploaded? A
