Responses to Questions for Solicitation 47PB0124R0002

General Questions

1. Can a single person fill multiple labor categories?

No, a single person cannot fill multiple labor categories on a single task order.

2. Are there any regulations or restrictions that must be adhered to when uploading and processing raw LiDAR data on an offshore cloud server to streamline data processing?

Any Cloud-based, software-as-a-Service application used for Government Data under this contract must meet the requirements of Federal Risk and Authorization

Management Program (FedRAMP) Authorization Act of 2021 and NIST 800-171 rev 2, per the RFP. This would generally forbid use of offshore, non-US, cloud data services. Awardees may propose software for review by GSA for general acceptance, however if the software is deemed to need a FedRAMP authorization, it is unlikely to be approved in time for use in the performance period of this contract. Locally installed server or seat-based systems can be proposed for internal GSA EA Analytics and Reporting (GEAR) review.

3. Please advise with examples of this deliverable as CAD/BIM plans and elevations to be provided (from Solicitation): Section 3.0 SPECIFIC

REQUIREMENTS AND TASK “The 3D imaging shall include 2D images derived from the model.

4. Will existing construction documents currently available be provided upon issuance of the task order?

Yes. Whatever existing construction documents that are available and maintained in GSA systems.

5. There is currently no reference to LiDAR or Photogrammetry verification described in Section 3.3.4 Mechanical Equipment above ceilings. Will the contractor's SOW encompass LiDAR scanning for all above-ceiling conditions, or should specific ceilings be identified in the Task Order?

See Section 3.3

6. On all past submittals to your agency, PDG has typically used 12 pt Times

Roman Text for our typeface with 12pt spacing (double spaced). This is compliant with the requirement above. That being said, we have never used 1” margins all around as it makes our proposals longer and more difficult to achieve one sheet for resumes and/or project samples. Our proposals have always had consistent

½” margins. Changing this format for the margins to the stated requirement of 1” will absolutely increase the size of the proposal we submit. We noticed that the solicitation for this IDIQ (SDM 3D IDIQ Solicitation June 26 2024.PDF) utilizes a multitude of margin sizes ranging from 1” down to ½” (randomly) and also uses a multitude of font sizes and spacing. (Question 1: In an effort to save time re-formatting our proposal and to reduce the number of pages submitted, is it acceptable to submit a proposal that has ½” margins? We do intend to comply with the 12 point double spaced printed on one side requirement.)

Answer: First, the solicitation margin setting does not dictate the margin instructions as stipulated by the Government. With that said, the Government will find it acceptable for proposals margin to be set at 1/2” margins instead of 1” margins per the reasons expressed in the question.

7. Our traditional proposal contains examples and illustrations of technical content that was produced for your agency in the past. These spreadsheets illustrations and/or photography often contain internal text that is not Times Roman and not

12 pt. This text is not the body text of the proposal and is used for illustration purposes only. Once again, we noticed that the solicitation for this IDIQ (SDM 3D

IDIQ Solicitation June 26 2024.PDF) utilizes 3 different fonts, one for the cover, one for the body text, and one for the footer. As is the case in many standard documents, The text your solicitation’s footer is smaller (9pt. Arial). Our proposal has a footer that addresses the FAR requirement to avoid proposal distribution of proposal content in cases of FOIA request. Our text in our footer is smaller than

12 pt text as it is not body text. (Question 2: Is it acceptable to still submit illustrations that contain text that is other than Times Roman and 12pt as long as it is not body text? Most of our illustrations content contains Arial or Times

Roman text. Some if this illustration text is in-fact smaller than 12pt.)

Answer: Yes

8. Can you please confirm the deadline? The solicitation PDF says "Proposals must be submitted by Monday, July 26, 2024, by 3:00 pm EST." However, Monday is July 29.

The correct due date is Monday, July 29, 2024 at 3:00pm EST.

9. Please clarify the difference of what should be submitted for Factor 2 Past

Experience and Factor 4 Past Performance. Is Past Experience project descriptions, and Past Performance the completed PPQs?

Answer: Yes, Experience reflects whether contractors have performed similar work before. Past performance, on the other hand, describes how well contractors performed the work—in other words, how well they executed what was promised in the proposal.

Yes, complete the PPQs.

10. Please confirm if completed PPQs should be included in our submission, or if they should be completed and sent directly to the Government's POCs?

Answer: The PPQs should be completed by the reference of the offeror. The reference is to send the completed PPQ to the Contracting Officer and cc the

Contracting Specialist.

11. Please advise what NAICS code will be required for firms to have in their SAM registration. Specifically, will any 541- NAICS be acceptable (for example a

541330 or 541310)? Or will a specific NAICS code be required of all prime firms submitting?

Answer: Yes, 541 is acceptable.

12. During the past 5-year IDIQ contract, contractors submitted base pricing plus predicted escalation for each of the 4 option periods. This pricing was submitted in August of 2018. The government held each contractor to their option year pricing that was proposed at the beginning of the award in 2018 even though there was historically high inflation due to the COVID pandemic. Should bidders on this new contract assume a rational 2% or 3% standard rate of inflation for option year pricing or should we assume that inflation may be much higher like it has been for the past 2 years? Is there a circumstance for this new contract where the government will act to protect the contractor from this unforeseen/unforeseeable situation and allow adjustments to option year pricing that tracks with actual inflation?

Answer: This is a firm fixed price IDIQ. It is totally up to you on your pricing.

13. Regarding contract valuation, will GSA please confirm the contracted value for

PDG over a 10-year period is approximately $43M?

Answer: This has nothing to do with this solicitation.

14. Regarding contract valuation, will GSA please confirm the last 3 – 4 years this contract has had $10M of released task orders?

Answer: This has nothing to do with this solicitation.

Pricing Questions

1. Will GSA please clarify the cost model for executing the field work – T&M or $ per

GSF?

Answer: $perGSF. This IDIQ is firm-fixed price, not a time and materials IDIQ.

The RFP has been updated to remove the following sentence from Section 3.2

(4th para, last sentence): 'The costs for these model options shall be priced using the hourly rates times the number of hours estimated to develop the model.'

2. Will GSA please clarify the source for determining actual GSF for field assessment work?

Verified building measurements are taken from GSA's Building Inventory System.

3. Will GSA please confirm the logistics component of pre-planning, building security and access, travel, field setup, etc. is to be incorporated into $ per GSF rates?

It depends on the task order. Typically, logistics such as planning, field setup will be included within the $perGSF. Regarding travel see question 6.

Planning may consist of meetings, completing BIM Execution plans, coordination with building management building security and access. Some locations will require additional clearances, which are not transferable to other locations.

Building security and access is different from the required clearances and badging needed for this contract.

4. Will GSA please clarify each GSA Region Task Order will be competed among all contract awardees?

See 16.6 – Procedures for Task Orders

5. Will GSA please clarify how the T&M rates will be applied under this contract?

This IDIQ is firm-fixed price, not a time and materials IDIQ.

This will be defined in the task order and shall be negotiated between the appropriate GSA Contracting Officer, GSA COR, and the Contractor and confirmed through contract modifications issued under the “Changes” clause.

6. Will GSA please identify how travel costs will be incorporated into the contract?

Travel is not included in $perGSF, it will be a separate line item on the task order.

Travel shall be fixed based on allowable fares and per diem cost that shall not exceed the rates set forth in the Federal Travel Regulations (FTR) and Federal

Acquisition Regulations (FAR) in effect at the time the contract task order is negotiated. In addition, all travel by privately owned vehicle outside of the local office areas will be reimbursed based on FTR mileage rates.

Travel costs that cannot be established per Federal Travel Regulations (for example: travel time, air fare, rental car along with gas etc.) shall be negotiated between the appropriate GSA representative and the Contractor and confirmed through contract modifications issued under the “Changes” clause.

7. Will GSA please clarify the 450 hours allocated to each of the key personnel – is this an annual estimate for these resources?

No, this is not an annual estimate. The hours within the pricing sheet are only being used for evaluation of RFP.

RFP Section Questions

1. RFP Section 3.1 states, “The contractor shall perform field verification of all areas in and around the building, or as described in the task order to capture space assignments accurately.” The granular level of detail impacts the field data collection labor. Question - Does this statement refer to including physical building assessment for confirming space use, departmental assignment, occupancy/name/title, office standard, office type & category?

Yes.

2. Will GSA please clarify what steps are required if an existing GSA BIM model is found to be inaccurate, or developed not to GSA specification?

The Government is providing the existing BIM Model(s) and record drawings for areas requiring development/update. Both the models and drawings are provided as a convenience and the contractor is responsible for confirming the model(s) accurately reflects existing conditions. The Government in no way warrants the accuracy or completeness of any BIM model(s) supplied to the contractor, nor is the Government responsible for any assumptions the contractor may make regarding the BIM model(s) and record drawings.

3. This list of data attributes is extensive and very difficult to apply $/GSF.

Question - Will GSA please clarify to what level of physical access do we enforce to gain access to building interior for accessing equipment - remove ceiling tiles, access interstitial space, apply rolling scaffolding through the GSA space?

Modeling would be based on the working drawings and field work as further defined by the task order for each project.

4. This list of interior data attributes is extensive and very difficult to apply $/GSF.

5. To obtain these GIS data attributes, the property boundary work can be very extensive. Question - Will GSA please confirm this GIS work is T&M? Will GSA please clarify the extent of the GIS scope of services is limited ONLY to defining the lat/long and property boundary?

This is a firm-fixed price IDIQ.

The scope of GIS services as related to Section 3.2.4.1, a Subsection of 3.2.4

Base Model – SDM Site Model, is limited to defining lat/long & property boundaries.

The scope of GIS services as related to this contract is NOT limited to these 2 services. GIS scope of services will be defined by individual task orders as noted in Section 4.0.

6. This list of structural data attributes is extensive and very difficult to apply $/GSF.

7. This list of mechanical data attributes is extensive and very difficult to apply

$/GSF.

8. This list of mechanical data attributes is extensive and very difficult to apply

$/GSF. Question - Will GSA please clarify to what level of physical access do we enforce to gain access to building interior for accessing equipment - are we to have access to the entire site and corresponding locations throughout?

Modeling would be based on the working drawings and field work as further defined by the task order for each project.

9. Will GSA please clarify the Phase 1 field audit scope is to be performed as

$/GSF?

Section 3.5.1 – Unsuitable For Occupancy (UFO) square footage + Structured

Parking (STP) square footage + Building Rentable should be used to define audit scope.

10. Will GSA please clarify the Phase 2 corrective & data entry scope is to be performed as T&M?

This is a firm-fixed price IDIQ.

Section 3.5.2 – The scope will be defined in the task order. Audit process based on what is found in phase 1.

11. Will GSA please clarify the training scope is to be performed as T&M?

This is a firm-fixed price IDIQ.

Section 3.6 – The scope will be defined in the task order.

12. Will GSA please clarify that the tech support scope is to be performed as T&M?

This is a firm-fixed price IDIQ.

Section 3.6 – The scope will be defined in the task order.

13. Will GSA share an example of past GIS scope of services for a point of reference?

Section 4.0 GIS Mapping Services is included to enable leveraging mapping services to enhance the 3d Imaging and BIM services defined elsewhere in this

RFP.

14. Will GSA please clarify that the drone use scope is to be performed as T&M?

No. This is a firm-fixed priced IDIQ.

15. Will GSA please clarify the statement, “Key personnel shall be solely dedicated to this task.”? If the estimated hours are 450 hours per labor category per year, how does this represent FTE status?

The RFP has been updated to remove the following sentence: “Key personnel shall be solely dedicated to this task.”

16. RFP states, “The Offeror must have 80% of the proposed personnel with an active HSPD-12 clearance (Tier 2 security clearance) by the end of the transition period of the task.” Question -. Will GSA please clarify this is specific to the Key personnel only?

All personnel must be able to obtain an active security clearance before starting work, refer to Section 5.0 Labor Requirements.

17. Item g.a. states, “Point Clouds shall comply with nation requirements.” Question

- Will GSA please clarify this requirement?

Point Clouds should be delivered in the RCP/RCS and E57 formats.

18. RFP states, “Note: This will include the cost of joining cloud-based data storage if utilized by the Government in the future.” Question - Will GSA please identify what cloud-based storage is currently used by GSA, or is anticipated to be?

Clarification to RFP (14.1, 1st para. Only):

Cloud Storage of Government data is regulated by Federal Information Security Modernization Act (FISMA) 2013, requiring secured data storage systems. GSA currently uses Google Gmail and Google Drive cloud products, and some storage will be made available to the awardee for transfer of data files, photos and under the contract.

GSA anticipates the future use of a FedRAMP-approved Autodesk product like the current Autodesk Construction Cloud, which will allow storage and sharing of Revit files, point-clouds, and other building-information file types. Use of this platform for mutual benefit will require purchase of Revit-licenses and “BIM- DOCS” licenses by the awardee to share information to the Government hub, if established.

19. RFP states, “The Contractor shall be required to fund their employees’ security clearance and background investigation processes; the Government will not provide funding for these requirements.” Question - Does this apply only to the time and possible travel for our staff to perform the contractor-side tasks of the clearance process (i.e. getting fingerprinted, interviewed, and picking up badges)?

Yes. The contractor is responsible for time and travel (i.e. getting fingerprinted, interviewed, and picking up badges).

20. RFP states the contractor staff will be required to take GSA PBS On-Boarding

Process training prior to work on the contract. Question - Is this training time billable to GSA?

GSA required training is not billable to GSA. Contractor will perform the training within their working hours.

21. “Using various technologies and field collection/validation processes, the contractor shall provide spatial data management, 3D imaging, and digital twin development services for the GSA PBS, all of which are based on the standards and policies listed below, including future updates and named successor documents issued during the term of this contract.”

Question - How can a contractor provide a firm fixed fee for this base contract if we have to be held responsible for the unknown specifications contained in

“future” updates. What if the future update changes the process to the production of work. Will a contractor be allowed to adjust their base price if Future unknown changes to the standards actually affect the cost to produce the final product?

Real World Example: During the last 5-year IDIQ contract, the Government changed the Database that holds all National Spatial Data. This database was changed from eSMART to Revit such that it could feed a new database called

Oasis. Many of the historic procedures involved in the daily workflow to produce

Spatial Data were changed. Many of them are still being worked out today. These changes adversely affected how much time it took to produce the final product and therefore did affect the price to perform the work.

GSA is seeking vendors to develop/update BIM/SDM/3D Revit Models, as defined by the task order.

22. Does GSA have any specific requirements around the location of the cloud-servers that are utilized during the laser scanning process?

Yes. Refer to “General Questions” number 2 and “RFP Section Questions” numbers 17 and 18.

23. “Local travel is not reimbursable. Local travel shall be considered within 50 miles of the GSA PBS Headquarters and within 50 miles from each Regional Office

Building.” On the past 2 National SDM IDIQ contracts, travel was deemed local when it was performed within 50 miles of your home office and within 50 miles of your home Regional Office. Question - Can you please clarify this issue as this one statement would make 50% (approx. 150 million GSF) of the National

Inventory of Federally Own

RFP has been updated with the following language for Section 13.0 Travel

13.0 TRAVEL

Travel will not be reimbursed except as provided in the following paragraphs:

(a) Projects can be nationwide. There shall not be any reimbursement for travel to projects within a 50-mile radius of any local office areas of the Contractors. (Note: Local offices are defined as established branch and/or home offices of the Contractor's firm.)

(b) Any travel to be allowed must be authorized by the COR in advance.

The allowable travel reimbursement per visit to sites in cities or locations outside of the Contractor's local office areas shall be fixed based on allowable fares and per diem cost that shall not exceed the rates set forth in the Federal Travel Regulations (FTR) and Federal Acquisition Regulations (FAR) in effect at the time the contract task order is negotiated. In addition, all travel by privately owned vehicle outside of the local office areas will be reimbursed based on FTR mileage rates. Travel costs that cannot be established per Federal Travel Regulations shall be negotiated between the appropriate GSA representative and the Contractor and confirmed through contract modifications issued under the “Changes” clause.

(c) No travel reimbursement shall be authorized unless the Contractor provides sufficient written evidence of costs incurred, including receipts, vouchers, or other information as may be required by the Government.
