2. PURPOSE

The purpose of this conference is to provide an overview of the Solicitation documents.

All questions, including technical questions, must be submitted via the RFI Google Form. Responses to RFIs will be issued as amendment(s).

It is not the Government’s intention to respond to RFI questions that have already been asked at today's conference - responses to those RFI questions, and any additional RFI questions, will be provided as an Amendment to the Solicitation.

3. AMENDMENTS

An amendment will be issued, covering pertinent questions and answers addressed during today’s pre-proposal conference. In the event that any questions cannot be answered today, they will also be covered in the amendment. All amendments must be acknowledged with your proposal. Amendments can be acknowledged on the SF-1442 form included in the Solicitation.

4. SCOPE OF WORK

The purpose of this Indefinite Delivery Indefinite Quantity (IDIQ) multiple award term contract is to provide general construction services. In addition, design work incidental to construction as well as design-build work are included.

The government's intent is that this solicitation will result in a total of approximately four

(4) to eight (8) awards to responsible offeror(s) whose proposal(s) represents the best value after evaluation in accordance with the factors in the solicitation. This procurement is a Total Small Business Set Aside.

As part of this solicitation the government has elected to reserve contracts for socioeconomic concerns in accordance with FAR 19.502-4(1) and Section 1331 of Public Law 111-240 (15 U.S.C. 644(r)).

The Government intends to reserve the following contracts for socioeconomic concerns:

1. 8(a) Participants - 1 Contract

2. Woman Owned Small Business- 1 Contract

3. HUBZone - 1 Contract

4. Services Disabled Veteran Owned - 1 Contract

The geographical location for this requirement is expected to cover the following areas:

1. Philadelphia, PA and surrounding counties (the counties of Bucks, Chester, Montgomery, Delaware, and Philadelphia);

2. New Jersey (all counties, excluding: Bergen, Passaic, Morris, Essex, Hudson, Monmouth, Middlesex, and Union), and;

3. Delaware (Entire State)

Individual task orders to be placed under this contract will generally range in value from $50,000.00 to $3,000,000.00. The anticipated ordering limits are between $50,000.00 and $3,000,000.00, however, projects valued above $3,000,000.00 may be approved on a case-by-case basis by the IDIQ Contracting Officer, and projects valued below $50,000.00 may also utilize this vehicle.

The contract term will be for one (1) base year with four (4) one-year options. The aggregate maximum order limitation (MOL) for this IDIQ shall be $75 million.

The overall MOL will cover the entire duration of all task orders awarded as a result of this solicitation.

9. LIQUIDATED DAMAGES

Liquidated Damages will be provided for on a Task Order level.

10. DAVIS BACON

The Davis Bacon Act is to be adhered to on this IDIQ. Contractors are required to pay the minimum wage and fringe benefits required by the applicable wage determination.

The applicable wage determination will be provided at the task order level.

11. REPRESENTATIONS AND CERTIFICATIONS

Offerors are required to complete the annual representations and certifications electronically via the System for Award Management (SAM) website at:

After reviewing the SAM database information, the offeror must verify by submission of the offer that the representations and certifications currently posted electronically have been entered or updated within the last 12 months and that they are current, accurate, complete and applicable to this solicitation.

In accordance with the solicitation, the Technical Proposal must address the following technical factors, listed in descending order of importance:

a. Factor #1 – Past Experience on Relevant Projects (no more than 2 pages per project)

b. Factor #2 – Management Plan (no more than 2 pages)

c. Factor #3 – Key Personnel (no more than 2 pages)

d. Factor #4 - Past Performance on Relevant Projects (3 total PPQs)

e. Factor #5 - Socioeconomic Status

f. Factor #6 - Bonding Capacity (no more than 1 page)

*Please note the page limitations for each section of the technical proposal. Pages that exceed the required page limitations of each section will not be evaluated. Additional pages over the maximum allowed will not be read and will not be evaluated by the Government.

13. PRICE PROPOSAL INSTRUCTIONS

Contents

The Price Proposal shall consist of the items listed in Section II.B.A.B of the Solicitation, with prices and/or rates indicated for each price element shown on the pricing form included in Section II of the Agreement (Bid sheet attached to the solicitation).

Contractors must complete both pages of the Bid Sheet. Bid Sheets that are not fully completed will be determined as non-responsive.

Qualifications, Exclusions and Conditions

If the Offeror communicates in its proposal any qualifications, exclusions, or conditions to the proposed prices not provided for in the Contract Documents, the Contracting Officer may reject the proposal and exclude the Offeror from further discussions.

Additional Proposal Requirements: Failure to provide all information requested may result in the offeror’s proposal being considered non-responsive, therefore not evaluated for price and/or technical factors.

14. LATE PROPOSALS

Any proposals received after the time set for proposal closing are subject to Late Proposal provisions.

15. BONDING REQUIREMENTS

Prior to commencement of work on an awarded task order, the contractor will be required to provide Performance and Payment Bonds or alternate payment protection.

Contractors are required to submit a Bonding Capacity Letter (one page maximum) as part of the Technical Proposal (Evaluation Factor 6) that outlines their bonding capacity per project.

16. INSURANCE REQUIREMENTS

After contract award, the contractor must furnish the Contracting Officer with a current Certificate of Insurance, listing the Government as co-insured party and meeting the requirements specified in this solicitation. The contractor may not begin actual work on site until this certificate has been received and found acceptable.

17. AWARD

The approach to source selection for this procurement will be pursuant to the best value tradeoff concept as identified in FAR Part 15.101-1 and FAR Part 15.3. It is the government’s intention to award a contract to the offerors whose proposals conform to the solicitation requirements and are considered to be most advantageous to the government, price and non price (technical) factors considered.

Competitive proposals shall be evaluated and assessed based on the factors specified in this solicitation. For this solicitation, the combined weight of the non price factors are significantly more important than price.

The Government intends to evaluate proposals and award a contract without discussions with offerors (other than exchanges conducted for the purpose of minor clarifications). However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Therefore, each initial offer should contain the offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct negotiations if necessary.

For Solicitation 47PD0225R0026, is there any site visit scheduled for the seed project. If yes, please provide us with the date and time.

There is no site-visit. The "seed project" is actually a fictitious project designed to create an apples-to-apples price comparison for review.

Referring to Solicitation 47PD0225R0026, we were unable to locate the scope of work for the seed project in the solicitation. Could you kindly provide us with the detailed scope of work for the seed project?

There is no scope of work for the fictitious project provided in the

RFP. Please see bid sheet for required quantities.

Confirm that partition to be removed in Item 1 may or may not have drywall on both sides of the metal framing.

There was no slide deck prepared for the Pre Proposal Conference.

However, a copy of the Pre Proposal Conference Minutes (which includes the Agenda) will be provided in Amendment 0001 with the first round of RFI responses, for reference.

10 If GSA decides to select only four contractors, does that mean those without a socioeconomic designation won't have a chance at all?

No. If GSA were to only select 4 firms for award, and one or more of the socio-economic reserve categories did not have a satisfactory firm to fill them, then those particular reserve categories would not be used, and a Small Business without a socio-economic designation could still receive an award.

In reference to Attachment 2, PBS Past Performance

Questionnaire, Section 3 contractor to mention How is the project relevant to the project submission?

Kindly advise how to relate the solicitation to the past performance project as the solicitation do not have any sample project.

The Scope of Work (SOW) provides a list of project types generally handled by this IDIQ. Furthermore, the RFP lists what types of projects each of the three (3) submissions for Prior Experience must choose from. A PPQ must be submitted for each project presented in Prior Experience in order to satisfy the Past

Performance factor. Please see RFP Solicitation Document (C201) pages 11 through 12 for a list of required project types for each submitted project.

There is no online application for this IDIQ. Please review the submission requirements found in the RFP and provide your completed proposal package via email to

Are set-asides being considered for the final solicitation?

This solicitation is a Total Small Business Set aside. There are also four (4) reserves being considered, including: one (1) 8(a) concern;

one (1) WOSB concern; one (1) SDVOSB concern; and one (1)

HUBZone concern.

Will the government require bonding capacity, and if so, at what level See Technical Factor 6.

PPQ previously submitted for Solicitation Y" without actually submitting the PPQ. The Government will not be chasing down

PPQs submitted for other projects, and we do not maintain a database of previous PPQs.).

To clarify: You may use a PPQ completed for a previous solicitation as long as that PPQ is in reference to one of your three (3) required projects in Prior Experience, and you must submit the PPQ via email. You may include PPQs as separate attachments OR as part of the assembled PDF for the Technical submission. If PPQs are included as separate attachments, please indicate so in your proposal.
