About this file
This document is Amendment #1 to a Request for Proposal (RFP) for GSA Solicitation 47PC5326R0004, Hanley VBA 5th Floor Construction, issued May 5, 2026. The amendment provides responses to nine pre-bid questions submitted by potential contractors and clarifies key proposal requirements and project specifications.
Proposal and Technical Requirements: Contractors must submit GSA Form 527-21 individually if proposing as a Joint Venture; the three required past performance examples are only needed from the company bidding on the project, with JV partners falling under the Primary General Contractor's umbrella. For staffing plans, contractors must provide an organization chart as it relates to the project with resumes required only for two key personnel positions. The authorized signer on the pricing proposal must be listed as an approved point of contact on the offeror's SAM.gov profile. Contractors should submit the GSA PBS Past Performance Questionnaire (Attachment 5) rather than CPARs, and may prepare their own Proprietary Information Agreements for government review and acceptance.
Project Specifications: Casework and cabinetry requirements are specified under Section 064116 Plastic Laminate Clad Architectural Cabinets. The work involves design documents and construction in multi-story, occupied buildings. The project requires HVAC controls integration with the existing Niagara frameworks by Tridium (N4) system, with Stark identified as the primary vendor performing controls work in the Hanley Federal building.
