STANDARD FORM 30 (REV. 11/2016) BACK
(1) Accounting classification Net increase $
Solicitation Number: 47PD0319R0011
Amendment: 0005
1. The price offer form is revised with a correction to the below:
- The formula in cell “O43” on the “Contractor Bid Form” sheet was corrected.
- The price in the “Field Office Line Items” sheet in row 509 was corrected from $4,069.00/ft.
to $4.69/ft.
2. The section II. B. Contract Price Form of the Agreement (File 10.11 SBSA GC Agreement aug19 r1 508 WVVA 5-12-2020) is be amended to include the following:
“The field office line items are provided by the government for typical work that will be performed in the facilities. If there are other items not captured by this menu of services the government will refer to the RS Means book.
If the government’s line items do not cover something in RS Means, the government shall use RS
Means for those.
The field office line items are not based on RS Means. The field office line items are typical items needed to maintain our facilities. Any items not covered in this list will be supplemented by the RS means book. Contractors shall use the field office line items and propose coefficients to submit a total evaluated price. The government shall use these items to evaluate offerors.
Field office line items are a menu of commonly requested/recurring, pre-priced and scoped, construction and general building services. The government may utilize the Field Office Line
Items and/or RS Cost Means Book to award task orders that are simpler in size and scope and valued under Simplified Acquisition Threshold.
It is the Government’s intent to use Coefficients on the Bid sheet for task orders valued below
$250,000.00. For Orders above $250,000.00 the proposed markups and labor rates will be utilized.”
3. As stated in the solicitation the intent of this contract is to compete RFP's for each project among the awardees, and in situations where adequate price competition is available, the
Government will generally not request a price breakdown. Rather, GSA envisions that most project proposals will be submitted on a lump sum basis and the offerors shall include all markups related to that project and all proposed preparation costs within that lump sum price.
While some circumstances may arise in which a price breakdown is required for a specific RFP, it is the Government's intent to use the not-to exceed mark-up rates requested only in situations where GSA and the offeror/awardee are negotiating a price in a sole source environment.
