7. ‘Solicitation 47PD0121R0027 C201 Section II.C. Price Proposal’ is revised as follows:
(1) Contents
The Price Proposal shall consist of the SF 1442 and the Agreement, with prices and/or rates indicated for each price element shown on the pricing form included in Section II of the Agreement. Indicate the Base Contract Price, or if no such distinction is made, the Contract Price, in Block 17 of the SF 1442, which must be fully executed by the Offeror.
(2) Qualifications, Exclusions and Conditions
If the Offeror communicates in its proposal any qualifications, exclusions, or conditions to the proposed prices not provided for in the Contract Documents, the Contracting Officer may reject the proposal and exclude the Offeror from further discussions.
(3) Additional Proposal Requirements
There is one (1) locality Bid Factor required for the entire five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ) contract, which will apply to all work items for which a unit price is stated in the most current version of the RS Means Building Construction Cost Data. (Example: The unit prices listed in the 2021 RS Means Building Construction Cost Data are bare costs and are based on national averages. Bare cost equals a factor of 1.000, the same as “NET”, all other bid factors “MINUS” or “PLUS” will be added or subtracted from the bare cost factor. A “MINUS” 4% shall be written 0.96, a “PLUS” 4% shall be written 1.040 and “NET” shall be written 1.000.) The single offered bid factor for the base and each option period will be applied to all work items for which a unit price is stated in the Price Schedule that are ordered via task orders in the respective base/option period.
2. BID GUARANTEES AND PERFORMANCE BONDS
a. Bid Guarantees and Performance Bonds may be required on a task order basis.
However, when required, offerors are required to provide proof of bonding of at least $3.095 million. Bid and Performance Bonds are not required at this time.
b. Prior to commencement of work on an awarded task order, the contractor will be required to provide Performance and Payment Bonds or alternate payment protection, as follows:
(1) Orders less than or equal to $35,000: No additional protection required
(2) Orders over $35,000 but less than or equal to $150,000 --> Payment Bond or Alternate payment protection in accordance with FAR 52.228-13, Alternative Payment Protections
(3) Orders over $150,000 --> Performance Bond: 100% of the awarded delivery order amount. Payment Bond: 100% of the awarded delivery order amount.
c. When additional bonding is required, the provisions of FAR 28.102-2(b)(1) and FAR 28.102-2(b)(2) shall apply.
8. ‘Solicitation 47PD0121R0027 C201 Section II.D.’, is revised as follows:
Factor 1 – Prior Experience on Relevant Projects
This factor will measure the number of opportunities the offeror has had to learn by doing. The Government will examine the breadth, depth and relevance of prior experience in performing the range of projects similar in size, scope and complexity to those described in the solicitation.
Relevant projects would be those construction projects with some or all of the following characteristics:
● Construction projects in occupied buildings between $2,000.00 and $250,000.00
● General office renovations
● Repair and alteration work
● Mechanical and electrical modernization
● Roof repair and installation
● Exterior renovation
● Waterproofing
● Design/Build services
● Performed in Maryland
● IDIQ Experience as the Prime Contractor
Relevant projects may have been on governmental (federal, state, or local) or private sector contracts. Experience on similar projects for the Federal Government is considered an asset. While the Government is looking for prior experience by the prime contractor or joint venture, the Government may consider relevant experience by affiliated companies, key personnel and subcontractors.
The offeror is requested to submit a detailed descriptive listing of a maximum of three (3) projects performed within the past six (6) years, in the range of approximately $75,000.00 - $250,000.00. These projects should be similar in nature to the anticipated type of work to be performed under this contract, and as documented in this solicitation. If more than three (3) projects are submitted, only the first three (3) will be evaluated. More recent performance may be deemed to have greater importance than less recent performance. To be considered, a submitted project must have reached the stage of substantial completion, or if submitting information for current projects, the project must be at least 50% complete by time of the closing date of this solicitation in order for those projects to be evaluated as part of the offeror’s relevant prior experience. Note: For purposes of evaluation, a “project” is a discrete project, and is not an Indefinite Delivery Indefinite Quantity (IDIQ) contract, blanket purchase agreement, other type of master contract or a list of more than one discrete project. However, if the “project” was performed under an IDIQ, blanket purchase agreement or other type of master contract, this should be identified, and may be considered to be an asset.
For joint ventures, projects may be submitted for the joint venture as an entity or for an individual member of the joint venture. While the Government may consider the prior experience of managers, key personnel or other affiliates playing a significant role in contract performance, the total number of projects submitted is limited as stated above. (The offeror may submit no more than three
(3) projects for the prime contractor team as a whole.)
This factor will be used to measure the breadth, depth, and relevance of an offeror’s prior experience in performing projects similar in size, scopey, and complexity to the one described in this solicitation. Relevant projects would be those construction projects with some or all of the following characteristics:
● General Construction / Repair and Alteration Experience including but not limited to:
• Roof repair and installation
• Exterior renovation
• Waterproofing
• Design/Build services
• Mechanical and electrical modernization
• General office renovations
● Construction projects in occupied buildings
● Construction projects ranging from $2,000.00 and $250,000.00 in total contract value
● Demonstrated ability to self-perform
● Specialty Trade Experience (i.e. Electrical, Plumbing, HVAC, Fire Alarm, etc.)
● Construction projects located in Maryland
● Federal Construction Contract Experience
Relevant projects may have been on governmental (federal, state, or local) or private sector contracts. Experience on similar projects for the Federal Government is considered an asset.
While the Government primarily seeks prior experience where the offeror performed as the prime contractor or joint venture, the Government may consider otherwise relevant experience performed as a subcontractor.
Proposal Requirements: The offeror is requested to submit a detailed narrative of three (3) projects performed within the past six (6) years as follows:
If more than three (3) projects are submitted, only the first three (3) will be evaluated. More recent performance may be deemed to have greater importance than less recent performance. To be considered, a submitted project must have reached the stage of substantial completion.
Note: For purposes of evaluation, each “project” submitted under Factor 1 must be a discrete project. An Indefinite Delivery Indefinite Quantity (IDIQ) contract, blanket purchase agreement, other type of master contract or a list of more than one project is NOT a discrete project. However, if the “project” was performed under an IDIQ, blanket purchase agreement (BPA), or other type of master contract, this should be identified, and may be considered to be an asset.
For joint ventures, projects may be submitted for the joint venture as an entity or for an individual member of the joint venture. While the Government may consider the prior experience of managers, key personnel, or other affiliates playing a significant role in contract performance, the total number of projects submitted is limited as stated above. (The offeror may submit no more than three
(3) projects for the prime contractor team as a whole.)
“Similar” is defined as projects comparable to those described in the solicitation in terms of size, scope and complexity. The offeror is required to submit sufficient information to allow the Government to assess the level of relevance of the project.
For each of the three (3) projects included for this factor, the proposal should include the following:
● Name and location of the project:
● A detailed description of the project:
● Project start and completion dates:
● Indicate if the project was performed under an IDIQ, blanket purchase agreement or other type of master contract:
● Construction cost at award and the final construction cost at construction completion:
● Describe whether the contractor served as prime or subcontractor on the project:
● Describe the amount and type of work the firm performed with in-house forces and the percentage of the work that was accomplished by subcontractors:
● Describe any problems encountered and the corrective actions taken:
● Name, Phone number and email address of the client’s points of contact; a primary contact and a secondary contact (at least one contact must be owner):
● If the team is proposing as a joint venture, the team will be required to discuss if the joint venture has experience working together in the past. If a team is proposing as a joint venture, the team will be required to provide a copy of the joint venture agreement.
9. Offerors must acknowledge this amendment by number in the Pricing Sheet submitted with the proposal.
10. All other terms remain the same.

RFI # Request For Information GSA Response
Would GSA consider the use of teaming on this contract and utilize the experience of the entire team in a prime/sub agreement?
No. However, an offeror may submit a proposal as a joint venture where that joint venture has its own Unique Entity Identifier (UEI). Please see “C201” section II.F. for more information.
PDF pg 9 of C201 states, NOTE: Attachment 1 Project
Experience Information Worksheet, Title pages/Tab pages, Index pages, Attachment 2 Past Performance Questionnaire
(PPQ), performance recognition documents such as awards, Customer letters of commendation and any other performance recognition, as well as evidence of bonding capacity are excluded from the page limitation. All other pages (including cover page) are included in the page limitation. All pages in the technical proposal must be 8.5 inches by 11 inches. Pages that differ from these page dimensions will not be evaluated.” I don’t seem to find a Project Experience Information Worksheet on SAM.gov. The PPQ attachment is listed on SAM.gov as
Attachment 1. Can you please provide the Project Experience
Information Worksheet?
The Project Experience Information Worksheet is not being utilized for this procurement. For this solicitation, we prefer that each contractor lay out the information required in ‘C201’
Section II.D. on page 12 under Technical Factor 1 in their technical proposal as they see fit.
I also noticed that the Submission Checklist doesn’t list the Project Experience Information Worksheet as a document for submission and lists the PPQ as Attachment 1, while C201, pdf pg 5-6 does list the Project Experience Worksheet as a requirement for proposal submission. Can you please confirm if this is a required form?
See RFI Response #2.
The “Note” also makes mention of evidence of bonding capacity. The checklist nor section II. Proposals lists that evidence of bonding capacity are required with the Technical Proposal. C201 section 2. Bid Guarantees and Performance
Bonds states, “ offerors are required to provide proof of bonding of at least $3.095 million.” Can you please confirm the proof of bonding capacity is required and which volume it should be included?
Solicitation 47PD0121R0027, for the base IDIQ contract, does not require the submission of bonds of any type. Bonds will be required on the task order level in accordance with ‘C101’ Section III.M.(xxi). Please see revised ‘Solicitation
47PD0121R0027 C201 Baltimore IDIQ - R1 2022-03-11’ Section II.C. as revised by Amendment 0002.
5 Who are the incumbent contractors?
The incumbent contracts are:
Admiral Elevator Company Inc. (GS-03-P-16-CD-D-7015)
CEEPCO (GS--03-P--17--CD--D--0006)
Outside the Box (GS‐03-P‐16‐CD‐D‐7017)
Ramsgate Corporation (GS--03-P--17--CD--D--0007) Austurian Group (GS‐03-P‐16‐CD‐D‐7016)
JRA & Associates Contracting LLC (GS‐03-P‐16‐CD‐D‐7019)
Signature Renovations (GS--03-P--17--CD--D--0008)
Would GSA consider experience in the D.C. area vs. only
Maryland experience? Is it a requirement to have performed work in Baltimore, MD or just preferred?
Yes, GSA will consider prior experience projects performed outside of Maryland. Geographical location is one of several factors that may be used to demonstrate that a project an offeror has performed is relevant to the work intended to be performed under the resultant MAC IDIQ contract.
As provided in ‘C201’ Section II.D. under ‘Technical Factor 1 -
Prior Experience’, GSA seeks proposals that demonstrate a firm’s experience performing projects similar in size, scope and complexity to those described in the solicitation. Technical proposals should include no more than three (3) prior projects, individually and cumulatively exhibiting characteristics that demonstrate the relevancy of a firm's prior project experience.
The characteristics sought by GSA are outlined in ‘C201’
Section II.D. One of those characteristics is geographical location - prior experience that was ‘performed in Maryland’.
Work performed outside of Maryland may be considered less relevant than work performed within Maryland. However, a project performed outside of Maryland may still be considered relevant if it included several other characteristics demonstrating relevance sought under Factor 1.
Can you please confirm if the Factor 1 Prior Experience
Information Worksheet for which we are to provide (3) will or will not go toward the 14 page count?
See RFI Response #2.
Can we submit projects larger than $250K but demonstrates that we can perform all the required trades and types of work relevant as called out on Page 11 under Factor 1?’
Yes, GSA will consider prior experience projects with a total cost outside the range of $2,000.00 and $250,000.00. Project cost is one of several factors that may be used to demonstrate that a project an offeror has performed is relevant to the work intended to be performed under the resultant MAC IDIQ contract.
The characteristics sought by GSA are outlined in ‘C201’ Section II.D. One of those characteristics is cost - Construction projects ranging from $2,000.00 and $250,000.00 in total contract value
Projects that fall outside of this range may be considered less relevant than those that fall within this range. However, a project performed outside of this range may still be considered relevant by demonstrating other characteristics sought under
Factor 1.
There are 3 files on SAM for which their name is not hyperlinked and/or locked, and their text in in black font and can not be "clicked" on. Can we assume these files are not needed?
Yes. The solicitation posting on sam.gov has been updated with corrected referenced attachments.
Just to confirm that we are allowed to use previously used
PPQ?
Yes, as long as it references a project submitted under
Technical Factor 1 in response to this solicitation.
As for Prime Contract Manager resume/key personnel. Do you want us to provide the resume only to show the experience of managing IDIQ and price range within this solicitation or show the full potential resume of his/her full capability of managing small and larger projects in scope and size?
This is up to the discretion of each offeror. As outlined in
‘C201’ Section II.D. Factor 3 – Management Plan, each offeror must provide the resume of their proposed primary Contract
Manager. That resume should demonstrate the proposed
Contract Manager's capabilities and experience as a “central point of contact, tasked with serving as an overall manager of ongoing projects responsible to GSA for scheduling/coordinating all project and contract deliverables.
The primary Contract Manager should be an individual with administrative oversight responsibilities and can be either based in the firm’s home office or onsite.” The resume provided may include any information deemed relevant to demonstrating the capabilities required under technical factor.
Please confirm the table of contents doesn't count against the page limit.
A table of contents will count against the page limit set forth in the solicitation. Please see revised ‘Solicitation 47PD0121R0027 C201 Baltimore IDIQ - R1 2022-03-11’
Section II.B. Proposal Format as revised in Amendment 0002.
Please confirm whether Mr. Spellman or Mr. Griffaton should be utilized as Primary POC for this procurement.
Mr. Griffaton will be the primary POC for this procurement.
Please confirm which phone number is correct for Mr.
Griffaton, or if both are accurate.
The correct phone number is 215-254-4803.
Does the Government mean that bidders should include a copy of the Government's provided Agreement document as part of their price proposal? If not, please clarify what is meant.
No, the C101 Agreement should not be included as a part of an offeror’s Price Proposal. Please see revised ‘Solicitation
47PD0121R0027 C201 Baltimore IDIQ - R1 2022-03-11’ Section II.C.(1) Contents’ as revised in Amendment 0002.
Also, no pricing form has been included in Section II of the Agreement, can the Government confirm that the only pricing form to be included is the Excel file included with Solicitation documents ("47PD0121R0027_IGE+Bid+Sheet+Baltimore+Micro+IDIQ_
+2022-8-2+(2)")?
Yes, the pricing sheet Excel file "47PD0121R0027_IGE+Bid+Sheet+Baltimore+Micro+IDIQ_
+2022-8-2+(2)" is the intended pricing form.
Please clarify - Are offerors to submit with their proposals just the completed C301, or should offerors provide both the C301 and a copy of their reps & certs as posted on SAM.gov?
Offerors are required to submit a completed form C301.
Offerors need not and should not provide a copy of their firms Representations & Certifications from sam.gov.
Does the Government require that bidders submit additional information to prove that they meet the requirements of FAR
9.104-1, or does the Government anticipate that the proposal submission requirements set forth in Solicitation Section II (and information obtained by the Government from other relevant sources) will provide the Government with enough information to make this determination?
The Government anticipates that the requirements of FAR
9.104-1 will be satisfied by a complete and responsive proposal meeting the submission requirements set forth in Solicitation, including GSA Form 527, as well as information obtained by the Government from other relevant sources.
Is it likely that the Government will include work in the states of PA / NJ / DE in addition to work in MD, or will work be consigned exclusively to MD?
The likelihood that GSA will utilize this IDIQ for work to be performed outside of Maryland is low. Nonetheless, GSA reserves the right to issue Requests for Proposal outside the state of Maryland if determined to be in the Government's best interest.
Can the Government confirm whether there are any page limits or sizing restrictions for the Pricing volume? If yes, please confirm which items are included as part of page count restrictions.
There is no page limitation for the Price Proposal.
Please clarify what value should be listed in Block 17 of the SF
1442.
SF-1442 Block 17 should be populated with the offerors proposed ‘Total Evaluated Price’ provided in Bid Sheet
"47PD0121R0027_IGE+Bid+Sheet+Baltimore+Micro+IDIQ_
+2022-8-2+(2)" Cell ‘D31’
Since the contracting office has included a standalone spreadsheet (without a space for signature) as the required pricing template, does "signed bid / offer" in this case mean the signed SF 1442? Or something else? If the latter, please clarify.
A signed SF-1442 will serve as the official “signed bid / offer.”
Please confirm whether or not a bid guarantee (bond) and
Payment / Performance bonding will be required as part of bidder submissions at this time (MAC / IDIQ procurement level).
See RFI Response #4.
Per the RFP, we understand that Davis Bacon Wage Scale is to be applied to each Task Order. We also acknowledge that Davis Bacon Wage Scale is to be included in the Bid
Factor/Bid Coefficient, as stated in the RFP. However, during the pre-bid meeting, questions arose regarding the requirement to include Davis Bacon Wage Scale as part of the Bid Factor/Bid Coefficient, given the requirement that the latter utilizes RS Means. Please clarify and confirm this requirement.
Davis Bacon Act Wage Determinations will be incorporated for each individual project at the task order level. Pertaining to this procurement, it is imperative that each offeror give sufficient consideration to the requirements of the Davis Bacon Act in developing a proposed bid coefficient. While there are numerous Wage Determination localities throughout the state of Maryland, Amendment 0001 Attachment A - "General Decision Number: MD20220030 modification 03 dated
02/25/2022" is provided for reference.
The Government has stated in several places within the solicitation that the intent is for bidders' provided bid coefficient to remain unchanged for all years of the contract POP. This may put bidders at a disadvantage given the multi-year structure of the intended contract(s), would the Government consider allowing the submission of bid coefficients for each year?
Each offeror’s bid coefficient will remain constant throughout the duration of this IDIQ contract. This should not put any offeror at a disadvantage because RSMeans is updated at regular intervals to reflect changes in market conditions, no matter how significant those changes may be.
Please confirm whether proof of bonding capacity should be presented within the Technical Volume, or within the Pricing
Volume.
See RFI Response #4.
Can the Government confirm that the information to be submitted per the provided checklist is accurate to the current solicitation?
The submission checklist has been updated on the SAM.gov listing and is current to date.
Do bidders have the option of including information within Section VII for contracts with entities other than the Public
Buildings Service?
The section referenced in this RFI is unclear.
Assuming that this RFI pertains to the following:
i. Projects submitted under Technical Factor 1, and
ii. Any performance recognition documents that an offeror may choose to include as a part of their technical proposal under Technical Factor 2, offeror's may provide information regarding otherwise relevant experience on contracts with entities other than the Public Buildings Service, at the offeror’s discretion.
Are CPARS ratings an acceptable submission instead of the
Past Performance Questionnaire?
No. CPARS records should not be submitted in lieu of Past Performance Questionnaires (PPQs). Under Technical Factor
2, GSA has requested that offerors provide PPQs for all projects submitted as Prior Experience under Technical Factor 1 regardless of whether a project has been reviewed in
CPARS. Relevant CPARS records will be reviewed by GSA independently as a part of our evaluation process under Technical Factor 2.
Based on GSA's response in Amendment 01, GSA prefers each contractor to lay out Prior Experience as they see fit instead of providing a Project Experience Information Worksheet attachment. Based on the Note in the solicitation under
Technical Proposal, Attachment 1 Project Experience
Information Worksheet is excluded from the page limitation.
Does this indicate that our own Factor 1 format will be excluded in the 14-page limit? Please advise.
No. Please see RFI Response #2 as well as revised‘’Solicitation 47PD0121R0027 C201 Baltimore IDIQ -
R1 2022-03-11’ Section II.B.(a) as revised in Amendment
0002.
Reference #1: II.D(2), which states, “All performance recognition documents will count against the overall page limit.”
Reference #2: II.B., which states, “…performance recognition documents such as awards, Customer letters of commendation and any other performance recognition…are exclud“ Is performance recognition documentation included or excluded in the Technical Proposal 14-page limit?”ed from the page limitation.”
Please see revised‘’Solicitation 47PD0121R0027 C201
Baltimore IDIQ - R1 2022-03-11’ Section II.B as revised in
Amendment 0002. To clarify, all performance recognition documents such as awards, Customer letters of commendation and any other performance recognition will count towards the page limit, which has been increased to sixteen (16) pages in accordance with Amendment 0002.
Will the requirement include using Davis Bacon Wage
