About this file
This file is a Request for Information (RFI) containing questions and answers related to Solicitation 47PC0225R0015, a Multiple Award IDIQ Contract for Design Build & General Construction Services in New York State.
The solicitation involves a GSA IDIQ contract for construction services across four geographic zones in New York State. Key requirements include: offerors must submit four completed projects performed as prime contractor within the last six years, with projects specifically performed in occupied office buildings that maintained business operations during construction; projects must be substantially complete by solicitation closing; offerors may apply for one, multiple, or all four zones with separate electronic PDF submissions required for each zone; bonding capacity of at least $10 million single-project and $20 million aggregate is required at the IDIQ level; pricing is based on unit rates for line items with total evaluated price calculated by adding all options to the basic requirement; and past performance must be documented via completed Past Performance Questionnaires (PPQs) from clients, not CPARS evaluations. The RFI clarifies that joint ventures may submit experience where the JV was a partner, subject to 13 C.F.R. 125.11; previously completed PPQs of similar format may be resubmitted but cannot be incorporated by reference; and substantial completion is defined per GSAR Clause 552.211-70, requiring the contractor to complete all work and obligations so the Government may enjoy intended access, occupancy, and use without impairment or contractor interference.

RFIs - Solicitation 47PC0225R0015 - Multiple Award IDIQ Contract for Design Build & General Construction Services - New York State
Solicitation Amendment 0001
1- Section VI.F Factor 1: Experience on Similar Projects – the solicitation states that the Offeror is to submit a total of four (4) completed projects, performed as the prime contractor. Would the Government accept projects that were completed by a prime contractor Joint Venture in which the Offeror was a partner in the Joint Venture?
GSA Response: See Solicitation Amendment 001 incorporating additional language related to Joint Ventures in Section II.F, Section VI.F, and Section VI.G. A prime contractor may submit experience and past performance in which it was a partner in a Joint Venture, subject to 13 C.F.R. 125.11.
2- With reference to the subject RFP, can you clarify if an offeror must submit on all four zones or can an offer respond to one (or more, but not all) zones only?
GSA Response: Offerors may submit a proposal for one Zone, more than one Zone or all Zones. See Solicitation Section II.B. Proposal Format, 4th paragraph indicates: “The proposal submission shall be submitted in two separate electronic documents for each Zone application to include the Zone Number being applied for in Portable Document Format (PDF). If applying for more than one Zone, the offeror must submit complete full proposal packages individually for each Zone”
3- I have a question regarding the project experience requirement for work performed in occupied office buildings that remained operational during construction. Would completed renovation projects performed in occupied schools or other institutional facilities that remained operational during construction be considered comparable experience for this requirement, or must the submitted projects specifically involve office buildings?
GSA Response: As stated in Solicitation Section VI.F, Factor 1: Experience on Similar Projects, under Detailed Minimum Submission Requirements, “Each similar project shall be performed in an occupied office building, that maintained business operations during construction”.
4- Page 8 of the solicitation discusses commercial package and USPS mail delivery. Page 9 of the solicitation requests two separate electronic documents be submitted. Please confirm if hard copy or electronic proposals should be submitted.
GSA Response: Proposals shall be submitted in electronic format. See Solicitation Section II.B.
Proposal Format, 4th paragraph indicates: “The proposal submission shall be submitted in two separate electronic documents for each Zone application to include the Zone Number being applied for in Portable Document Format (PDF).
5- Page 58 of the solicitation notes that “Submitted projects must be substantially complete…” Can you please provide a definition of what is considered substantially complete?
GSA Response: See GSAR Clause 552.211-70, Substantial Completion (Mar 2019). Paragraph (a)(2) of this clause states: ”...the work shall be deemed “substantially complete” if and only if the Contractor has completed the work and related contract obligations in accordance with the contract documents, such that the Government may enjoy the intended access, occupancy, possession, and use of the entire work without impairment due to incomplete or deficient work, and without interference from the Contractor's completion of remaining work or correction of deficiencies in completed work.”
6- Page 60 of the solicitation notes that Offerors may resubmit questionnaires previously submitted with other proposals or may obtain an updated/new PPQ from a client for any submission. Then states Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other Solicitations. Please confirm if previously completed PPQs of similar format (i.e., NAVFAC/USACE PPQ) may be submitted with our proposal response.
GSA Response: Yes, as stated in page 60 of the Solicitation, Offerors may resubmit questionnaires previously submitted with other proposals or may obtain an updated/new PPQ from a client for any submission. However, those PPQs previously submitted for other Solicitations cannot be incorporated by reference into the proposal.
7- Can CPARS be submitted in place of PPQs to demonstrate past performance ratings for the Factor 1 projects?
GSA Response: No. See Solicitation requirements under Section VI., Factor 2: Past Performance
8- Could you please clarify how bidders should develop their unit pricing without estimated quantities, and how the Government intends to evaluate and compare the proposed unit rates among the bidders?
GSA Response: This solicitation is for IDIQ type contracts (Indefinite Delivery / Indefinite Quantity). As requested in the Price proposal Sheets, offerors are to provide the per unit price for each line item. In accordance with Solicitation Section VI.E., Total Evaluated Price, the
Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). Total Evaluated Price shall be calculated using the prices indicated in the Price Proposal (Pricing Sheet).
9- For an offer submitted by a joint venture, may the Government evaluate relevant experience and past performance of the individual joint-venture members where the joint venture itself does not yet have separate past performance?
GSA Response: See Solicitation Amendment 001 incorporating additional language related to Joint Ventures in Section II.F, Section VI.F, and Section VI.G.
10- For the IDIQ-level bonding capability requirement of at least $10M single-project and $20M aggregate, may the required bonding evidence be based on the bonding capacity available to the joint venture through one or more JV members, or must the joint venture entity itself already hold a separate surety letter in its own name at proposal submission?
GSA Response: The joint venture entity must provide the required bonding evidence as required by the Solicitation. See full requirements in Solicitation Section II.C, paragraph (3)(c)(i).
11- Do the projects that we are including for the Past Performance Questionnaire and Experience on Similar Projects Form need to be completed within a certain time frame? For example, within the last 5 years? Or is there no limit on when the projects were completed?
GSA Response: As stated under Factor 2: Past Performance, in the Solicitation Section VI.F., “The offeror must submit a PBS Past Performance Questionnaire (PPQ), completed by the applicable client, for each project proposed for in Factor 1, Experience on Similar Projects…”.
Further, Factor 1, Experience on Similar Projects under Solicitation Section VI.F, indicates: “The Offeror shall be required to complete and submit their Experience on Similar Projects Offeror Form – Project Fact Sheet (Attached) with their proposals for a total of four (4) completed projects, performed as the prime contractor within the last six (6) years per the submission requirements stated below. Submitted projects must be substantially complete by the closing date of this solicitation….”
12. Are CPARS Evaluations able to be submitted in lieu of the Past Performance Questionnaire?
GSA Response: See response to Question 7 above.
