For a solicitation amendment, change order, or administrative change, the effective date shall be the issue date of the amendment, change order, or administrative change.

The purpose of this conference is to review the solicitation and allow contractors the opportunity to ask questions regarding the solicitation and the technical elements of this project. Afterwards, we will go on a walk‐through of the project site.
Questions must be submitted by email to the Contracting Specialist, justin.baysore@gsa.gov, COR, kevin.dessureault@gsa.gov and the Contracting Officer neal.deodhar@gsa.gov, To allow sufficient time to respond to questions, please submit questions by Friday, January 17, 2025 at 5:00 PM Eastern Time.
Please be aware that no oral statement made by the Government Representatives during this conference will have the effect of amending the RFP. In the event the discussion during this conference indicates a need to modify the RFP, an amendment to the RFP will be issued in writing. All amendments must be acknowledged by the time/date proposals are due. Only written amendments issued by the Contracting Officer will modify the solicitation.

● Construction Time: Notice to Proceed (NTP) shall be issued upon award. The Contractor shall achieve Substantial Completion of the Work, as that term is defined in this contract, no later than 135 calendar days from award/NTP. The Contractor must get approval from the Contracting Officer prior to commencing onsite work. The Contractor shall achieve Contract Completion, as the term is defined in the contract, within 30 calendar days of Substantial Completion. Contract completion includes the full completion and acceptance of all components of the project including but not limited to all as-built documents, operation & maintenance manuals, punchlist items and final payment application. In order to satisfy funding constraints, contract completion must be achieved by September 1, 2025.

Proposals are to be received no later than 5:00 PM on January 31, 2025 and must be emailed to neal.deodhar@gsa.gov and justin.baysore@gsa.gov. Make sure the solicitation number is in the subject line.
There is no guarantee of negotiations being opened. The Government can award upon the receipt of initial proposals so make your initial price your best offer.
Security Clearances
All General Contractors, Sub-Constractors, along with all employees of contractors who require access to the site must obtain a security clearance through the HSPD 12 process. A security clearance point of contact must be provided to the Contracting Officer and Contracting Officer’s Representative during the project kick off meeting. The issuance of Government PIV card(s) applies to this procurement and is considered Government furnished property. Government PIV cards will be monitored and collected in accordance with the GSA PBS Procurement Instructional Bulletin (PIB) 21-06, PIV Card Management.
Buy American Act Overview
Except as provided in FAR 25.202, use only domestic construction materials in construction contracts performed in the United States.
Exceptions may include the following and must be approved by the Contracting Officer.
(1) Impracticable or inconsistent with public interest
(2) Non availability
(3) Unreasonable cost – 6% more
(4) Information technology that is a commercial item.

A request may be made Pre‐Award or Post‐Award to the Contracting Officer for a determination concerning the inapplicability of the Buy American Act for specifically identified construction material. All requests must be made in accordance with FAR 52.225‐10 and 52.225‐11.
Any request for a determination submitted after contract award shall explain why the Contractor could not reasonably foresee the need for such determination and could not have requested the determination before contract award.
Summary of work
This project is for the renovation of the Orient Land Port of Entry (LPOE). The scope of this contract includes renovation to modernize the facility and meet the current standard of custom border protection. This will include demolition of interior walls, stairs, kitchen, and bathrooms, redirecting electrical, adding / updating electrical, adding data and rerouting data. Work will also include the installation of new plumbing, and redirecting plumbing - no additional bathrooms / kitchens, septic will stay the same. Interior finishes will include, wall framing, insulating, flooring, drywall, paint, doors, kitchen cabinets, appliances, interior doors, trim, workstation counters, electronic installation, security, installation.
Option 1 includes the 100% repointing of the joints and any cracks discovered on the building's North, South, East and West Façade. The option may only be exercised at the Government’s sole discretion.
