About this file

This is a Questions and Answers (Q&A) document for federal contract opportunity 47PC5326R0015, addressing inquiries related to plaster repair and painting work at a courthouse facility.

The scope of work involves plaster repairs and interior painting on the third floor of the courthouse. Ceilings are excluded from the repair scope, but painting will extend floor to ceiling and 6 inches on both sides of repairs using specified Sherwin Williams products: Pro Industrial DTM Acrylic 6258 Tricorn Black Semi-Gloss for doors and ProMar 200 Zero VOC Interior Latex 6119 Antique White Eggshell for walls. Only the hallway side of doors and frames will be repainted; wooden doors are excluded. Work is restricted to normal business hours with requirements for continuous hallway access and dust control measures. The Government will supply hazardous material reports confirming no asbestos in work areas. Contractor personnel requiring work duration under 14 days need only escorting clearance; longer durations require badging clearance under HSPD-12 compliance, with additional time allocated for processing. GSA will provide a designated storage area accessible through the loading dock with security scanning required for all equipment and materials. Phasing is contractor-discretionary provided the period of performance is met, though some timing restrictions may apply to door painting based on agency coordination. A bid bond is not required; however, payment bonds and an irrevocable letter of credit are mandatory per FAR 28.102-1(b)(1) for this construction contract.
