About this file
This amendment to a solicitation provides additional details for a federal contract opportunity involving the modernization of three elevators in the JFK Mid-Rise Bank located in Boston, MA. The General Services Administration seeks a contractor to modernize elevators 7, 8, and 9 and integrate them onto a new dispatching system while ensuring the four remaining elevators can continue independent operation and integrate at a later date. The estimated price range for the modernization is between $1,000,000 and $5,000,000. The solicitation number is 47PB0023R0035 and responses were due by June 8, 2023. The amendment addresses questions received and requires the contractor to isolate the three modernized elevators from the existing group, install new wiring for the three car group, and provide for future integration of all seven elevators onto a destination dispatching system.

1. Does the facility have a plan to modernize the additional three elevators within this bank subsequent to elevators 7, 8 and 9? This elevator bank consists of six total elevators that all work in tandem with one another. The current procurement calls for the modernization of three of the six elevators. While funding is an obvious constraint, it is typical for all elevators within a bank to be modernized simultaneously so they are all the same make, model and vintage, and also so they can properly interface with one another. We can make that happen with an interface cross-cancellation panel between the six cars, but that’s typically not a long-term solution.
o GSA Response - The GSA does intend to modernize the other four elevators in the mid-rise bank when funding becomes available. Due to the current funding constraints the GSA has determined that separating the (3 ELEVATORS THE ARE TO BE MODERNIZED) from the existing 7 elevator group is in the best interest of the government. This decision would require the contractor to ensure the 4 existing elevators run on the same dispatching algorithm they have been since installation and would require upgrading the 3 elevators on a new system. The contractor shall include provisions for the 4 remaining elevators to be modernized to tie into the dispatching panel that is installed for the new system and to ensure that each system runs independently of the other.
2. Would the facility still like a price for Alternate No. 3 related to destination dispatching?
o Similar to question #1, destination dispatching only works if every elevator within the group is of the same make and model. If the plan is to modernize just three of the six elevators it is not practical, or potentially even possible, to implement destination dispatch.
o GSA Response - The GSA is not requesting an alternate price to include destination dispatching for all 7 elevators. The elevators shall run on standard group dispatching vs Destination dispatching. Once all the 7 elevators are upgraded then destination dispatching can be deployed. The base contract should have the full destination controls set in place and the work shall support the GSA requirement to switch from standard dispatching to destination dispatching when a future contract is awarded to modernize the additional 4 cars in the midrise.
As a result of the RFI request the following scope is required to support work for cars 7,8 & 9:
The Contractor shall remove the Triplex from the existing 7 car group.
• These cars will be completely modernized and function as a stand group when it refers to dispatching.
o Isolate and install new wiring for new 3 car group. No cross-cancellation panel will be provided to tie all 7 elevator in back.
o All work for car 7-9 shall be as specified in contract documents.
o Dispatching to be Destination based as specified.
o Group dispatcher to have provisions for all 7 elevators in mid-rise bank to be tied in at a later date.
o Cars 7-9 & 10-13 to work independently of each other until tied in together at a later date.
The contractor shall provide the required work to ensure that Cars 10-13 are independent of the scope in this solicitation:
• These cars are to be isolated into a 4 car group with existing equipment and dispatching.
• These newly formed 4 car group will not communicate with the newly modernized elevators 7-9 for the time being.
• Once modernization of elevators 10-13 occurs the Mid-Rise bank will once again consist of a 7 car group with Destination Dispatching.
