No. Question GSA Response Responded via Amendment No.

1a There is a date and time to submit the project.

Per the solicitation, ALL SUBMISSIONS ARE DUE by 3:00 PM EST / 4:00 PM AST on February 9, 2021.

1b I did not see what format you would like the submission. Hard copy/ies or an electronic submittal?

Qualification Submissions shall be sent in Portable Document Format (PDF) to the Contracting Officer, Hillary Gonzalez, at email address hillary.gonzalez@gsa.gov .

1c Is there any MWBE or SDVOB requirements for this term contract?

There are no Minority and Women-owned Business Enterprises or Service Disabled Veteran Owned Business requirements.

2 The solicitation notes that this is a total small-business set aside with a Small Business Size Standard of $8 million. Does this mean that all consultant firms on the proposing team must be registered Small Business Concerns and fulfill this requirement?

In accordance with FAR 52.219-14 Limitations on Subcontracting, the FAR limits the amount of subcontracting that can be done on a service contract for solicitations that are set aside for small business competition. The requirement is that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the prime contractor.

3 Under the section ‘Submission Requirements’ the solicitation states “The SF330 shall be limited to 50 pages.” Could you please verify if Part II’s are included in the 50 page limit? Additionally, will the cover, dividing tabs, or other such pages be included toward the 50 page limit?

The 50-page limit is a requirement. The cover, tabs/dividers and Part IIs will not count towards the 50-page limit. Past Performance Questionnaires will count towards the limit.

Request for Information Multiple Award IDIQ for A/E Services in Upstate New York

Solicitation No. 47PC0321N0001

4 After reviewing the requirements included within the Upstate New York – Architect- Engineer Services IDIQ Solicitation we would ask that the government adjust the lookback period from 6 years to 7 or 10 years to allow for the Small Business Community to best represent their capabilities of their firm. As the solicitation is directed to the small business community, many firms don't necessarily have projects within the “City Limits” as defined by the requirements of having to show one of their 3 projects within Buffalo, Rochester, Syracuse, Binghamton, Utica, or Albany. Expanding the lookback period of project completion will be helpful to meet these requirements.

The solicitation is amended as follows:

Evaluation Factor No. 1: Specialized Design Experience and Evaluation Factor 4: Past Performance is hereby amended to extend the project completion window from 6 years to 7 years, as follows:

Factor No. 1: Specialized Design Experience (20%) The A/E firm/joint venture shall complete Part 1, Section F & H of the Standard Form 330 for example projects which best illustrate the proposed team’s experience for this contract. The AE firm/joint venture shall submit three (3) projects for which construction is completed not more than 6 years prior to the submission due date of the RFQ, as described…cont.

Amended Factor 1: Specialized Design Experience (20%) The AE firm/joint venture shall submit three (3) projects for which construction is completed not more than 7 years prior to the submission due date of the RFQ, as described…cont.

Factor No, 4: Past Performance (20%) *Other project references may be considered. Note that GSA will not limit its reference contacts to those provided by an A/E firm, instead GSA may choose to contact references independent of those provided. GSA will use government-wide past performance evaluation systems such as CPARS (not to exceed 6 years back), etc

Amended Factor No, 4: Past Performance (20%) *Other project references may be considered. Note that GSA will not limit its reference contacts to those provided by an A/E firm, instead GSA may choose to contact references independent of those provided. GSA will use government-wide past performance evaluation systems such as CPARS (not to exceed 7 years back), etc.

5 In specialized design experience, it says that at least one project must be located in the cities of either Albany, Utica, Binghamton, Syracuse, Rochester, or Buffalo. A higher rating will be given to firms that demonstrate extensive experience in Region 2’s Upstate New York area. We noticed that Ithaca wasn't on the list of cities and were wondering if work there within the last six years would also be acceptable.

Work in Ithaca within the minimum years would be acceptable as a 2nd or 3rd project, but it will not count towards the one project that must be in the required areas.

6 Can you advise if there are any incumbent contractors for this work

There are no incumbent firms. This is a first-time procurement for GSA, PBS Region 2.

7 Is there a place I can look to see who was awarded this contract the last time it was awarded?

Refer to Question & Response # 6. There are no incumbent firms.

8 Can you please clarify for Factor No. 3 Professional Qualifications if you would like the descriptions of Key Team Lead Personnel to follow section E (resumes) of the SF330 with an additional narrative? Or does the “narrative” stated in the solicitation mean Section E resumes? Further, are the three pages for project experience also typically put into the SF330 form, or as a separate narrative?

Factor No. 3 Key Team Lead Members (Program Executive, Lead Architectural Designer and Lead MEP Engineer) using Form 330 Part I, Section E format to provide: education, qualifications, professional registrations and certifications, and professional experience, advanced degrees, awards, commendations, and peer recognition. Limit the Section E response to a single page. In addition, provide three project examples for each Key Team Lead Member, with a three page limit. Each Key Team Lead Member is therefore limited to four pages total, one page of qualifications and three pages for the three project examples For each of the Key Team Members (a through h) use Form 330 Part I, Section E format to provide:

education, qualifications, professional registrations and certifications, and professional experience, advanced degrees, awards, commendations, and peer recognition. Limit the Section E response to a single page per Key Team Member.
