STATEMENT OF WORK
1.0 INTRODUCTION
The U.S. General Services Administration (GSA), Public Buildings Services (PBS) is one of the largest real estate organizations in the world.
This document provides a detailed explanation of the services and deliverables that GSA
PBS-PBS is seeking from the Contractor.
Submission schedule and project-specific deliverables shall be defined by the requesting region through a separate scope of work for each task order procured under this IDIQ contract.
1.1 Purpose
GSA PBS must provide and maintain accurate and current spatial data and building information data for responsible asset management of its real estate portfolio. The Spatial
Data Management (SDM) program’s mission is an ongoing national effort to standardize measurement, classification, and assignment of spatial data, and to maintain this information support of portfolio management. Building information for all GSA PBS buildings is stored in Building Information Models (BIM). This procurement will allow
GSA PBS to acquire technical support for spatial data management services, 3D imaging services, and digital twin development services at Central and Regional offices that allows
GSA PBS to operate our buildings more efficiently and effectively.
1.2 Objective
GSA PBS works with agencies to fulfill their space needs. To do so, an accurate cataloging of space is necessary to track occupancy, and plan for future occupancies. Historically, Computer-aided Design (CAD) has been the basis of spatial management. GSA PBS has converted 100% of our spatial drawings to 3D, Revit based, SDM Models containing the same SDM data. These SDM Models will be used in all spatial management tasks performed by the contractor. Additional services are often required for reductions, expansions, and other alterations after initial occupancy.
To support the management of existing spatial data and related business needs, the rapid collection of information-rich 3D models serves several purposes across GSA
PBS business lines, including:
● Historical documentation and restoration,
● Facility condition documentation and asset management
● Construction, as-built development, geolocation and georeferencing
● BIM development in cases where no BIM has ever existed. Services to capture existing buildings in detailed BIM documents may be required in task orders against this IDIQ.
1.3 Background
GSA PBS is seeking a recompete of the SDM and Laser Scanning National IDIQ contract to provide a cost-effective solution, by awarding multiple National IDIQ contracts to support efforts across all GSA
PBS regions.

3.1. SDM Assignment Models & Drawing Management
GSA PBS uses 3D, Revit-based Assignment Models for all federal properties, and CAD versions of
GSA PBS Assignment Drawings (Revit Sheets) also derived from the model. Together, these document spatial information about the areas within the building and are expressed as polygons and point objects.
a. Polygons: There are 2 principal types of polygons: Gross Polygons, which describe the footprint or outline of the building's edge; and Space Polygons, which define the plan outline of occupied spaces within the gross polygon, as divided per NBSAP rules.
b. Point Objects: are zero-square foot CAD (point) objects such as parking spaces, antennas, door ID’s or door numbers, and “other” types of point objects which require tracking.
The contractor shall perform field verification of all areas in and around the building, or as described in the task order to capture space assignments accurately. Assignment data shall be attached to the space polygons.
3.2. Base Modeling
Base Models are BIM Models that represent the current state of a building, including all of its architectural, engineering, and design content. They include several common disciplines, and document all floors including Sub Basements, Mezzanines, and Roofs (note: for purposes of spatial management, roofs are considered floors).
These models are used in a variety of use-cases, planning projects, emergency management preparation, facilities management applications, appraisals, surveys, and future construction. They are produced using a number of capture methods, and using existing documentation, including existing drawings to create BIMs. Base models inherently require site visits to confirm current conditions.
Depending on the size of the building the field verification may require multiple trips to complete the documentation. The development of Base Models can be split into multiple steps to make the process easier.
All models shall be produced in accordance with the aforementioned GSA PBS standards and policies.
Model options being requested by GSA PBS shall be listed in the individual Task Order. Any additional information, including additions or deviations, must be listed in the Task Order.

The GSA PBS Contractor Officer's Representative (COR) will notify the Contractor via e-mail when they can proceed with work. The COR will monitor the process, and be involved as necessary, to ensure maintenance is conducted timely and properly. The contractor shall submit an estimate in fifteen-minute increments (e.g. 0.25 hours or 0.50 hours), for the time to complete each action back to the COR via email. After an estimate is approved the contractor can proceed with the work.
3.5 Spatial Data Management (SDM) Audits
SDM Audits are part of national SDM Maintenance processes, performed as periodic walk- throughs of the entire building, or parts thereof, conducted to ensure that GSA PBS’s base and assignment information is accurate.
Audits are used for the correction of architectural elements in tenant areas and the correction of space assignments throughout the entire building. Correcting the shell and core of a building during an Audit is limited to correcting errors, such as, but not limited to: correcting typos, placing or updating known dimensions, updating classifications or assignments on drawings and other minor model clean-up.
SDM Audits can assess the whole building or may be limited to specific areas, but they only update what has changed. In nearly all cases, existing Base and Assignment models exist and will be the basis of the audit.
Auditing processes have two (2) phases which can generally be categorized as “Field Work” and “Office
Work”. The CO in conjunction with the COR may place 1, or both phases on a Task Order. The 2 phases are detailed below.
3.5.1 Phase 1 – Field Work: Spatial Audit and Measurement
The first phase of the SDM Space Audit is a physical verification visit of the building and its site.
Verification compares the space within the building to what the current SDM Base and Assignment models represent. The models shall be compared to the building in situ, to verify that current space configurations match those shown in current SDM Model and that Assignment models are correct.
Audits also ensure that spaces shown in current records are properly tagged with the correct: ASA, AB
Code, Space Type, Space Category, SPID, Door Number(s), and ANSI/BOMA category. Any differences shall be noted in red on the models, and areas of change shall be highlighted (clouded) in color.
The Audit shall be performed on the rentable square footage within the building (or within a limited, described space). When there is ‘Structured Parking’ or ‘Unsuitable for Occupancy’ square footage within a building, these square footages shall be included within the building’s Audit square footage.
This allows for the parking striping and numbering along with any unsuitable for occupancy space to be documented properly.
Task Orders will be based on the rentable, structured parking, and unsuitable for occupancy square footage of the building.
3.5.2 Phase 2 - Correction and Data Entry
The second phase of the audit process is the correction of the SDM Models with the information captured during the Phase 1 site visit. The Contractor shall submit a proposal to the CO to update the models with an estimated date of completion, within seven days of the field measurement. The proposal shall be based on the number of hours required to update the models and SDM data, at a stated hourly rate for each building, plus the number of Contractor personnel that shall participate in the updates and shall include the total proposed cost.
The CO may approve the proposal and modify the order for the Contractor to update the models.
After receipt of notice to proceed, the Contractor shall update the models and SDM data.
When the update process is completed and ready for review by the Government, the COR shall be notified.
3.6 SDM Training and Other Technical Support
The SDM program involves many business processes, and applications of new technology. Because of these new processes and applications, GSA PBS’s work force may require training.
The Contractor must have staff or a sub-contractor available to conduct training. The key training personnel must be knowledgeable of all phases of the SDM process including, but not limited to, inspecting space to determine tenants by Agency Bureau Codes, Space Types and Space Classifications, measuring space according to ANSI/BOMA measurement standards, using and implementing 3D Spatial
Program Models as a building owner while always including and using the most recent SDM Standards, policies and guidelines. The Contractor shall be knowledgeable on how to transfer this information to
3D BIM models.
3.6.1 Training
When a training need is identified, GSA PBS-PBS will develop a written description of the need, the target audience for the training, and the anticipated venue of the training. The contractor’s proposal in response to a training request shall include a description of the planned training, the length of the training, and the handouts to be developed for the training.
