28 Are Metalaire products acceptable? They are not a listed manufacturer. The contractor shall provide a letter of performance equivalency if the hired contractor proposes a manufacturer not listed in the specifications.

How is the general contractor meant to price the abatement work? There is no defined scope of work. General Note 6 under ASBESTOS GENERAL NOTES on H-001 states "CONTRACTOR IS RESPONSIBLE

FOR VERIFYING QUANTITIES AND LOCATIONS OF ALL ASBESTOS

CONTAINING MATERIALS. FAILURE TO DO SO SHALL NOT RELIEVE

THE CONTRACTOR OF ITS OBLIGATION TO FURNISH ALL LABOR

AND MATERIALS NECESSARY TO PERFORM THE WORK." When does the contractor have the opportunity to verify quantities during the bid process? Are we providing a unit price for a single penetration with a quantity to be confirmed later via equitable adjustment or contract adjustment?

There is no asbestos abatement in the project scope. Note #6 would only apply if any ACM is encountered during the course of the project that needs to be abated. Notes #3 and #4 refer to O&M procedures which are a GSA requirement for performing work in the building. The H-001 notes will be updated to be more clear in this regard.

https://www.sba.gov/sites/default/files/2024-03/FY24_Final_Goals.pdf.

*UPDATED*

There is not adequate information in the bid documents to prepare an abatement price. General Note 5 under ASBESTOS GENERAL NOTES on H-001 states "COMPLETE ABATEMENT OF ASBESTOS

CONTAINING MATERIALS IS NOT INCLUDED IN THIS PROJECT. THE

SCOPE OF WORK IS LIMITED TO CLEANUP OR ABATEMENT OF

ACM ONLY AS NECESSARY TO FACILITATE THE PROJECT." General Note 3 under LEAD GENERAL NOTES on H-001 states "LEAD

ABATEMENT IS NOT INCLUDED IN THIS PROJECT. DISTURBANCE

OF LEAD-BASED PAINT SHALL BE LIMITED TO ONLY THAT WHICH IS

NECESSARY TO FACILITATE THE FIRE ALARM UPGRADE PROJECT."

- Who determines what is "as necessary" at the time of bid to determine the scope of work for pricing?

- Please define the work that will impact the cited asbestos or lead-based paint in each work area.

- Please define the cited components that will be impacted by the scope of work in each work area on each floor.

- What is the basis of work for the Internal Government Estimate for this portion of the bid?

Asbestos abatement is not in the project scope at this time. Notes #3 and #4 refer to O&M procedures which are a GSA requirement for performing work in the building. Bidders will need to account for the O&M procedures. The H-001 notes will be updated to be more clear in this regard. The locations that were within the scope of the hazardous materials surveys where O&M procedures are needed to enter the ceiling to perform work will be identifeid in the other H-series drawings for further clarity. Typo regarding fire alarm project will be corrected. The location of components containing lead-based paint are identified on the drawings. Contractor will need to determine the extent of lead-based paint disturbance, if any, that is necessary to perform work on the project. Level of disturbance depends on the means and methods for performing the construction work. Internal Government Estimate figures cannot be shared.

Drawing H-001 references a LIMITED HAZARDOUS MATERIALS SURVEY REPORT, DATED AUGUST 11, 2023 and REVISED FEBRUARY 14, 2024. We do not see this document included with the bid Exhibits. Please share this document.

Refer to Hazardous Materials Survey Report provided.

32 Contract Specifications are missing spec section 028200 ASBESTOS as listed in the Specifications Table of Contents. Please share this document. Refer to the updated specifications.

Sheets H-120 - H-129 note the following, “Work in plenum other than visual assessment requires asbestos O&M procedures including negative pressure, tent, and proper PPE due to presence of residual ACM fireproofing debris. Any debris generated must be HEPA vacuumed and treated as asbestos-contaminated debris.”

- Please define the areas in which plenum work, other than visual inspections, will be performed.

- Please define what work will be performed within the plenum spaces.

- How are the plenum spaces accessed?

- If it is known and assumed that ACM debris would be found on horizontal surfaces within the plenum space, will removing the ceiling materials (plaster, sheetrock, ceiling tiles, etc.) be considered disturbing the potential ACM?

- Please quantify the amounts of asbestos that can be anticipated in each work area, on each floor within this project.

Refer to MEP and Architectural drawings to determine what work is necessary within the ceiling spaces. The locations that were within the scope of the hazardous materials surveys where O&M procedures are needed to enter the ceiling to perform work and where making penetrations in CMU walls will be identified in the revised H-series drawings for further clarity. O&M procedures referenced in H-001 notes #3 and #4 are a GSA requirement for working in the building due to the known presence of residual ACM debris from prior abatements. The work is not considered abatement by definition. The amount of material anticipated within each portion of the ceiling cannot be estimated. There is known scattered debris of ACM fireproofing that was removed during prior abatements in ceilings and inside CMU walls.

The Asbestos General Notes call for Asbestos Operations & Maintenance methods.

- As this contract does not require full abatement, do you require the contractor to have an asbestos firm license and for the workers to have O&M asbestos licenses?

- If the contractor/workers do not have asbestos O&M licenses, could a licensed Asbestos Project Designer write the O&M scope of work and oversee the scope of work for the contractor/workers to perform?

- If the contractor/workers do not have asbestos O&M licenses, could a licensed Asbestos Management Planner write the O&M scope of work and oversee the scope of work for the contractor/workers to perform?

- If an O&M scope of work can be created, on behalf of the contractor/workers, by an Asbestos Project Designer or an Asbestos Management Planner, are there any specifications that would be required to be within the scope?

The level of training and personal protective equipment required for the contractors performing work is based on O&M. Operations and Maintenance [O&M] training is a 16-hour course developed by EPA -refer to the OSHA Asbestos Standard for the Construction Industry guidelines, OSHA 29 CFR 1926.1101, and EPA 40 CFR 763.92 for more details on compliance and training requirements. Note that O&M work also requires proper respirator and other PPE use in addition to asbestos work practices. Licensed abatement contractors/workers is not a requirement here, however, may be used as an alternative if O&M level trained workers are not available. This should be detailed in the contractor's work plan. A Management Planner would likely not be able to write a scope/work plan - recommend consulting a Project Designer if needed. The workers still need O&M training - oversight of untrained workers by another asbestos professional is not supported.

The Lead-Based Paint General Notes call for Lead-Safe work practices to be performed.

- As this contract does not require full abatement, do you require the contractor to have an EPA Renovation, Repair, and Painting (RRP) Lead-Based Paint license?

- If the contractor does not have an EPA RRP license, could a licensed EPA Lead Risk Assessor create the Lead-Safe plan and oversee the scope of work for the contractor/workers to perform?

- If the Lead-Safe plan is created by an EPA Risk Assessor, are there any specifications that would be required to be within the scope of work?

GSA will require all workers to have training in accordance with EPA 40 CFR 745.226. Refer to revised specifications 028300 1.9.A. for requirements. All workers must be properly trained - not just the supervisor. Any onsite training provisions for workers is not supported by

GSA.

Is clearance testing a required component of this project?

- If so, will third-party asbestos air sampling and lead dust wipes be provided for this project?

Clearance testing is a requirement. The 3rd party monitoring will be provided via the CMa contract, separately, to include lead wipe sampling and air sampling where required.

What’s the round pipe that feeds by the windows on M-322A, what’s that connecting to and is that at what pressure on water column? (WG.) Is there any work involved on this ductwork?

All existing duct work, etc, are indicated in the lighter line type denoted as ‘Existing’ within our symbols list. These ducts are existing and serve the perimeter. The drawing does indicated new work in these areas

38 Does TAB get performed on the whole floor or only the new work shown on M-322A.

Pre-con air readings are called out to be perform PRIOR to start of demo/construction. On the 22nd floor, this applies to all areas served by the existing overhead air system. Upon completion of the new construction all existing VAV box, Max, Min setpoints to be set per the drawing. Also, water and air testing and balancing to be performed on all new equipment within the project Also refer to the Testing and Balancing specification.

39 What are the acoustical requirements for this project? Do they have same rules as for other federal buildings, e.g. no fiberglass liner?

Acoustic requirements include providing vibration isolation as outlined in the schedules and vibration isolation specifications. Equipment noise levels should not exceed those of scheduled equipment

40 Will there be restraints on noise (i.e. drilling) and shutdowns?

Disruptive work [noisy, odorous, hazardous, etc] that will take place in or adjacent to tenant space [generally floors 20-41] is required to take place after hours. Shutdowns [chilled water, electrical, fire alarm, sprinkler, etc] will need to take place after hours and coordinated with GSA and FBI two weeks in advance.

41 Are equivalent spec manufacturers (Made in USA) acceptable? Any substitutions to the specifications must be submitted and approved.

Will a Design Phase COBie file that contains the same information found on the design drawings be provided by the design engineers once the project is awarded?

A COBie file will be provided after contract award.

43 Is there any priority SOW that needs to be considered for phasing?

The contractor shall follow phasing requirements necessary to maintain chilled water supply to the FBI (except where shutdowns are necessary) and 22nd Floor Optional work phasing. A full phasing plan will still need to be provided by contractors for approval by the Government.

44 Is there occupants on floor 22? The 22nd Floor is occupied.

45 Confirm if all work can be performed during working hours or if weekend/night shifts are to be considered in pricing.

Refer to RFI #40 Response. After hours work can be performed on weekends.

46 For abatement are permit drawings/approval required by the city? Are they to be performed by the GC?

Per the GSA P100 (1.7.4.1.2 Asbestos Pre-Alteration Assessments), GSA will voluntarily adhere to state and local asbestos regulations, in addition to Federal, including notification requirements. Asbestos abatement is not currently within the project scope; however, should abatement become necessary, filing of ACP-7 and other applicable local regulatory compliance will be required.

47 Who is the building FA contractor? Please provide contact info. Refer to RFI #13 Response.

For Option 2 to perform the mechanical work. Is the intend to remove and reinstall the ceiling tile or the intend is to replace with new ceiling tiles?

SOW is not clear on the drawings.

Remove and reinstall.

49 Is CAD drafted shop drawings acceptable? CAD drafted shop drawings are acceptable.

50 N/A RFI withdrawn.

51 In M-344 please confirm if there is enough space to install ET - 44-1 and WF-44-2 . See pdf "RFI51" for relocation of ET-44-1 and WF-44-2.

There are existing equipment and utilities where ET 44 , WF 44 and backwash tank are shown, but no work to relocate them. The location on the wall is between S & R and 9 & 10.

See RFI #51 Response.

Theres an existing roof contractor working on site. Will they be providing the necessary roof openings and curbs, or will this contract have the ability to install roof curbs with temporary flashing and the existing roof contractor would come afterwards and replace our temporary with their own materials to maintain roof warranty under one contractor.

The GC who is awarded this contract is responsible for roof openings and following repairs. Refer to A-501 for details. Roof warranty must be maintained.

Spec section 23 07 00 on page 9 there is a table from ASHRAE Standard

90.1 which has been modified to add types(type 1 type 2 type 3). In the same specification under part 2.1 it lists multiple systems, an some subcontractors would like to bid using these systems. We request that the types listed in page 9 of the modified ASHRAE table be removed to restore the table to the original ASHRAE 90.1 format. This will allow for more competition by insulation subcontractors and a better low bid price with same performance being met.

Section 2.1 lists the acceptable Manufacturer’s.

Page 9 lists the insulation TYPES provided by the acceptable manufacturer’s. Please Note: DT in the table denotes insulation of double the thickness. This is also required for condenser water piping that will be located outdoors or subject to freezing temperatures.

In a word search of the Div 23 specifications there are 80 plus refferences to steam piping, the pipe fitters are asking for the specifications to be adjusted to remove any references to systems not on this project. They stated its creating some ambiguity.

New Steam piping is not utilized within this project. Any steam piping relocates would match the existing material, fittings, pressure, temperatures etc

There is a line in the specifications that there is an additional $35,000 witholding if BIM data is not provided upon delivery of the record documents. Does the Contracting Officer have this amount in the contract language between the Government and Contractor? Are there other allowances in the specifications like this?

The specifications are incorporated as part of the contract agreement that is awarded, so we do not aim to duplicate the language elsewhere.

There are no other allowances in the specifications that GSA is aware of.

In spec section 23 00 00 part 1.19 Record Drawings references these same BIM files. How is the delineation of the BIM work divided Existing building backgrounds and BIM, are we getting this model from AE DOR, is the existing model in compliance with the Record Drawing Requirments.

How much time has the Government included in the project schedule allocated for review, SME review, OE review?

The BIM file is in compliance with all GSA BIM modeling standards. 14 Calendar Days is the typical review period for submittals, including any GC updates to the record documents (per Spec 23 00 00 1.19) which must be reviewed prior to approval for any changes or deviations.

Spec Section 23 00 00 -17 part 1.2, please provide all details for all concrete pads, and who is the Seismic Engineer, the spec says as required by the SE, when do we find out when? This is a build contract, is the GSA asking for the contractor to hire an outside engineer?

Spec Section 23 00 00 -18 1.20 G. The manufacturers are not providing recommendations or willing to take liability for design of seismic restraints, will the DOR provide details for all anchoring of equipment once equipment submittals are completed?

Refer to Specification Section 23 05 48-13 Seismic Controls for HVAC, issued with the RFI responses

Specifications include mention of backfilling, utility and site work, we don’t see any of this work and reducing the unneccery information of the specification will assure a better quality of project. We ask that specification language that is not applicable to the project be deleted.

Refer to updated specifications.

Throughout the technical specifications we are reading many items but cannot corrolate the items in the specifications with items on the drawings.

Have the technical specifications been coordinated with drawings to ensure that everything shown on the drawings is specified. And that everything in the specifications has been shown on the drawings, if not can it be deleted to prevent ambiguity.

Refer to updated specifications.

Spec Section 23 05 29 Specifications state verticle risers shall not exceede 15 feet, Sheet M-501 show riser clamps on floors 28 and 29 and guides for every 3 floors, would the rest would be floating through the core drill holes the rest. Please clarify between specification and M 501.

The 15 foot criteria is for piping supported as noted within Section 2.7 - Formed Steel Channel and Supports.(smaller piping). Larger pipe risers on M-501 must be supported by Pipe Anchors as noted throughout Specification 23 05 29

Spec Section 23 05 29 -3.1 J The specification states supports shall be approved by the Architect, including providing supplementary steel, if required. Shop drawings are to show point loadings and shall be submitted in advance…. How do we quantify the "if required amount of work" during the bid phase? Please provide all required hangers and details and quantities so a take off can be done during the bid.

All equipment and design intent are listed within the Contract Documents. There are no unknowns.

Spec section 23 05 48.16-2 Part 1.4 A items 1 -9 We certainly will provide shop drawings and all hanger locations based on the design drawings.

Please provide the location of all the isolation hangers in the bid documents so we can do a count for the bid. We will need the GSAs AE team to provide the spring diameters, and mounting details so products can be selected. Is the GSA going to have the contractor design all the support systems for the project or will the GSAs design team be responsible for the hanger design.

Refer to specification sections 23 05 48 16 7 – Vibration Isolation for HVAC Piping, Ducts and Equipment, Section 23-05-29 – Hangers and Supports for HVAC Piping, Ducts and Equipment and all associated reference sections along with the HVAC Plans.

The design includes structural steel work for supporting chillers, piping risers etc. This appears to be all of the structural work required on the project, however the piping hangers and electrical hangers specifications section discusses additional steel as required. Does GSA want the contractor to hire an seismic engineer to perform design or is the AE team going to provide the design analysis for all seismic requirments?

The contractor is responsible for hiring the seismic engineer to work on the design associated with all systems for this project.

The existing building system can not be measured as specified in the TAB section due to the fact that not all equipment in the existing system is operational. The Pre TAB report requirments should be amended based on the existing conditions of the plant and infrastructure.

This pre-demo TAB is meant to measure the flow at the terminal equipment on each respective floor served to ensure a benchmark measurement is taken and documented ahead of installing the new water cooled plant. Once the new plant is online, a TAB effort will be required to verify the same flow is being maintained to all of the connected terminal equipment, as measured by the pre-demo TAB report.

The pre testing and measurments shown in the building automation specifcations cannot be performed as many of the pieces of equipment are not in service. We suggest to just have the new system tested and commissioned and remove requirments for pre testing.

23 00 00 – 23 / 1.35 A Its unclear what tests in the factory are required, there should be a detailed list so it can be priced accordingly

23 00 00 – 1 , 1.1, B, 3.

States primary and secondary, doesn’t match drawings, and R134a Refrigerant Note! The EPA Enviromental Protection Agency announced the phase out of R134a in 2015. Which seems to indicate this spec was copied from another project.

23 05 93 - 11.

3.7, A , Balancing Air Systems It is unknown why we are pre-balancing Air systems. Is the entire 22nd floor to be tested. so it can be priced accordingly please ask the GSA SME to find out what is being pre tested.

3.8, A , Balancing Hydronic Systems What is the flow in GPM for each floor? Is that to be balanced?

The question also is for clarification that there is not a pre test for the existing chilled water plant as the existing plant heat exchangers, and some of the other equipment is not functioning. It is known there are problems with the existing plant we are not to pretest. How should the controls contractor price the Pre Testing of existing building air and water systems?

HVAC Equipment requiring factory testing are as follows:

A.Chillers The chillers shall be factory tested in accordance with Section 236416, Part-3 Execution, 3.3 Factory Testing Factory testing must be virtual. Manufacturer shall record full testing and provide test result documentation to the owner. B. Cooling Towers Factory Testing not required. Tower must be CTI Certified As noted within the specification Section 236500, Section 3.4 Field Test, : ‘Within one (1) year after completion of the installation, a CTI certified cooling tower performance test , in accordance with CTI Acceptance Test Code ATC-105, shall be performed by an independent third party in the Owner's presence…’

C. Pumps Factory testing per section 232123.2.2.F of the specifications.

Manufacturer to provide all data obtained during testing. Inspection, startup, adjustment, and balancing is required per the specification.

D. Fan Coil Units Fan coil units do not require factory testing unless required by GSA. If factory testing is required by GSA follow requirements noted in specification section 238219 1.6

See latest spec section 23 00 00 – 1, 1.1, B, 3.

23 05 93 - 11.

3.7, A , Balancing Air Systems No pre-balancing required for 22nd floor work.

3.8, A , Balancing Hydronic Systems Contractor shall take pre-demo TAB flow/GPM measurements at all riser branch take-offs and all tenant water-side equipment. Once the new plant is online, a TAB effort will be required to verify the same flow is being maintained to all of the connected terminal equipment.

There are no pre-balancing measurements required of the existing water-cooled plant, as this plant is currently not in use and will be demolished.
