8. PRICE PROPOSAL INSTRUCTIONS
The RS Means Locality Coefficient (Bid Factor) pricing for this contract will be based upon the most current Facilities Construction Costs Book with RSMeans Data (referred to as “RS
Means Book”). The RS Means Book will be used for the duration of this Contract. The version of
RS Means Book that is current on the date of contract award shall be utilized until each option period is exercised. Thereafter, the calendar year edition/version of the RS Means Book that is current on the date that each option is exercised shall be utilized. This book may be purchased through:
RS Means
1099 Hingham Street, Suite 201
Rockland, MA 02370
1-800-334-3509 https://www.rsmeans.com/products/books.aspx
NOTES:
1. For this IDIQ contract, one locality based Bid Factor shall be used (please see below).
Adjustment for location (i.e. City Cost Index) must be included in the offeror’s Bid Factor.
EXAMPLE: A Bid Factor of 0.85 would result in 85 percent of the listed Subtotal Cost when establishing task order pricing; and 1.00 would leave the actual Subtotal Cost values as your proposed task order pricing; and 1.15 would result in an additional 15 percent of the listed Subtotal
Cost as your task order proposed pricing.
2. The Bid Factors are proposed as a percentage (in decimal format) increase or decrease to the RS
Means Book. The offeror shall limit the Bid Factors to two (2) decimal places.
3. The offeror shall propose one Bid Factors for the potential total five-year IDIQ Contract:
● Locality Bid Factor 1 (Maryland, entire state)
The Bid Factor is the maximum coefficient (i.e. multiplying factor) that awardees may apply on future task orders. The Government anticipates using the RS Means Building Construction Cost
Data pricing approach for task orders under $15,000.00. However, an offeror may elect to provide a discount at the task order level for a competitive advantage. When using the Bid Factor no other markups may be applied. The Bid Factor shall be utilized through the base period and all option periods (i.e. the potential total five-year Indefinite Delivery Indefinite Quantity (IDIQ) Contract).
Bid Factor Frequently Asked Questions:
1. Q - Using the locality bid factor, won’t the contractor with the lowest bid coefficient always win on the task order level?
A - Not necessarily. An offeror may elect to provide a discount at the task order level for a competitive advantage
2. Q - Will quantities be provided in the task order RFP for smaller projects?
A - Normally quantities will be provided.
3. Q - Will any projects involve lump sum pricing?
A - Yes. As stated above, the Government anticipates using the RS Means Building
Construction Cost Data pricing approach for task orders under $15,000.00. Above that threshold, the Government will specify whether proposals shall utilize either the RS Means bid coefficient pricing or lump sum pricing. The two methods (lump sum & RSMeans based) will not be used simultaneously on any future task orders. The solicitation at the task order level will clearly define which method will be utilized.
4. Q - What is included in the bid coefficient
A - The offeror’s Bid Factors must be ALL INCLUSIVE and shall include, but is not limited to, the following costs:
1. Labor (Both during Normal Work Hours and Outside of Normal Work Hours)
2. Materials
3. Equipment
4. Subcontractor costs
5. Subcontractor mark-ups
6. General / Prime Contractor Overhead

**PLEASE NOTE: Davis Bacon Wage Determinations will be included in the contractor’s bid factor.
9. ANTICIPATED REQUEST FOR PROPOSAL (RFP) INSTRUCTIONS AND
EXAMPLES AT THE ORDER LEVEL
The Government anticipates using the RS Means Building Construction Cost Data pricing approach for task orders under $15,000.00. Above that threshold, the Government will specify whether proposals shall utilize either the RS Means bid coefficient pricing or lump sum pricing.
The Bid Factor shall be utilized through the base period and all option periods (i.e. the potential total five-year Indefinite Delivery Indefinite Quantity (IDIQ) Contract).
The two award methods [RSMeans Line Items and Lump Sum Competitive Proposals] shall not be used simultaneously on any future task order. The solicitation at the task order level will clearly define which method will be utilized.
10. LATE PROPOSALS
Any proposals received after the time set for proposal closing are subject to Late Proposal provisions.
11. BONDING REQUIREMENTS
Prior to commencement of work on an awarded task order, the contractor may be required to provide a Payment Bonds or alternate payment protection, as follows:
(1) Orders less than or equal to $35,000: No additional protection required
(2) Orders over $35,000 but less than or equal to $150,000: Alternate payment protection in accordance with FAR 52.228-13, Alternative Payment Protections

12. INSURANCE REQUIREMENTS
After contract award, the contractor must furnish the Contracting Officer with a current Certificate of Insurance, listing the Government as co-insured party and meeting the requirements specified in this solicitation. The contractor may not begin actual work on site until this certificate has been received and found acceptable.
NOTE: See Solicitation No. 47PD0121R0027 C101 The Agreement Section III.F. Insurance
Requirements for more information.
13. AWARD
The approach to source selection for this procurement will be pursuant to the best value tradeoff concept as identified in FAR Part 15.101-1 and FAR Part 15.3. It is the government’s intention to award a contract to the offerors whose proposals conform to the RFP requirements and are considered to be most advantageous to the government, price and technical factors considered.
Competitive proposals shall be evaluated and assessed based on the factors specified in this solicitation. For this solicitation, the combined weight of the technical evaluation factors is significantly more important than price.
The Government intends to evaluate proposals and award a contract without discussions with offerors (other than exchanges conducted for the purpose of minor clarifications). However, the
Government reserves the right to conduct discussions if later determined by the Contracting
Officer to be necessary. Therefore, each initial offer should contain the offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct negotiations if necessary.
After award(s) are executed, the Government intends to define RSMeans pricing with each awardee for commonly used line items for the Baltimore Field Office (referenced hereafter as
“Definitized RSMeans Line Item Pricing”).
14. SECURITY REQUIREMENTS
NOTE: See Solicitation No. 47PD0121R0027 C101 The Agreement Section III.H. -
Administrative Matters as well as Solicitation No. 47PD0121R0027 C201 The Solicitation Section
V.C. - Security Requirements.
A HSPD-12 security clearance must be obtained for those officers of the firm, who for any reason, may visit the work site during the period of this contract, who require access to GSA IT systems such as ePM and for all employees who will require access to the building in performance of the contract work.
The Government intends to tie the clearance request to the base IDIQ for key management level on site points of contact only. These individuals receive a “Tier 1” clearance, which will be valid for the duration of the entire base contract, and they WILL receive a PIV card. This task must be completed within 8 weeks of the award of the contract. Please note that most workers will only be receiving a “SAC” clearance. This clearance is only valid for the duration of the specific project they are working on, with a maximum of a 6 month duration.
Anyone receiving a “SAC” clearance WILL NOT be receiving a PIV card.
NOTE: It is the Contractor’s responsibility to obtain security clearances for employees working in a Federal Building or lease. GSA is not responsible for work delays or additional costs associated with the Contractor’s failure to obtain clearances for their employees. A submission deadline or contractual date will not be extended due to the Contractor’s failure to obtain security clearance(s) in a timely manner.
TASK ORDER CLOSEOUT. Prior to contract closeout, the Contractor’s Security POC is required to collect all requested cards from a list provided by the GSA RO. If any of the Contractor’s employees on the list has a current on-going project and still needs their HSPD12 card, the
Contractor must add the appropriate employees to the other project’s ROCAL and submit CIWs in order to be allowed to keep the cards. The Contractor’s Security POC should inform the RO that this has been done and the RO will verify that the action is complete. If a card cannot be returned, the Contractor is required to provide the reason/justification for why the card cannot be returned.
The Contractor is required to provide any and all appropriate assistance to ensure cards are returned. The Contractor is responsible for all postage required to return cards. Note, if any employees leave the company prior to the completion of the project, the Contractor must collect and return the HSPD-12 card at that time.
15. MISCELLANEOUS
The Contractor shall comply with all guidance, including guidance conveyed through Frequently
Asked Questions, as amended during the performance of this contract, for contractor or subcontractor workplace locations published by the Safer Federal Workforce Task Force (Task
Force Guidance) at https://www.saferfederalworkforce.gov/contractors/.
16. QUESTIONS AND ANSWERS
Questions may be submitted to nicholas.griffaton@gsa.gov and patrick.spellman@gsa.gov.
NOTE: Requests for Information (RFIs) are due no later than 2/28/2022.
Q: Will the GSA Form 527 and financials be excluded from the page limitation?
A: Yes
Q: Which City Cost Index shall be utilized in the proposal submission?
A: We will provide that on a task order basis.
Q: Could you provide the bid coefficient for the bid sheet sample provided? In order to come up with the bid coefficient for the purpose of the bid sheet, we need a sample project to price it vs. the RS Means output.
A: Yes
Q: RS Means updates quarterly. Will the Government accept quarterly updates or only the annual update?
A: We will double check and post it in an amendment.
Q: Will you be providing the Factor#1 form for Prior Experience on Relevant projects?
A: No. We prefer each contractor lay out that information as they see fit. We will take the reference to this out of the C201.
Q: How many contractors will be selected for this IDIQ? How many on ramp?
A: We do not have any ramping provisions in this solicitation. The ideal range for competition is 4-6 contractors. If it is in the best interest of the government, we can go outside that range. We exercise all options as long as performance has been acceptable. We will not on-board if contractor’s options are not exercised.
Q: Will Davis-Bacon flow down from the IDIQ level or be applied at the task order level?
A: We will double check and post it in an amendment.
Q: What shall be included in the coefficient? You listed many items including one item address that everything in division 1. What about scaffolding and manlift required to perform the task order work. These items shall not be part of the coefficient, correct?
A: Correct.
Q: Bonding. So we are allowed to price thru RS Means for bonding of each task independently?
https://www.saferfederalworkforce.gov/contractors/ mailto:nicholas.griffaton@gsa.gov mailto:patrick.spellman@gsa.gov
A: No. We will verify that. There is a separate line item for bonding as a percentage in the bid sheet. You can determine your ceiling in the bid sheet.
Q: RFI deadline is Feb 28, 2022. which is coming Monday. that leaves only three business days to contractors for putting any RFI. I think this period shall be a fair reasonable time at least a week-10 days from today.
A: We will inform everyone via amendment if we decide to extend that date.
Q: If a Joint Venture intends to bid this Solicitation... Will the Joint Venture partners companies' financial info suffice?
A: Yes. If the JV does not have its own financial history to fill out the 527. You must fill out the 527 for each of the two companies.
Q: Can the projects of Factor 1 be the same as the projects for Factor 2 ( PPQ)?
A: They will be the same.
Q:How many personnel should be factored into this IDIQ for field personnel? Super, QC SSHO Etc A: That is also outlined in the spreadsheet utilized for pricing.
Q: Will the GSA review/monitor the 15% self-perform requirement on this IDIQ?
A: Yes, but we will double check that.
Q: Will any task orders require a designated SSHO or QC Manager?.
A: It would be unlikely, but we can verify that.
Q: As this is an 8(a) contract, will the GSA be open to bi-weekly payments and/or payment within 10 days of submission?
A: No. The payment terms we have to abide by are within 14 days of invoicing with invoicing one a month.
Q:What is the average timeframe for receiving badging/clearance after submission?
A: You should account for 45 days.
Q: What is the impact if the 8(a) expires before the end of the contract period?
A: The 8(a) must be active at the time of IDIQ award. That is the only requirement.
Q: Will the wage rates provided for this IDIQ?
A: We will double check if that will flow from the IDIQ or be a part of each task order.
Q: Regarding financials, How are the financials to be evaluated/weighted? As audited financials are the most rigorous, are audited financials given greater consideration?
A: They are not given greater consideration. We will respond via amendment.
Q: I see that the project range for factor 1 is $2,000-$250,000, however at the bottom of page 11 it is stated that range is $75,000-$250,000, can you confirm?
A: $2,000 – $250,000
Q: Regarding past experience, is the GSA looking for similarly sized projects anticipated for this IDIQ or will the GSA consider submissions of larger projects representative of the company's capabilities?
A: Yes, we will consider them, but they will be given less consideration than those within the requested range.
Q: Can PM/technical staff past experiences count for the past experience factor instead of the contractor?
A: We would view that project as less relevant.
Q: Should Prior Projects be Design Build or Design Bid Build?
A: We are asking for projects that are strictly R&A construction, not necessarily design build. We will consider design-build projects, but it is unlikely a design--build will be utilized under this IDIQ.
Q: Is a Bid Bond required and what percentage should it cover?
A: Bid bonds are not required for the IDIQ submission. They will be required above a certain dollar threshold for task orders.
Q: If JV is used, can one be 8(a) and the other not 8(a)?
A: Under those circumstances, the JV itself needs to be a certified 8(a). We will verify that and issue an amendment.
Q: Will an Office trailer be required on facilities for projects being worked on?
A: Decided at task order level. It also would be highly unlikely.
Q: Does the cost for bonding projects need to be included in the coefficient or will it be an additional price added on task orders requiring bonds?
A: The bid coefficient will not include bonding. It will be an additional line item on the task order level.
Q: Any idea about the location of most of these task orders?
A: Typically in the Baltimore/Woodlawn area. There will be a handful in Greenbelt.
Q: If the GSA needed to perform a project that exceeded the $250k amount, would you be able to combine more than one task orders to meet that requirement? Such as a $500k GSA project awarding two $250k task orders?
A: Generally speaking, we will not exceed the $250k mark. We also will not combine projects unless absolutely necessary to do so.
Q: Will P-6 Scheduling Software Be Utilized on this contract or can we use Microsoft project?
A: We do not require a specific scheduling software under this contract.
Q: Evidence of bonding capacity is excluded from the page count. Does it need to be included?
A: There are no bonding requirements on the IDIQ level. It would not be counted against the page limitation. The only thing about bonding is in the bidsheet.
Q: WHEN WILL WE KNOW IF THERE IS AN EXTENSION?
A: If we extend the RFI due date, we will extend the proposal due date.
Q: What is the total magnitude per year expected?
A: Take our MOL and divide it by 5. Roughly $1.5M
Q: Will IDIQ holders be penalized for not responding to Task Orders released?
A: No.
Q: If GSA only receives one bid on a TO, will that TO be awarded to that single bidder, or will the TO be re-bid?
A: We may choose to do either one of those two things.
