Solicitation Number: 47PD0319R0011 Amendment: 0003
A. This amendment attempts to answer all questions submitted to GSA in response to the posted solicitation.
Question 1:
1. “The rates offered for Supervision Labor Categories by the contractor may be negotiated during the source selection process. If awarded a contract under this solicitation, the negotiated rates will be accepted by the government as NOT TO EXCEED RATES to be used in pricing future projects/modifications for the contract."
And further states:
“Rather, GSA envisions that most project proposals will be submitted on a lump sum basis and the offerors shall include all markups related to that project and all proposed preparation costs within that lump sum price."
What is the intent for the remaining unit prices and modifiers, given that the work orders are intended to be Lump Sum and apparently only the Supervision prices will be used for pricing in negotiated projects/modifications? Is it simply for bid evaluation or is there a use for these rates/modifiers intended?
Answer 1:
Refer to amendment 0002 standard form 30, page 10 answer to question 13: “The Excel Bid Offer Form tab/sheet named ‘Field Office Line Items is a menu of commonly requested/recurring, pre-priced and scoped, construction and general building services. The government may utilize the Field Office Line
Items and/or RS Cost Means Book to award task orders that are simpler in size and scope and valued under Simplified Acquisition Threshold.”
In addition, the following is stated in II.B. Contract Price Form of the document titled 10.11 SBSA GC
Agreement aug19 r1 508 WVVA 5-12-2020:
“For the GSA Field Office Line items Menu of Services pricing for this contract will be based upon the
2019 Facilities Construction Cost with RSMeans Data Book (“RS Means Book”).The RS Means Book will be used for the duration of this Contract. The version of RS Means Book that is current on the date of contract award shall be utilized until each option period is exercised. Thereafter, the calendar year edition/version of the RS Means Book that is current on the date that each option is exercised shall be utilized. This book may be purchasedathttps://www.rsmeans.com/products/books.aspx.
The “Total Incl O&P” Cost from the RS Means Book, when multiplied by the Offeror’s proposed Bid
Factor, will establish Task Order pricing. The “Total Incl O&P” Cost of a unit of work will be determined by the RS Means column entitled “Total Incl O&P,” NOT the column entitled “Bare Cost”.
Coefficients on the Bid sheet may only be used for task orders valued below the $250,000.00. For
Orders above the $250,000.00 the proposed markups and labor rates will be utilized.
NOTES:
1. Division 1 – General Requirements section from the RS Means Book will NOT be allowed when pricing task orders under the contract. Any consideration for Division 1 –
General Requirements must be included in the offerors bid factor.
2. Assemblies Section from the RS Means Book will NOT be allowed when pricing task orders under the contract
3. The Bid Factors are proposed as a percentage (in decimal format) increase or decrease to the RS Means Book. The offeror shall limit the Bid Factors to three (3) decimal places.
4. The offeror shall propose one (1) Bid Factor per location (see bid sheet) for the potential total five-year Indefinite Delivery Indefinite Quantity (IDIQ) Contract.
5. The offeror’s Bid Factors must be ALL INCLUSIVE and shall include, but is not limited to, the following costs:
1. Labor (Both during Normal Work Hours and Outside of Normal Work Hours)
2. Materials
3. Equipment
4. Subcontractor costs
5. Subcontractor mark-ups
6. General / Prime Contractor Overhead
7. General / Prime Contractor Profit and risk
8. Bond premiums
9. Social security contributions
10. General insurances
11. Workman’s compensations insurance
12. State unemployment insurance
13. Federal unemployment insurance
14. Mobilization and demobilization costs
15. Site cleanup
16. Supervision
17. Quality control
18. Transportation of contractor’s personnel to, from, and within the job site
19. Shipping of all materials to the jobsite
20. Lodging and per-diem
21. Adjustment factors to account for small jobs
22. Incidental tools and equipment
23. Submittals
24. Job Order preparation costs
25. All contingencies
26. All Division 1 - General Requirements
27. All requirements of the Contract
NOTE: Liquidated damages and Wage Determinations will not be included in the contractor’s bid factor as they will be calculated and priced out separately at the ordering level.
Question 2:
Does the Disclosure of Lobbying Activities Form have to be filled out if we do not have lobbying activities? Please clarify
Answer 2: Offerors only need to return an executed Standard Form LLL and continuation sheet of SF LLL if they have something to disclose; otherwise, firms do not need to return SF LLL and the SF LLL continuation sheet.
Question 3:
3. In the Pricing Offer Form, please confirm that the numbers entered in the first tab named "Contractor
Bid Sheet" in Cells C2, C3, C4, C6 and B43 are to remain "as is", as entered in the original Excel file provided by the Owner (specifically, the version of this file provided with Amendment 0002). In other words, only the cells highlighted yellow are to be entered by the Contractor on the Pricing Offer Form.
Answer 3:
Yes the values in cells C2, C3, C4, C6 and B43 are to remain "as is", as entered in the original Excel file provided by the government (specifically, the version of this file provided with Amendment 0002). The cells highlighted yellow are to be entered by the Contractor on the Pricing Offer Form. Contractors should follow the instructions tab of the Excel file.
Question 4:
4. In the Pricing Offer Form, in the tab named "Field Office Line Items", are we to keep the prices originally shown in the column titled "Base" (Column 'E'), or are we to update/change any of the Base
Prices if we feel it is necessary?
Answer 4:
In the Pricing Offer Form, in the tab named "Field Office Line Items", offers should not change the prices originally shown in the column titled "Base" (Column 'E').
The submission deadline for the solicitation is July 29, 2020, by or no later than 2:00pm EST.
In all other respects, the solicitation remains unchanged. Intended changes to the solicitation are highlighted in this amendment.
