Amendment 0006--Construction Manager as Constructor (CMc) for the Alexander Hamilton U.S. Custom House Water Infiltration Remediation Project
Request for Information Responses Solicitation No.: 47PC0320R0002
May 20, 2021
Question 1: Please clarify if there is any sidewalk work in INACCESSIBLE NYCTA MTA Area ON Drawing S103.
Response 1: The entire building perimeter has proposed sidewalk work. The MTA vaults are fully contained.
Question 2: Please clarify in PLT 01 & PLT 02 detail if the framing members and lath are to be stainless steel or galvanized.
Response 2: The ‘lath’ and its fasteners should be stainless-steel. The framing members of PLT 01 & PLT 02 (not structural beams) shall be galvanized steel.
Question 3: Detail PLT02 shows steel angle and channel. Please advise on what “a”, “b”, and “c” represent.
Response 3: See RFI Response No. 2.
Question 4: Are there any vaults below the building or sidewalk?
Response 4: The entire area below the sidewalk is a double height vaulted area, extending from sidewalk level to sub-basement floor. The sub-basement extends underneath the building too. However if you are asking if there are enclosed vault spaces then there is a vaulted area for Con-Edison along Whitehall Street. Also, there are two (2) oil tank enclosures along Whitehall Street that are partial height, and do not extend up to sidewalk level. Note, there is no work envisioned in these areas. The space below the main entrance steps on the sidewalk, leading to building interiors, could also be considered as vaulted space along Bowling Green side.
Question 5: STN08 has no detail and all quantity of 4480 SF cannot be on location tagged on Bridge Street. Please provide clarification.
Response 5: STN 08 applies to all areaways along State, Bridge and Whitehall Streets. The existing granite at these areaways will be carefully removed and reset once the structural work is complete. The areaway walls extend from the sub-basement level to the sidewalk level. The areaways will be re-built to match the existing, unless otherwise noted. That means maintaining all existing window/louver openings and re-installing the existing metal railing at the sidewalk level. The granite will be reset using stainless steel anchorage and new in-wall flashing will be installed at the sub-basement level and thru-wall flashing at the sidewalk level. Any cracked / damaged granite units will be replaced. Details will be included in the next submission.
Question 6: Please provide clarification detail on WAL 01.
Response 6: There are existing side walls of the enclosures of areaway/mezzanine/ramp which are existing Terra-Cotta or CMU walls. These sidewalls will be removed and rebuilt to match existing size and location when the areaways are re-built with two wythe brick masonry and treated with waterproof coating on areaway side. Details will be included in the next submission.
Question 7: Please provide clarification detail on STN09.
Response 7: There are a few existing window openings inside the areaway which have been sealed with CMU. If no windows or louvers are to be installed at these existing openings, then new granite will be installed at the openings to match the existing when the areaways are re-built. Like the areaway rebuilding, stainless steel anchorage will be installed and any new in-wall flashing, which may be applicable. Details will be included in the next submission.
Question 8: We are really struggling with the page count due to the number of resumes (running two pages each), the schedule, and site logistics plans. While we were extremely grateful to see the extension to 60 pages, would GSA be willing to allow 70 pages?
Response 8: The page limitation for the technical proposal is hereby increased to 70.
Question 9: Have the drawings been submitted to the NYC DOT to obtain any comments on the proposed sidewalk, curb and paving work?
Response 9: The drawings have been designed and prepared based on the NYC DOT comments during the meeting held on 01/19/2021. Since then, the drawings have been updated based on the coordination with other trades and the sidewalk scope of work. Drawings will be submitted to the NYC DOT for future review and comments.
Question 10: Re: WPF 01 – Negative Side Waterproofing at Foundation Wall (Typ) shown on Drawing A 519 – Please clarify whether it is the intent of the detail to apply Crystalline Waterproofing over the Fluid Applied Membrane on the interior side of the foundation wall.
Response 10: The crystalline waterproofing will be installed over fluid applied flashing around any pipe penetrations or over any existing WT steel members to remain.
Question 11: Has the level of the water table around the structure been determined? Have any borings been performed or monitoring wells been installed?
Response 11: No borings have been performed or monitoring wells installed. The nearest location for groundwater data was at Brooklyn Bridge (Manhattan side), and the groundwater was approximately 10’ below the surface. SuperStructures did 4 probes at the perimeter on each side of the building in vicinity of foundation wall, which were approximately 3’-0” deep and no water was encountered. Most of the work entails excavating a 4’-0” depth along curb line to install new waterproofing.
Question 12: Please confirm if the area to the North of the yellow line in the photo attached (the cobblestone area) is the domain of the NYC DPR or the NYC DOT.
Response 12: The cobblestone area north of the sidewalk at Bowling Green is owned by NYC DPR. GSA and SuperStructures have been in contact with them about this project, and they are aware that a section of the cobblestone will need to be removed and reset along the property line. Refer to the attached images which depicts the approximate ownership boundaries.
Question 13: During our walkthrough of the building last week, we noticed black and white scanning targets located throughout the build. Was there a scan done, and is the 3d model available?
Response 13: Yes, there is a BIM model for the project. This will be provided upon award.
Question 14: CMc Design and Construction Phase Services Statement of Work. Section II.B Proposed Duration and Milestone Dates: Please confirm if it is the intent of the GSA to have an “Issued for Construction Set” of Construction Documents which incorporates comments raised by the CMc after the 100% CD submission, or if the 100% CD submission is envisioned as the set of construction documents with which the project will be constructed.
Response 14: The 100% set will include comments from the CMc and all GSA SMEs. The CMc is a stakeholder in design and will participate as part of the team through design.
