Number # RFP Section Questions Answers

If a Small Business contractor meets the evaluation factors and recommendations by the Source Selection Evaluation Board to perform the referenced Services as part of the IDIQ Contract; does the contractor have to bid every Task Order?

No. If awarded a contract, firms are not required to submit a proposal in response to every Request For Proposal. However, failure to submit a proposal in response to any

(at least 1) Request For Proposal issued during the initial year/base period in accordance with the terms and conditions of this contract, will result in the contractor's forfeiture of this guaranteed minimum amount.

Will the Small Business contractor be kicked/bumped out of the program if you do not bid every Task Order in the local West Virginia/Virginia counties?

Page 6 of the RFP states: If the team is proposing as a joint venture, the team will be required to discuss if the joint venture has experience working together in the past. If a team is proposing as a joint venture, the team will be required to provide a copy of the joint venture agreement.

On GSA past solicitations, GSA accepted teaming agreements between SDVOSB and a Small Business. Can we submit as a Team not as a Joint Venture?

Yes. GSA will accept teaming agreements between SDVOSB and a Small Business.

The Government will recognize the integrity and validity of contractor team arrangements; provided, the arrangements are identified and company relationships are fully disclosed in an offer. As stated in Federal Acquisition Regulation (FAR) 9.601:

Contractor team arrangement, as used in this subpart, means an arrangement in which-

(1) Two or more companies form a partnership or joint venture to act as a potential prime contractor; or

(2) A potential prime contractor agrees with one or more other companies to have them act as its subcontractors under a specified Government contract or acquisition program.

FAR Part 19.1403 titled Status as a service-disabled veteran-owned small business concern states the following and is provided for your reference:

(a) Status as a service-disabled veteran-owned small business concern is determined in accordance with 13 CFR Parts 125.8 through 125.13; also see 19.307.

(b) At the time that a service-disabled veteran-owned small business concern submits its offer, it must represent to the contracting officer that it is a—

(1) Service-disabled veteran-owned small business concern; and

(2) Small business concern under the North American Industry Classification

System (NAICS) code assigned to the procurement.

(c) A joint venture may be considered a service-disabled veteran owned small business concern if—

(1) At least one member of the joint venture is a service-disabled veteran-owned small business concern, and makes the representations in paragraph (b) of this section;

(2) Each other concern is small under the size standard corresponding to the

NAICS code assigned to the procurement;

(3) The joint venture meets the requirements in 13 CFR 121.103(h); and

(4) The joint venture meets the requirements of 13 CFR125.15(b).

(d) Any service-disabled veteran-owned small business concern (nonmanufacturer) is required to meet the requirements in 19.1407(c) to receive a benefit under this program.

Per the RFP, the Technical Volume is limited to 11 pages excluding PPQs. Based on the amount of content required in the technical narrative and supporting information, would the GSA consider increasing the page limit to 20 pages? This would permit ample room to complete the required 4 project descriptions on Attachment 1 template, provide 3 resumes, and a narrative of technical and management approach.

The maximum page limit for the technical proposal submission is changed from 11 pages to 8 pages. Only the following items will be included in the page count: the management plan (including resumes) and Introduction Letters / Introduction

Statements. Attachment #1 10.4 Attachment 1 Prior Experience on Relevant Projects-

Offeror Worksheet should be used to submit Prior Experience and will be excluded from the page count. NOTE: Attachment 1_Prior Experience on Relevant Projects-

Offeror Worksheet, Title pages/Tab pages, Index Pages, attachment 2 the PBS Past

Performance Questionnaire (PPQ), performance recognition documents such as awards, Customer letters of commendation and any other performance recognition are excluded from the page limitation. All other pages (including cover page) are included in the page limitation. All pages in the technical proposal must be 8.5 inches by 11 inches. Pages that differ from these page dimensions will not be evaluated.

We would like to confirm whether or not the Corporate Experience forms count towards the 11 total pages allowed for the technical proposal. Since the form provided by GSA is 2 pages, we want to ensure we are being mindful of the remaining pages we have left to dedicate to our management plan and resumes. Refer to answer for Question 4.

Per the RFP Section L, Factor 2 requires bidders to submit PBS PPQs for completion.

Further in the instructions there is verbiage regarding CPARS. Would the GSA consider permitting bidders to submit recently completed CPARS in lieu of PPQs?

No, GSA would not consider permitting bidders to submit recently completed

Contractor Performance Assessment Reporting System (CPARS) in lieu of Past

Performance Questionnaires (PPQ). While the Government may elect to consider data from a variety of sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

Would projects completed in the Hampton Roads area of Virginia be acceptable for past performance?

Yes. There is no requirement that past experience or performance must be completed in a delineated area. Paragraph IID (a) of document 10.3 Solicitation outlines the characteristics of a relevant project under the factor of prior experience on relevant projects.

Would projects completed for the GSA in other regions be acceptable for past performance?

Yes. There is no requirement that past experience or performance must be completed in a delineated area.

On page 8 in the Technical Proposal requirements it states the Technical can only be

11 pages. Are these to be 11 single-sided pages or 11 double-sided pages?

The maximum page limit for the technical proposal submission is changed from 11 pages to 8 pages. The pages should be single-sided pages.

On page 13 the solicitation states: “Offerors may resubmit questionnaires previously submitted with other proposals or may obtain an updated PPQ from a client for any submission. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs.” Can you clarify what you mean by this? Are we allowed to use previously completed PPQs? (This would be ideal as we are having difficulty receiving updated PPQs from past CORs we have worked with due to COVID-

19 shutdowns).

The Offeror must submit a Public Building Services (PBS) Past Performance

Questionnaire (PPQ) (included in the Solicitation as Attachment 2 completed by the applicable client, for each project included in its proposal for Factor 1: Prior Experience on Relevant Contracts. Yes, Offerors may resubmit questionnaires previously submitted with other proposals or may obtain an updated/new PPQ from a client for any submission. However, the previously submitted or updated/new PPQ should be for a project included in its proposal for Factor 1: Prior Experience on Relevant Contracts.

We are planning to team with a design consultant for this IDIQ. How/where are we supposed to display the design partner’s expertise and experience as the solicitation only seems to be asking for the experience of the Prime Contractor?

If a companyhas teamed with the design consultant before, they can then determine whether to highlight projects in the Prior Experience / Past Performance sections. A firm may also evaluate whether that teaming arrangement can be appropriately incorporated into their Management Plan while meeting the parameters we've requested for that section.

The Prior Experience form includes a space for a signature at the bottom of the form.

Does the government want offerors to sign each page and, if so, would it consider, to simplify submission requirements, allowing the FAR-compliant signature page at the beginning of the proposal to satisfy as a signature?

The signature on each page of the footer has been removed by issuance of amendment 0002 and the following has been added to the first page of attachment 1:

“Company Name of offeror:” Contractors submitting an offer should identify their name on the first page at “Company Name of offeror:”
