About this file
This is a Standard Form 30 (Amendment of Solicitation/Modification of Contract) for solicitation 47PB5126R0038, issued by the GSA PBS OAM Capital Projects Division, Zones 1 & 2 Branch for Construction Services for the Gate 7 Parking Garage at St Elizabeths West Campus, SE Washington, DC. Amendment 0002, effective October 22, 2026, makes three substantive changes to the solicitation. The pre-proposal conference is canceled and will be rescheduled for Phase 2. All RFI questions and responses are attached and incorporated into the solicitation. The proposal due date and time is extended from October 26, 2026 at 4:00 PM Eastern Time to November 9, 2026 at 4:00 PM Eastern Time. All other terms and conditions remain unchanged.
The amendment incorporates two Request for Information responses. The first RFI clarifies that Safety Manager candidates may substitute 20 years of safety-related construction field experience for the required bachelor's degree, provided they hold a Board of Certified Safety Professionals (CSP) certification and have completed two relevant projects within the past ten years. The second RFI clarifies that offerors must submit past performance information for two recent relevant construction projects with required PPQ documentation under Factor 4 (Past Performance), and that these projects may be either the same or different from projects submitted under Factor 2 (Relevant Experience), with the Government evaluating only the first two projects submitted under each factor. Offerors must acknowledge receipt of this amendment prior to the extended proposal submission deadline.

1 SOW
The SOW includes the following requirements, “ The Safety Manager must have a bachelor’s degree or higher education in a safety-related field and have ten or more years of site construction safety management experience.” The RFP additionally indicates that all key personnel must have a minimum of two relevant projects completed within the past ten years in which the individual served in a similar role. Would GSA consider revising the Safety Manager requirement to accept 20 years of safety-related experience in the construction field, a certification from the Board of Certified Safety Professionals, and two relevant projects completed in the past 10 years, in lieu of the B.S. degree?
Yes, a person who has worked in safety for 20 years can use that experience to substitute for education AS LONG as it's their primary job and focus on projects, they have a CSP, and have two projects meeting the requirements.
Factor 4: Past Performance of Offeror, Solicitation pag 18
Can the Government please clarify the intent of the two additional project sheets under Factor 4? Specifically, should offerors provide two entirely new project sheets in addition to the Factor 2 projects and Factor 4 PPQs, or was the intent solely to request PPQs/CPARs for the previously mentioned Factor 2 projects?
Factor 4 (Past Performance), requires PPQ information for relevant construction projects submitted.
Offerors shall submit past performance information for two (2) recent relevant construction projects and provide the required PPQ information (attachment 2) for those two projects as listed in the solicitation.
The two projects submitted under Factor 4 may be the same projects submitted under Factor 2 (Relevant Experience) or may be different projects, at the Offeror’s discretion.
If an Offeror submits different projects under Factor 4 than those submitted under Factor 2, the Offeror must comply with all submission requirements for Factor 4. The Government will evaluate only the first two projects submitted under each factor.
