VI. Award
The Government will award a contract resulting from this Solicitation to the responsible Offeror whose offer conforming to the Solicitation will provide the best value to the Government, Total Evaluated Price and other factors considered. As discussed above, GSA will utilize a two-phase source selection evaluation process for this procurement and each phase has separate technical factors. Offerors shall submit a technical proposal for each phase. For this solicitation, the combined weight of the technical evaluation factors is significantly more important than price. The technical factors for each phase are listed below:
PHASE 1
a. Prior Experience on Relevant Projects
b. Past Performance on Relevant Projects
PHASE 2
c. Management Plan, Key Personnel, Staffing Plan
d. Small Business Utilization Plan
Following receipt and evaluation of all Phase 1 proposals, the Contracting Officer will notify all firms of their ratings for both Phase 1 evaluation factors which account for 60% of the technical proposal. The Contracting Officer will also advise any firms receiving a rating of “unacceptable” on either Phase 1 technical factor that they are highly unlikely to be selected for award based upon their Phase 1 technical ratings. However, no firms will be eliminated from competition following Phase 1.
The Phase 2 process will require the submission of technical and price proposals from each offeror for separate evaluation by the Government.
Note: The Government intends to evaluate the proposal and award a contract without discussions with offeror (other than exchanges conducted for the purpose of minor clarifications). However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Therefore, the initial offer should contain the offeror's best terms from a price standpoint.
