About this file
This document contains Requests for Information (RFIs) and corresponding GSA responses regarding Solicitation 47PC0225R0015 for a Multiple Award IDIQ Contract for Design, Build & General Construction Services in New York State under Solicitation Amendment 0002.
The solicitation establishes a firm-fixed price IDIQ contract across four geographic zones in New York State for construction services including design-build and general construction work. Offerors must submit complete, separate proposal packages for each zone they pursue, with proposals due by November 4, 2026. Each proposal requires a technical component (maximum 20 pages excluding past performance and cover page), price proposal using provided Excel sheets, and four past performance project references performed as prime contractor within the last six years and substantially complete by solicitation close. Labor CLINs must include fully burdened rates excluding profit, overhead, bonding, and insurance, which are applied separately; other CLINs follow specific price proposal sheet descriptions. The offered CLIN prices are firm-fixed for all locations within a zone with no location-specific adjustments permitted, though project-specific management, supervision, mobilization, and site condition variations are addressed at the task order level. Offerors must maintain active SAM registration at proposal submission and enter their UEI number on the SF 1442 cover page; annual representations and certifications are completed electronically in SAM. Email submissions are limited to 50MB total per email and may contain multiple zone submissions if clearly identified. The solicitation permits use of the same or different project references across zones, allows recreation of required Excel templates as PDF documents, and requires electronic copies of previously submitted PPQs to be included rather than referenced.

RFIs - Solicitation 47PC0225R0015 - Multiple Award IDIQ Contract for Design Build & General Construction Services - New York State
Solicitation Amendment 0002
1. For bidding purposes, please provide the applicable material and project specifications for the work.”
GSA Response: For the purposes of responding to this solicitation, offerors should use the information provided in the referenced pricing sheet to price their proposals; although Task Order specific material and equipment may vary and will be specified at the Task Order level.
2- If a contractor was a Mentor to a Protégé for projects, are they able to list these projects on the Past performance or Similar Experience forms?
GSA Response: See Solicitation requirements under Solicitation section VI.F. - Non-Price Factors. As indicated in Section VI.F (1), second paragraph: “The Offeror shall be required to complete and submit their Experience on Similar Projects Offeror Form – Project Fact Sheet (Attached) with their proposals for a total of four (4) completed projects, performed as the prime contractor within the last six (6) years per the submission requirements stated below…..”
3. The Solicitation documents only show a standard SF1442 but not does not specify any particular Zone. Can we use the same SF 1442 for providing pricing for each Zone or will a Zone-specific SF 1442 be issued?
GSA Response: The included 1442 can be used for any Zone the offeror will be applying for but the submission is individually per Zone. As stated in Solicitation Section II.B., “the proposal submission shall be submitted in two separate electronic documents for each Zone application to include the Zone Number being applied for in Portable Document Format (PDF). If applying for more than one Zone, the offeror must submit complete full proposal packages individually for each Zone.”
4. Please confirm if offerors may include a cover page for the proposals that is excluded from the official page count for both the price and technical proposal.
GSA Response: Offerors may include a cover page. Note the page limit is for the technical offer (excluding past performance). See Solicitation Section II.B, second paragraph indicates: “....All information necessary to evaluate the offeror’s technical proposal must be contained in the offeror’s submission. The Technical offer shall not contain any pricing information. The Technical offer shall have a maximum 20 Page limit (excluding past performance)...”.
5. In Amendment 01, the response to RFI No. 6 states: "Yes, as stated on page 60 of the Solicitation, Offerors may resubmit questionnaires previously submitted with other proposals or may obtain an updated/new PPQ from a client for any submission. However, those PPQs previously submitted for other solicitations cannot be incorporated by reference into the proposal." Could GSA please clarify what is meant by "incorporated by reference into the proposal"? Specifically, does this mean that Offerors must physically include copies of all PPQs within the current proposal submission and may not simply refer GSA to PPQs submitted under prior solicitations?
GSA Response: “Incorporated by Reference” means to simply refer GSA to PPQs submitted under prior solicitations which will not be acceptable. The requirement for PPQs previously submitted for other solicitations is to actually include the electronic copies of those PPQs in the proposal submission.
6. The solicitation's page 59, Section VI.F.(2), allows for the submission of performance recognition documents received within the last ten (10) years; may offerors submit awards, commendations, and other performance recognition documents associated with projects that are not included as past performance references?
GSA Response: Yes.
7.. Per Section VI.F.(2) on page 59 of the solicitation, will performance recognition documents (e.g., awards, commendations, and letters of recognition) included within the technical proposal count toward the overall page limitation?
GSA Response: As stated in RFI 4 above, the page limit is for the technical offer (excluding past performance).
8. Regarding the requirement to provide an Active SAM registration, may offerors satisfy this requirement by providing their active UEI number, or should a copy of the entity's SAM.gov registration record be included with the proposal?
GSA Response: In accordance with Solicitation section II.C, paragraph (3)(a) indicates “Offerors are reminded their SAM registration status must be “Active”, at the time their offer is submitted, to be considered for award (see 52.204-7)...”. , In accordance with FAR Clause 52.204-7, the Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation “Unique Entity Identifier” followed by the UEI that identifies the Offeror's name and address exactly as stated in the offer.
9. Will completed projects performed under task orders be viewed more favorably during the evaluation than projects performed under standalone contracts?
GSA Response: See Solicitation Section VI.F.(1) - Factor 1: Experience on Similar Projects. The last paragraph lists the project characteristics that will be considered more favorable.
10. The solicitation requires the submission of minimum four (4) similar project references to demonstrate relevant experience. Please clarify whether there is a maximum number of project references that may be submitted and whether the Government prefers offerors to provide only the minimum four references or to include additional relevant project references for consideration.
GSA Response: The requirement is for a total of 4 projects. See Solicitation Section VI.F.(1) - Factor 1: Experience on Similar Projects. The second paragraph indicates: “The Offeror shall be required to complete and submit their Experience on Similar Projects Offeror Form – Project Fact Sheet (Attached) with their proposals for a total of four (4) completed projects, performed as the prime contractor within the last six (6) years per the submission requirements stated below. Submitted projects must be substantially complete by the closing date of this solicitation…..”
The paragraph related to “ Detailed Minimum submission requirements” is related to the minimum characteristics required for all four projects.
11. Please confirm whether project references submitted for one zone may differ from those submitted for another zone if an offeror elects to compete in multiple zones, or whether the same project references must be used across all zone submissions.
GSA Response: It is the offeror’s choosing to either submit the same project references for multiple submissions or to submit different references per zone when competing in multiple zones. In accordance with Solicitation Section II.B, if applying for more than one Zone, the offeror must submit complete full proposal packages individually for each Zone. Also, see requirements of Non-Price Factors in Solicitation Section VI.F.
12.. If an offeror elects to submit proposals for multiple zones, please clarify whether a separate email submission is required for each zone or whether evert zone submission may be included within a single email, provided the proposal materials are clearly identified by zone
GSA Response: There is no requirement for separate emails for each Zone. The requirement is for separate complete packages per Zone. See Solicitation Section II.B. Proposal Format, 4th paragraph indicates: “The proposal submission shall be submitted in two separate electronic documents for each Zone application to include the Zone Number being applied for in Portable Document Format (PDF). If applying for more than one Zone, the offeror must submit complete full proposal packages individually for each Zone”.
However, the email system used may have a size limit on attachments to be included.
13. Please clarify the maximum email attachment size that the Government's email system can accept for proposal submissions, including both the maximum size of any individual attachment and the maximum total size permitted per email.
GSA Response: 50MB total limit per email
14. For evaluation purposes, would it be advantageous for offerors to provide different past performance projects for each zone, or may the same past performance projects be submitted across multiple zones, provided the projects meet the applicable evaluation criteria and experience requirements?
GSA Response: See response to Question 11. above.
15. We respectfully request that the Government reconsider allowing the submission of CPARS reports as acceptable past performance documentation. As the Government’s official contractor performance evaluation system, CPARS provides objective and comprehensive assessments of contractor performance and can be readily validated when accompanied by the applicable contract information and points of contact. Allowing CPARS reports as an alternative would provide the Government with reliable and verifiable past performance Information.
GSA Response: The Government already has access to CPARS information and may review the same as other sources of information. See Solicitation Section VI.F(2), fifth paragraph.
16. For past performance evaluation purposes, will projects located within the proposed zone be viewed more favorably, or will project references be evaluated solely on their relevance and compliance with the stated evaluation criteria, regardless of location?
GSA Response: See Response to Question 9. Above.
17. Should each CLIN unit price include fully burdened direct costs, including prevailing wages, fringe benefits, payroll taxes, applicable insurance, materials, equipment, and other direct expenses, with indirect costs, overhead, and profit applied separately through the Price Sheet Breakdown?
GSA Response: The CLIN unit price is per the description of each item in the price proposal sheet. For the labor position CLINS, they must be fully burden rates except profit, overhead, bonding and insurance which is applied at the bottom of the spreadsheet. For the other CLINS follow the description requirement in the price proposal sheet, to include labor, material and equipment. Overhead, profit, bonds and insurance are added at the bottom of the spreadsheet.
18. Should project management, site supervision, general conditions, and administrative costs be included in the overhead and indirect cost percentages or directly in the applicable CLIN unit prices? Are there any limitations on the overhead and profit percentages?
GSA Response: Project management, site supervision, and general conditions are not to be included at the IDIQ level. Those are project specific costs that will be negotiated at the task order level. See Solicitation Exhibit 8 - Task Order Award Procedures, Section 3.5.
The overhead and profit must be found fair and reasonable and in accordance with industry standards. As stated in the solicitation section II.B: ”Offerors are cautioned to make their initial proposal their best offer. In accordance with FAR 52.215-1(f)(4) the Government intends to award on the basis of initial proposals….”
19. Since prevailing wage rates vary by location, should contractors use a single blended unit price for each CLIN, or will location-specific price adjustments be permitted?
GSA Response: The offered price for a CLIN for a specific zone will be the firmed-fixed price for all projects within that Zone, meaning all locations within a zone must be considered in the Firm-Fixed Price offered for all CLINS. Location-specific price adjustments will not be performed.
20. How should contractors account for differences in project size, complexity, duration, site conditions, and working-hour restrictions when preparing CLIN unit prices?
GSA Response: Those conditions will be addressed and negotiated at the task order level and not at the IDIQ level. See Solicitation Exhibit 8 - Task Order Award Procedures, Section 3.5.
21. Will project-specific management, supervision, mobilization, and demobilization costs be priced separately at the task order level, or must these costs be included in the established CLIN unit prices?
GSA Response: See response to question 20. above.
22. Since the GSA Price Sheet includes an annual escalation rate, how will significant increases in labor, material, or equipment costs beyond the proposed escalation rate be handled during contract performance? Will additional price adjustments be permitted?
GSA Response: As stated in Solicitation section VI.E, each CLIN price will be submitted as a Firm-Fixed Price Offer. Escalation rates should consider any increases in labor, material or equipment. No additional price adjustments will be permitted. Proposed prices must be found fair and reasonable. As stated in the solicitation section II.B: ”Offerors are cautioned to make their initial proposal their best offer. In accordance with FAR 52.215-1(f)(4) the Government intends to award on the basis of initial proposals….”
23. Is the intention of “minimum labor/equipment charge” line items with units of “Job” to provide a minimum quantity in the form of a flat rate, so that if a solicitation requires a small quantity for a type of work the “Job” rate would apply if higher than the product of the quantity and related unit rate.
GSA Response: Yes. The “minimum labor/equipment charge” line items with a unit of measure of “Job” are intended to establish a flat minimum charge for the applicable work category when the quantity of work is small. For a task order or change order, if the extended price calculated using the applicable quantity-based unit rate is less than the corresponding “minimum labor/equipment charge” line item, the “Job” rate may be applied as the minimum charge for that work category.
24. The solicitation requires past performance projects to have been performed within an occupied office building while business operations were maintained. Would the Government consider a project with a total value exceeding $10 million that began as ground-up construction if the offeror specifically highlights and evaluates only the later interior construction activities performed after the building was completed and occupied, while normal building operations were underway? Would such a project satisfy the occupied space experience requirement?
GSA Response: Such a project would be considered and may satisfy the occupied office building requirement under the Experience factor only if the interior construction activities while the building was occupied complies with the “Detailed Minimum Submission Requirements” at the specified dollar values in those requirements under Section VI.F.(1). In other words, only the interior construction activities performed after the building was completed and occupied, and its related / corresponding value, would be evaluated under the Experience Factor.
25. Each zone includes multiple Davis-Bacon wage determinations with varying rates. Please confirm whether bidders should use location-specific rates or the highest rate for each labor classification across the zone. If another determination applies, please identify it.
GSA Response: See response to Question 19. Above.
26. Solicitation Section II.C(1) asks Contractors to enter the Contract Price "in Block 17 of the SF 1442". In Block 17 we plan to enter the base year amount, the four option year amounts and a total of all five, taken from the Exhibit 3 workbook "Total Proposal" row. Can you please confirm this is acceptable?
GSA Response: Yes, block 17 must include the contract price consisting of the base year and the four option years.
27. Solicitation Section II.B asks for "two separate electronic documents" per Zone, both PDF files. The Price Proposal Sheet, Exhibit 3, was issued as an Excel workbook. Please confirm whether GSA would also like the completed Excel workbook submitted alongside the two PDF files.
GSA Response: Yes, the Excel Price Proposal Sheet, Exhibits 3a, 3b, 3c, or 3d can be submitted alongside the two PDF files.
28. General - Due to complex requirements and the need for PPQs, will the government please extend the proposal due date by 10 days?
GSA Response: Solicitation Amendment 0002 is extending the offers due date through November 4, 2026.
29. Solicitation, VI.F. Non-Price Factors, Factor 1: Experience on Similar Projects - This section requests writeups from "offerors." Are offerors permitted to use past performance examples of major subcontractors?
GSA Response: As stated under Factor 2: Past Performance, in the Solicitation Section VI.F., “The offeror must submit a PBS Past Performance Questionnaire (PPQ), completed by the applicable client, for each project proposed for in Factor 1, Experience on Similar Projects…”.
Further, Factor 1, Experience on Similar Projects under Solicitation Section VI.F, indicates: “The Offeror shall be required to complete and submit their Experience on Similar Projects Offeror Form – Project Fact Sheet (Attached) with their proposals for a total of four (4) completed projects, performed as the prime contractor within the last six (6) years per the submission requirements stated below. Submitted projects must be substantially complete by the closing date of this solicitation….
30. Solicitation 47PC0225R0015_Exhibit 4 - Experience on Similar Projects Offeror Form - This is an Excel file. How are offerors to present this information in the submitted document -- can we recreate the template within the proposal as a Word document, portrait orientation?
GSA Response: Either the Excel file or a recreation of the template in pdf is acceptable.
31. Solicitation, 19. Construction Off-Ramping/On-Ramping, (b) Construction On-Ramping Procedures - Instructions are split up into (i) Zone 1 and (ii) Zone, 2, Zone 3, Zone 4. Do the paragraphs that begin with "When the Government has made a determination to off-ramp a contractor" under (ii) apply to (i) and (ii) or only to (ii)?
GSA Response: The Construction Off-Ramping/On-Ramping Procedures apply to all four Zones as stated in Solicitation Section V.B., subsection 19. The paragraph that begins with "When the Government has made a determination to off-ramp a contractor…" at the bottom of page 50, applies to paragraph 19(b)(i) and 19(b)(ii).
32. Solicitation, II.B Proposal Format, (1) Price Proposal File, (c) Price Sheet (Attached) - Solicitation states to submit "Price Sheet (Attached)." Please clarify -- for each Zone, are offerors to submit a filled out "SUPPLIES OR SERVICES" sheet from the file "Solicitation 47PC0225R0015_Exhibit 1 - SF-1442" as well as a separate Excel file price proposal sheet?
GSA Response: The proposal submission is for individual complete full proposal packages per Zone if applying for more than one Zone. See response to Question 3. above. For the Excel file price proposal sheet, there are four (4) price proposal sheets included in the solicitation as exhibits, one for each Zone.
33. Solicitation, II.B Proposal Format, (1) Price Proposal File, (h) Any other information required by the solicitation - Please give a list of any information that would be required in this section.
GSA Response: It is the contractor's responsibility to read the solicitation document in its entirety to ensure their offers' submissions are complete and inclusive of all required documentation and/or information stated in Section II.B or elsewhere in the solicitation, such as included Notes or Exhibits.
34. Section II.C Price Proposal (page 10 of 62) – states: “Indicate the Base Contract Price, or if no such distinction is made, the Contract Price, in Block 17 of the SF 1442…”. The SF1442 provided also includes pages 3 and 4 with pricing line items for the Base Year and Option Years 1 thru 4 which are generated from the Exhibit 3c spreadsheet. Please confirm that only the Base Year price is to be entered in Block 17 of the SF1442, or clarify otherwise.
GSA Response: See response to Question 26. Above.
35. Section II.B Proposal Format, Price Proposal File item (e), (page 8 of 62) – requires: “Annual Representations and Certifications (Digitally via SAM)”. Exhibit #11, Proposal Submission Checklist, lists an item “Annual Representations and Certifications in SAM”. Please clarify if a copy of the Annual Representations and Certifications from SAM are to be included in the Price Proposal File or will GSA refer to SAM for this information.
GSA Response: See Solicitation Section II.B., Note 1, Representations and Certifications. As indicated in this Note 1, “Offerors are reminded that the SAM registration status must be “Active”, at the time their offer is submitted, to be considered for award (see 52.204-7). Offerors submitting a proposal in response to this Solicitation shall complete electronic Annual Representations and Certifications in conjunction with required Entity registration in System for Award Management (SAM), accessed via System for Award Management….”.
