# Question Response
7 Will the GSA contract with the LEED consultant to certify the building or will that service be part of the GC’s scope of work?
LEED silver certification is a requirement of this project. The CMc contractor team may hire whatever personnel needed to achieve this certification.
8 Can a Rebar steel ratio of concrete elements be given? This level of detail has not been provided as part of the concept design, but will be developed in DD.
Foundation thickness, besides grade beams, which are obtained from data in plans, are obtained from cross sections presented. Do we have more information regarding concrete elements (shear wall thickness, grade beam thickness, cistern details, etc.) This level of detail has not been provided as part of the concept design, but will be developed in DD.
The pre-bid meeting presentation mentioned that the façade will include precast concrete panels. Are we to assume all perimeter concrete walls shown in elevations will be precast? Is there any additional information about pre-cast elements? All perimeter concrete walls on the elevations are precast. Please refer to section 4.4.4 for information on the precast assembly.
Two cisterns are identified in architectural drawings (002 & 008) however, they do not appear in structural drawings. For 002 cistern between the link and tunnel from Sallyport to the courthouse, can we assume that no existing walls are apt to be cistern perimeter walls? Correct.
Cistern 008 appears on the architectural drawings, but it’s not shown in the structural drawings. Are we to assume that this is an above-ground cistern going from the cellar to the first-floor level or below the cellar level? Is the existing stair core wall to be considered not apt to be a cistern perimeter wall? Cistern is above ground from cellar to first floor. Assume new walls at the existing stair to take cistern loads.
The cellar level walls where the existing parking Courthouse parking area is being physically divided from the new area, are those walls to be in concrete or CMU? This wall is located by axis 1E. CMU
As per US Marshal Service (USMS) publication no. 64 prisoner space walls are to be a glazed masonry unit. Are we to assume that on the detention small cell located at the first level between lines 4 & 5, the perimeter wall will be a CMU glazed back-to-back with the concrete louver with glass infill shown in legend as item 6, or is this supposed to be a concrete louver with solid back up wall as shown in legend item 7? If it is a concrete solid backup, the question will be, do we assume back-to-back concrete with Glazed CMU or use a glazed tile for that portion of the concrete backup wall? Will be Item 7 concrete louver wall with solid back-up wall and with glazed CMU.
We want to confirm that the Detention Cell – Large has two cell benches and the Detention Cell – Small has one cell bench, detailed in USMS publication No.64 B7.4.4 Correct
On spec section 01 14 00, when talking about permits, it states that the permits are the CMc’s responsibility as per FAR 52.236-7. How about the endorsements needed to obtain said permits? The typical procedure is design team obtains all required endorsements and then CMc will obtain the construction permits needed. Is this the case for this project? Please clarify meaning of endorsements.
17 CMa and A&E scope is for reference only. Nothing from those documents will be included in our scope, correct? Correct--CMa and A/E SOWs are for reference purposes only.
On publication 64, regarding the storm sewer, it indicates that this system will be provided with strainer and water used for irrigation and flushing demand.
Can you please define flushing demand? Is it to be interpreted that the toilet and urinal flush valve will be supplied from this water? Yes, this water will be considered to be used to flush the toilet and urinals.
How much water would be required to be stored (if required)? Indicate any requirements for stormwater booster system if required. Could condensate drain (indirectly) be connected to stormwater storage for extra water conservation if stormwater storage is a requirement?
30,000 gallons of storm water storage is being considered. The condensate will be collected as well. A stormwater booster system will be required to pump the water need into the building. The final siszing and selection is not available at the moment and is pending final interior layout.
Sanitary, Storm and Condensate states that “drainage piping material will be hub and spigot service weight cast iron pipe”. Is hub-less cast-iron pipe an acceptable alternative? If so, with hub less cast-iron no-hub fittings?
P100 indicates that Sanitary, waste, vent, and storm piping above ground must be hub and spigot service weight cast iron pipe and fittings with compression gaskets conforming to the requirements of ASTM C564 or hubless pipe and fittings must be service weight cast iron pipe and fittings conforming to ASTM A 888 with heavy duty couplings complying with ASTM C1277 and ASTM C1540, stainless steel shield with stainless steel bands (4 straps) with tightening devices. A two strap fitting does comply with code, but a 4 strap is mandatory. ASTM C564 rubber sleeve with integral enter rubber stop will not be accepted.
Sanitary, waste, vent, and storm piping below ground must typically be hub and spigot service weight cast iron pipe and fittings with compression gaskets conforming to the requirements of ASTM C564
21 Will cold water potable water require insulation? Insulation is not required for potable cold water.
22 For non-potable water piping, are plastic in EPVC acceptable materials for this use?
Above ground domestic water piping must beType L copper with lead free soldered joints.
All copper piping used in below ground water applications must be Type K copper with lead free solder joints.
For the fire protection system on publication 64, it indicates that the standpipe and wet system supplies will be separate. Can the primary fire water storage (22,500 gal) be incremented to satisfy both requirements?
As per P100 (7.8.5) Stand pipe and wet sprinkler system must be combined. At the moment we are assuming the stand pipe demand will be greater than the wet sprinkler water flow requirements and we are using that volume for the water storage sizing.
Could filtered storm water be used for fire protection purposes, maintaining safeguards for required levels? If not, could potable water storage be used for fire protection similarly to the Degetau existing building using domestic water for fire protection use? Potable water storage could be use for fire protection.
25 Can valve cabinet requirements be exempted so the valve can be attached directly to the standpipe? At the moment please consider the requirement of valve cabinet with 1.5"hose.
Are the A/E and CMA SOWs included in the solicitation documents for reference only? We want to confirm that the SOW for this solicitation is the CMC.
Correct--CMa and A/E SOWs are for reference purposes only.
The SOW for this Solicitation is the CMc.
In the CMC SOW, page 8 of 35, in section C, the CMC Contractor Team does not mention key LEED Commissioning personnel. However, the project requires LEED Certification.
LEED silver certification is a requirement of this project. The CMc contractor team shall hire the personnel needed to achieve this certification.
28 How many tension piles should we assume in the shearwalls, and what will the tension load be? This level of detail has not been provided as part of the concept design, but will be developed in DD.
Will GSA provide a guard to maintain control of employee access and the entry of materials and equipment during construction, or shall we include the cost of this guard in our proposal? GSA will not provide a guard during night shift work. Please include the cost of guard services for night work in your proposal.
30 If we are required to include the cost of a government-employed guard (to be reimbursed to GSA), what would be the hourly rate for each guard?
Any requirement for guard services at night will be paid by the CMc contractor, not GSA. The estimated hourly rate for 2024 is approximately $36/hr.
The 23.10.06 Hato Rey Annex CMc Solicitation Report > Appendix-H-SPECIFICATIONS does not include Division 2 to Division 13, as specified in the table of contents. The design concept is limited to a table of contents for the design specifications. Sections will be developed in DD.
On Sheet D100, the Legend states that the Existing fuel tank and enclosure remain. This fuel tank enclosure is located between axis 7 & 8 of the new Federal Courthouse Building. As you can see on drawing S-101, grade beams and pile caps are in that area. Can you please clarify if said existing tanks will be moved to a temporary place while foundation works for the building take place? If they are going to be moved, who is responsible for it?
Do you have a preliminary location to calculate the necessary work to make that move? Please clarify how the logistics of moving and relocating will be according to the structural foundation design detailed on sheet S101: The intent is to leave the existing fuel tanks in place. Foundations and related structures will be revised accordingly as part of DD.
Who pays for the temporary utilities (water, sanitary and power) during the construction period? Is there a connection point established for that temporary point of connection, or is just the final point of connection to be used for temporary use?
All temporary utilities will be paid by the CMc contractor. The connection point, whether temporary or permanent, will be determined later in the design process.
In the structural system for the core stairs and elevator shaft walls, can we use a system called SpeedCore system? SpeedCore is a system in which a concrete-filled composite steel plate shear wall core is done instead of the traditional shear wall system. The use of Speed Core can be considered as part of the DD phase.
35 Who will be responsible for the software use if DOD Software is to be used? Additionally, who will be granted the DOD Access?
If needed, access to DoD software may be requested from the GSA. However, the blast design and prescriptive blast loading requirements will be developed by the AE in DD.
Please provide precast connection intention schematics that show the following:
a. Fixed/load-bearing connections.
b. Flexible connections to account for building drift requirements. Please provide inter-story drift.
c. Blast aftermath connection details. (This refers to special provisions connections may need after the blast has occurred) To be developed in DD.
37 Are manufactured connections testing acceptable for use in design? Or do connections require a particular credential certificate? It is not clear which connections specifically this question is referring to. Required testing and/or certifications will be specified in future phases.
38 Please provide precast architectural sheets, including plans, elevations, and sections. To be developed in DD.
39 If possible, please provide sections that include connection schematics. To be developed in DD.
Attachment 1
Can shear seismic resisting walls for cores and others be considered in precast concrete utilizing the ACI’s Guide to Emulating Cast-in-Place Detailing for Seismic Design of Precast Concrete Structures?
a. Will type 2 splices such as NMB Splice Sleeve be acceptable? Precast shear walls shall not be considered as our building does not meet ASCE 7 structural system maximum height limitation of 40 ft.
41 Is the PCI Blast Design Manual (MNL-141) an accepted manual for precast design on this project?
Per P100, architectural precast concrete design must fullow recommendations of the PCI contained in the publication, Architectural Precast Concrete, Current Edition. PCI MNL-141 is appropriate to be used in conjunction with this publication.
42 Please provide the preliminary layout and specification for landscape and irrigation specifications.
Preliminary landscape areas are shown in the architectural plans and are primarily at the entry courtyards and green roofs. Specific planting and soil types, layouts, and irrigation will be developed in DD.
43 Please indicate the percentage of the Bid Bond requirement.
In accordance with FAR52.228-15(b):
(b) Amount of required bonds. Unless the resulting contract price is valued at or below the threshold specified in Federal Acquisition Regulation 28.102-1(a) on the date of award of this contract, the successful offeror shall furnish performance and payment bonds to the Contracting Officer as follows:
(1) Performance bonds ( Standard Form 25). The penal amount of performance bonds at the time of contract award shall be 100 percent of the original contract price.
(2) Payment Bonds ( Standard Form 25A). The penal amount of payment bonds at the time of contract award shall be 100 percent of the original contract price.
