For Solicitation 47PD0225R0026 , is there any site visit scheduled for the seed project. If yes, please provide us with the date and time.
There is no site-visit. The "seed project" is actually a ficticious project designed to create an apples-to-apples price comparison for review.
Referring to Solicitation 47PD0225R0026, we were unable to locate the scope of work for the seed project in the solicitation. Could you kindly provide us with the detailed scope of work for the seed project?
There is no scope of work for the ficticious project provided in the RFP. Please see bid sheet for required quantities.
Confirm that part (b) 1 of GAAR 52.216-19 is to read “Any order for a single item in excess of $10,000,000.00
Yes, contractors are not obligated to honor any order for a single item in excess of $10,000,000.00. As stated in the RFP "The anticipated ordering limits are between $50,000.00 and $3,000,000.00, however, projects valued above $3,000,000.00 may be approved on a case-by-case basis by the IDIQ Contracting Officer, and projects valued below $50,000.00 may also utilize this vehicle. The typical task order is expected to be between $50,000.00 and $3,000,000.00." (See The Agreement, document C101, page 3).
FAR 52.217-8 on page 14 of 55 of the Agreement discusses labor rates. What are the labor rates that Offerors are to use in preparing price proposals for the Base Bid, Option 1, Option 2, Option 3 and Option 4 respectively?
Contractors should use the most current Davis Bacon Philadelphia wage rate for the base year, and all subsequent option years on the bid form, with escalations included for option years.
Please note that the sample project should also use the wage determination PA20250003, Mod 3, dated March 21, 2025.
Confirm that partition to be removed in Item 1 may or may not have drywall on both sides of the metal framing.
It would be rare to have drywall on only one side of a partition.

Page 11 of the Solicitation lists "Dollar Value for Submitted Projects (Factor 1):
Construction projects in occupied buildings (value between $50,000 and $3 million):
i. One (1) submitted project shall be between $50,000 - $250,000.
ii. Two (2) submitted projects shall be between $500,000 - $3,000,000."
Please confirm that this shall be 1 project between $50,000-$250,000 and 2 projects between $250,000 and $3,000,000.
No, the solicitation was not a typo. The RFP requires one (1) project submitted between the values of $50,000.00 and $250,000.00, and two (2) projects submitted between the values of $500,000.00 and $3,000,000.00.
8 Can you provide me wit ha copy of the slide deck you presented , iI am not sure if I was included on the mailing list
There was no slide deck prepared for the Pre Proposal Conference. However, a copy of the Pre Proposal Conference Minutes (which includes the Agenda) will be provided in Amendment 0001 with the first round of RFI responses, for reference.
9 What prevailing wages should we use for pricing the sample project base bid and option.
The wage rate that should be utilized for the Sample Project (page 2 of the Bid Sheet) is Wage Determination PA20250003, Mod 3, dated March 21, 2025 (State: Pennsylvania, County:
Philadelphia). Assume Base for the bid year.
10 If GSA decides to select only four contractors, does that mean those without a socioeconomic designation won't have a chance at all?
No. If GSA were to only select 4 firms for award, and one or more of the socio-economic reserve catagories did not have a satisfactory firm to fill them, then those particular reserve categories would not be used, and a Small Business without a socio-economic designation could still recieve an award.
In reference to Attachment 2, PBS Past Performance Questionnaire, Section 3 contractor to mention How is the project relevant to the project submission?
Kindly advise how to relate the solicitation to the past performance project as the solicitation do not have any sample project.
The Scope of Work (SOW) provides a list of project types generall handled by this IDIQ. Furthermore, the RFP lists what types of projects each of the three (3) submissions for Prior Experience must choose from. A PPQ must be submitted for each project presented in Prior Experience in order to satisfy the Past Performance factor. Please see RFP Solicitation Document (C201) pages 11 through 12 for a list of required project types for each submitted project.

There is no online application for this IDIQ. Please review the submission requirements found in the RFP and provide your completed proposal package via email to Jennifer.

15 Are set-asides being considered for the final solicitation?
This solicitation is a Total Small Business Set aside. There are also four (4) reserves being considered, including: one (1) 8(a) concern; one (1) WOSB concern; one (1) SDVOSB concern;
and one (1) HUBZone concern.
16 Will the government require bonding capacity, and if so, at what level See Techincal Factor 6.
17 Can small construction firms partner under a single award or task orders
We are only looking for proposals from Prime Contractors, however, Joint Ventures may apply. For Joint Ventures, see the Solicitation (document C201) Section II.F. Requirements of Joint Venture Offerors.
PPQ Instructions under Factor 4 are confusing:
f. Offerors may resubmit questionnaires previously submitted with other proposals or may obtain an updated/new PPQ from a client for any submission.
g. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. A physical PPQ is required to be submitted for each project.
Are we allowed to submit older PPQ versions used for previous solicitations? If so, can they be emailed as part of the technical proposal or do you want Factor 4 to simply show "please see attached PPQs" and we send the PPQs as individual pdfs separate from the tech proposal? A "physical PPQ is required" implies that we have to physically mail one to your team, please advise.
You may submit previously completed PPQs, as long as those PPQs are for one of the three (3) required projects in the Prior Experience section. "A physical PPQ is required" refers to the submission of an actual PPQ (via email), and not a reference to a previously completed PPQ for another solicitation (i.e.
"please see PPQ previously submitted for Solicitation Y" without actually submitting the PPQ. The Government will not be chasing down PPQs submitted for other projects, and we do not maintain a database of previous PPQs.).
To clarify: You may use a PPQ completed for a previous solicitation as long as that PPQ is in reference to one of your three (3) required projects in Prior Experience, and you must submit the PPQ via email. You may include PPQs as separate attachments OR as part of the assembled PDF for the Technical submission. If PPQs are included as separate attachments, please indicate so in your proposal. If you are unable to obtain a completed PPQ from a client for a project prior to the solicitation closing date, the Offerer should complete and submit the first page of a PPQ which provides contract and client information for the project - please see Technical Factor 4, point "d" (page 15 of The Solicitation document C201), for Technical Package requirements in this instance.
19 Can teaming projects be used for past performance and prior experience? No, see RFI #17.
Please advise if a showcase project can be in the construction dollar amount gray area of $250,000 to $500,000. See RFI Answer #7.
Please advise if you require a Form 527 for three previous years or just the most recent year available along with three yrs of CPA prepared Financial Statements?
You must provide one (1) GSA Form 527, and three (3) years of financial statements as described in the solicitation (document C201), page 10.

PPQs may be sent directly from the Client Contact to GSA, or they may also be sent from the Bidding Contractor to GSA.
1. ITEM NO :22 and 23 -Please confirm whether it is drywall partition or drywall ceiling, if it is a ceiling how do you expect us to install 5/8” drywall on both sides and 4” cove base? There should be separate items for drywall partition and ceilings to price accordingly. This item is for drywall partition.
25 2. Item no:22-Please confirm the height of the drywall partition (8 ft,10ft ,12 ft…), we need the height of the ceilings (8ft, 10ft…..). We cannot figure out the cove base without knowing the partition length.
Line item 22 shall read: "Furnish and install partition or ceiling 3⅝", 25 gage metal stud 16" O.C., ⅝" drywall on both sides, including tape and spackle finish of drywall with primer or sealer coat of paint and two finish coats of paint. This line item shall also be used to close openings in the wall, where doors, window, etc. are removed. Price shall be determined by the square feet of one side." Cove base shall be priced in a separate line item.
3. Item 21: What is the square footage of each cubicle?
How far is the building storage? Is a freight elevator available for moving the furniture or we have to use the stairs? Item 21 shall be removed and shall not be priced.
27 4. Item 28: Please confirm the vision viewing window size and window frame material is it wood or metal?
Frame is knockdown or welded frame? Wall thickness required
Line Item 28 shall read "Furnish and install vision viewing window in any partition with safety glass tempered, tinted or clear, metal frame, shape to be determined by the Government, including cutting opening into the partition, one coat primer or sealer paint and two finish coats of paint on frame." Assume standard partition thickness; frame may be knockdown or welded; viewing window size will be priced per square foot.
5. Item30: Install Govt furnished door and frame including cutting opening into partition and installing hardware- who is supplying the hardware? Is it an entry door, office door, exit door? door opening size required, Hardware information is required for pricing the line item
Assume for this line item that if the Government is furnishing the door, the Government is also furnishing the hardware. If the Government does not furnish the hardware, that information will be under a separate line item. This line item is for installation of a Government Furnished Office Door - other types of doors (entry/exit) would be priced under a different line item. Assume 3x7' standard door size.
6. Item 30: Including cutting opening into partition- Please confirm is it masonry or drywall partition? The labor for cutting and restoration will vary depending on the type of partition
Assume a drywall partition. Masonry partitions would be priced under a separate line item.
7. Item37: Please confirm the door vision size, we cannot price the vision frame without the opening size.
Is it metal or wood door that is being cut?
Line Item 37 shall read: "Furnish and install door vision into any door with safety glass tempered or fire rated wired, lite tinted or clear glass and wood frame, shape to be determined by the Government. Including cutting opening into the door, one coat primer or sealer paint and two finish coats of paint on frame." Assume door material is wood. Size of door vision varies per task order, should be priced per square foot.
8. We did not find any line item to Furnish Carpet tiles in the RFP as mentioned in bid item #48” Furnishing or purchasing of carpet tile on separate line item”.
Furnish carpet tiles will be a negotiated line item on a case by case basis at the task order level.
9. Item38: Please confirm the size of the air louvers, is it wood or metal frame?
Line Item 38 shall read: "Furnish and install air louver in any door, both sides, metal frame, including cutting opening into the door, one coat primer or sealer paint, and two finish coats of paint on frame. Price shall be determined by square foot of louver." The size of the louvers are determined at the task order level and are priced per square foot. Wood frames shall be priced as a different line item.
10. Item 36: Please confirm the scope of work is exterior or interior caulking, is scaffolding included in the scope of work if it is exterior roof or window opening?
The work is defined in the line item as exteriror. Assume a standard 8 foot ladder is required.
If multiple awards are made to a specific socio economic category, will future task orders still be competed among all contract holders, or would task orders be limited to competition within a specific socio economic category?
Task orders issued under this award could be competed against all contract holders OR may be further set aside for specific socio-economic categories, at the discretion of the task order contracting officer.
35 Will firms awarded contracts be required to use unit pricing submitted for the sample project in future task order proposals?
The sample project pricing (tab 2 of the bid sheet) is to determine an apples-to-apples price comparison between firms. The bid sheet line items (tab 1 of the bid sheet) are the prices to which firms will be held for future task order proposals.
Will GSA allow other agency (USACE, NAVFAC) PPQ forms for projects submitted to demonstrate past experience?
No. Information should be transferred to the GSA Form provided.
Will GSA post the agenda that was presented during the preproposal conference prior to the deadline for submitting RFIs?
The pre-proposal conference agenda provided a high-level overview of the project and was provided for reference in Amendment 0001.
38 Will GSA post the list of preproposal conference attendee list prior to the deadline for submitting RFIs?
The pre-proposal conference list of attendees was provided for reference in Amendment 0001.
Please confirm extent of showcase project to include mechanical and electrical modernization.
i.e - is this a project that is solely just electrical and/or mechanical modernization or can these upgrades to outdated systems be a part of a full project renovation.
For the ficticious project in the excel sheet, please follow the requirements listed in the bid sheet.
For the financial section, you want 3 years of past financial data. Do you want the full financial package with the notes and accountants' opinion letters for all 3 years or only the balance sheet, income statement and statement of cash flows? I Believe I saw both written in different places. On the GSA 527 it states "Prepared Financial Statements "with notes" may be provided in lieu of completing section III. In the solicitation on page 10 b. Volume 2- Price Proposal V states Financial Information for the last 3 years certified by a Public Accountant 1. Balance sheet 2. Profit and Loss Statements 3. Statement of cash flow 4. Signed GSA 527 contractor's qualifications and financial information.
(This section makes no mention of notes.)
Please provide all documents listed in section b. v. on page 10 of the Solicitation (document C201), including: Financial Information for the last 3 years, certified by a Public Accountant; Balance Sheet; Profit and Loss Statements;
Statement of Cash Flow; signed GSA 527 Contractor’s Qualifications and Financial Information. You must also provide any documentation required by the GSA 527.
Section III of the GSA 527 states that Prepared Financial Statements with notes may be provided in lieu of completing Section III. You must either fill out Section III in its entiery, or provide prepared financial statements with notes.
41 What pay rate are we to use for the bid sample project? See RFI #9 and RFI #4.
42 What is the location are we assuming the bid sample project to be in? See RFI Answer #41.
43 Is there only one Bid sheet required for submission or are we to submit (3) three, that is, one for every State?
Please submit one (1) bidsheet - submitted pricing is for all covered areas of the IDIQ.
Related to above, as the project extends through multiple States and Counties, how do we handle Wage Determinations for different Counties?
Wage Determinations will be included for each task order and will change dependent on the county and state in which the task order project takes place.
Is this a new or expiring IDIQ? If expiring, can you provide details of the last IDIQ (ie. incumbent prime contractors, total contract vehicle amounts, geographical territories, socioeconomic set-asides, etc.)
This is the re-compete of the Multiple Award General Construction Services IDIQ Contract with Design Build Capabilities for PA NJ DE. The previous iteration of the this IDIQ was published on SAM under solicitation number
47PD0319R0020.
We were informed during the teleconference that there was no specific site or project to bid however, the bid pricing sheets references a 5000 Wissahickon Ave (State/City unspecified) on multiple lines. Please clarify as to whether we are to bid based on take-offs of this building? If so, will there be an upcoming site visit?
If the line item calls out 5000 Wissahickon, those line items are specific to that building. Other line items are variable per building and could belong to any building in the overall geographical area. There will be no site visits associated with the procurement of this IDIQ, but pre-proposal site visits for task orders are traditionally conducted.
47 What are some of the most common issues you have experienced with Design/Bid type projects?
GSA cannot provide an answer to this question. Each Design Build project could have different issues that depend on multiple factors.
What direction would you give in relationship to pricing of building materials in light of recent tariff issues and also given the project commences the end of 2025? GSA is seeking competitive pricing.
Why are Northern NJ Counties excluded from the IDIQ?
Will the IDIQ be expanded at any time to include these counties?
Northern NJ counties are not currently part of the territory covered by this IDIQ.
50 What are the specific self-performance requirements, if any?
Please see Document C101 (The Agreement), beginning on page 37, FAR 52.219-14 Limitations on Subcontracting.
51 Do we need to name and provide all subcontractors at the time of proposal submission? No.
52 Is it possible for the due date to be adjusted by a week or two?
Proposal due date has been extended to June 9, 2025, 5:00 PM Eastern Time.
Page 9 of the Solicitation lists the Offeror Information Worksheet as one of the items to include in the Volume 1 proposal. However, page 10 instructions state to include the socioeconomic certifications/verifications in the Volume 2 proposal. Please clarify if the socioeconomic information is to be included in both volumes, or if we should put all info pertaining to socioeconomic information in the Volume 2 proposal.
Page 9 of the solicitation indicates that Factor 5 of Volume 1 (Technical) should include the Offeror Information Worksheet (1 page attachment provided), and that the Representations and Certifications from SAM.gov should be included in Volume 2 (price). Page 10 indicates to include the Representations and Certifications in Volume 2 (price), as referenced on Page 9.
For clarity, please include the one-page Offeror Information Worksheet for Factor 5 of Volume 1, and include a copy of the current Representations and Certifications from SAM in Volume 2.
54 For Volume I, Past Performance, please confirm CPARs are acceptable in lieu of PPQs.
No, CPARS is not acceptable in lieu PPQs. Please see Document C201 (The Solicitation), page 14 Factor 4 Past Performance on Relevant Projects.
55 Can the government please provide the document presented during the pre-proposal conference?
A copy of the pre-proposal conference agenda was included with Amendment 0001.
For Volume I, Key Personnel, please clarify if we are to provide a resume for the Program Manager.
Yes, please identify and provide a resume for the "central point of contact (i.e. Program Manager), tasked with serving as an overall manager of ongoing projects responsible to GSA for scheduling/coordinating all project and contract deliverables" (see document C201 (The Solicitation) page 14, Factor 3, Key Personnel).
57 For Volume I, Management Plan, can the page limit be increased to 3-4 pages? No, the Management Plan is limited to 2 pages.
RFI: Subject: VOL 2-Price Proposal: 47PD0225R0026 New Large Term IDIO Bid Sheets. Regarding the pricing for the sample project, location will be critical.
Could you please clarify which location we should consider, as the same pricing doesn’t apply everywhere, especially given that Davis-Bacon rates vary across Delaware, Pennsylvania, and New Jersey? See RFIs #4 and #9.
Bid sheet item 32 & 34- The metric tiles can be ordered only in 5000 sq ft minimum, please confirm the actual quantity to be considered for bidding since the quantity specified is less than 5000 sq ft for both line item # 32 & 34 for Wissahickon av bldg.
Items 32 and 34 are in relation to doors. The government believes that this question is in reference to items 58 and 60.
The Government does not dictate means and methods, and notes that further specifics including quantity would be provided at the task order level.
60 Bid Sheet item # 22 -Please confirm the max height of the ceiling to be considered for this quantity. Please assume a maximum ceiling height of 10 feet.
