SECTION 011000 - SUMMARY

PART 1 - GENERAL

1.1 PROJECT INFORMATION

A. Project Name and Location: VA Regional Office Renovation, VBA, Norris Cotton Federal Building, Manchester, New Hampshire.

B. Project Summary Description: The project includes but is not limited to the following Work and may be stated by reference as though bound herein.

1. Work encompasses interior alterations on the 1st, 5th, 6th, and 7th floors, including partitions, ceilings, doors, interior finishes, and associated plumbing, mechanical, electrical, and fire protection work. Work on the project will be completed in five phases as indicated on the Drawings.

C. The project was developed by the General Services Administration.

D. Architect: The term Architect refers to the project designer. The Architect's status relative to the construction will be stated in writing by the Contracting Officer prior to the pre-construction conference. The project was designed by: Oak Point Associates, 231 Main Street, Biddeford, ME 04005.

1.2 WORK SEQUENCE

A. The work will be completed in phases and will require coordination and scheduling with the building tenants. Special coordination with the COTR and the tenant where work requires disruption of tenants adjacent to and outside of the scope of work tenant areas. Not all work areas will be available at all times due to conflicts and disruptions caused by construction activities. Schedules will be developed in conjunction with the COR to avoid potential conflicts.

1.3 WORK BY OTHER CONTRACTORS

A. The Contractor must cooperate with other contractors performing related work, including providing labor, materials and other costs necessary to satisfactorily coordinate the Contract work with work performed under other contracts.

1.4 MISCELLANEOUS PROVISIONS

A. Work in existing facilities must correspond in all respects with the existing conditions to which it connects, or to similar existing conditions, in materials, workmanship and finish.

B. Alterations to Existing Conditions: Existing conditions must be cut, drilled, removed, temporarily removed, or removed and replaced, as necessary for performance of Work under the Contract. Work out of alignment where exposed by removal of existing work must be called to the attention of GSA. Necessary corrective work must be as directed.

1. Replacements of existing conditions that are removed must match similar existing conditions.

2. Unless otherwise indicated, existing structural members must not be cut or altered without authorization by the Contracting Officer.

3. Conditions remaining in place, which are damaged or defaced during the Work, must be restored to the condition existing at time of award of Contract.

4. Discolored or unfinished surfaces exposed by removal of existing conditions, that are indicated to be final exposed surfaces, must be refinished or replaced as necessary to produce uniform and harmonious contiguous surfaces.

C. Existing structures will remain in place.

D. Existing utility services with related meters and equipment will remain in place.

E. Removed items indicated to remain the property of the Government must be stored on site where directed by the Contracting Officer.

SECTION 011100 APPENDIX – ELECTRONIC SECURITY SCOPE OF WORK

1. Scope of Work. The project requires installation and support services for the following electronic security systems Video Surveillance System (VSS) and Intrusion Detection System (IDS).

2. General.

A. This scope of work must be followed.

B. All requirements must be adhered to, including notification of project award, discussion of the project prior to start and providing a project schedule.

C. The contracted installer of these systems will herein be referred to as the Contractor.

D. The Contractor:

1. The Contractor must provide all required calculations, wiring, components, and devices as required to provide a complete integrated and functional electronic security system.

2. Must propose a schedule of dates and times that the installation will be performed, including anticipated completion date. This information must be updated as necessary.

3. Must furnish and install all equipment, cables, wires, connector, labor and complete any electrical requirements that are necessary for the installation of the electronic security systems contained within this statement of work.

4. The Contractor must provide 12 months on-site warranty, including equipment and associated workmanship, commencing from the date of acceptance for the complete system at individual field offices. The Contractor must restore normal operational conditions of reported problems within two (2) business days of the service request. The customer may request the service via telephone, email, or verbal request. The Contractor must be responsible for corrections due to work performed for the one (1) year period at no additional cost to the agency. One year starts at time of Government acceptance.

5. The Contractor must install all necessary electrical outlets and complete hardwiring of circuits, as needed by a licensed electrician, to ensure that all devices function as designed. All electrical work necessary to make the systems function is the responsibility of the Contractor.

6. Must provide “as-built” drawings depicting the location of each specific device for all IDS, PACS, VSS, etc. systems to include wiring paths, zone descriptions, camera list, etc. The as-built drawings must be prepared in AutoCAD and delivered both on paper and in electronic format. Copies of the as-built drawings must be provided to the site representative.

7. Must securely support all wires in the ceiling to overhead cable tray and open top wire supports to prevent damage that may occur from existing or future wire runs in the ceilings.

8. The Contractor must install system in accordance with all codes and standards set forth by, but not limited to; The National Electrical Code, Underwriters Laboratories and the Local Jurisdiction Having Authority, with a minimum of shielded plenum wiring using plenum or riser wire as required by code/standards. All wiring must be concealed and of a gauge no less than

18. No mechanical pulling of wires is allowed.

9. With the customer present, the Contractor must ask the agency contact about the exact proposed location of each required device. This must be done at the start of the job with the Contractor and responsible agency contact. Any major changes need to be approved by the Contracting Officer.

(For example, “it’s Okay to put the keypad on the right side of the door instead of the left side with agency contact approval – cannot put the keypad in someone’s private office if it was supposed to be at the front door without the approval of the Contracting Officer as this would change the “scope” of the project).

10. Each and every item, including each detector, sensor, duress button, control panel, transformer, LAN/Data jack, etc. must be labeled to show the device and/or zone number on the front cover of the specific device.

11. All patching, painting, etc. necessary as a result of this installation or in the event of an error (drilling through a wall by mistake) must be handled by the Contractor. No additional monies will be paid for repairs, patching, painting, etc. This also applies to demo of any existing electronic security related equipment being replaced by the aforementioned systems.

12. The Contractor must label all wiring with information that allows for easy identification from either terminating location. Except for patch cables, all cable installations must include cable labeling. The Contractor must install Plenum-rated cable.

13. The Contractor must ensure all systems (and components) have a one-year warranty, including all parts, labor, wiring, service travel hours, parking, etc.

No additional costs to be paid for service during the one year warranty period due to malfunction of system. One year starts at time of Government acceptance.

14. Coordinate activities with the Contracting Officer; if any proposed work is deemed disruptive to the operation or occupants, the Contractor must schedule work outside of normal hours at no additional cost to the Government

15. The Contractor must install all components securely and in accordance with the manufacturer instructions at the indicated locations on the drawing.

16. After job completion and agency acceptance, any materials furnished by the Contractor become the sole property of the Government.

17. The Contractor must provide all tools and items to complete the services and activities required under this Contract.

18. The Contractor must provide user and original equipment manufacturer (OEM) training for the provided systems upon completion of the installation.

Training on the equipment will include the operation of any software associated with the system to end-user key personnel. Specific areas of training may include operational technologies and techniques, minor and routine system testing, and troubleshooting tips. The Contractor must demonstrate full functionality to the on-site end user.

19. As applicable, de-installation may include removal of existing VSS, IDS and PACS equipment in preparation for installing agency-approved equipment.

As appropriate, de-installation activities must include the disposal of any trash and equipment, in addition to shipping of all equipment.

20. The Contractor must securely handle any system components that could potentially contain sensitive information and return the components to the agency. Examples of system components are computers, hard drives, digital storage arrays, or equipment with stored memory.

3. Video Surveillance System (VSS) Specifications.

A. The existing network infrastructure allows IP communications throughout the various, geographically disbursed offices throughout the country. The project requires that all new system installations use the milestone video management software, Razberi and Axis Cameras, which are specified elsewhere in this SOW.

B. The National Defense Authorization Act (NDAA) for Fiscal Year 2019 (P.L. 115-232;

H.R. 5515 (the John S. McCain National Defense Authorization Act for Fiscal Year 2019). This act prohibits acquisition and repair of telecommunication and video surveillance equipment from certain Chinese manufacturers. Specifically, this law prohibits HIKvision, Dahua, ZTE, and other Chinese manufactured equipment and components for US Government critical infrastructure and national security usage.

The prohibition aspect of the law becomes effective on August 13, 2019.

C. The Contractor must install all system components and accessories in accordance with the manufacturer’s instructions, NFPA 70 NEC, and must furnimust necessary connectors, terminators, interconnections, services, and adjustments required for a complete video surveillance system (VSS).

D. The VSS must consist of all cameras, storage, power, lenses, mounts, housings and video transmission system components necessary to provide an IP based video system.

E. The Contractor must be responsible for the integration, setup and programming of the VSS.

F. CAT-6a structured cable and associated wiring will be routed through the hollow wall or surfaced mounted inside the “Panduit Duct & Raceway”. All wiring that is above the ceiling must be supported by either cable tray or J-hook pathways.

G. Install two PC workstations, one in E510 and one in District Managers’ office with the ability to access and download video footage. Coordinate with GSA for location of this office.

H. Install decoders at all designated security monitor stations. For decoders located at personnel workspaces and guard desks, create multiple views so that every camera is accessible from each decoder. Consult with personnel onsite to determine the types of views they want. Provide a mouse with each decoder (excluding spot monitors located at entrance) in order to allow personnel and the guard to rotate through different views from the lock screen. Label each camera on the decoder so that the camera label can be seen on the view display.

I. Install cameras in the interior of the office. The installed cameras must provide complete coverage of all public contact areas. Refer to Drawings for approximate locations. Final locations must be coordinated with Contracting Officer.

J. Install Wall Mounted LCD Monitor at locations indicated on the Drawings. At a minimum, the monitor must display the camera coverage outside the employee entrance. Contractor must coordinate with the agency personnel to determine if other views are required.

K. The field of view must be coordinated between the agency representative on-site and the Contractor to enable monitoring and recording of the desired area of interest.

L. Test VSS for proper operation, train agency personnel on proper system operation procedures. Special attention must be given to the training of the video recorder.

Train the manager and designated personnel how to record, retrieve and download images and files. Provide each camera serial number and IP address to the manager and OPSS.

4. Video Management System (VMS) minimum specifications:

A. Open API for integration, web-based remote access to video storage, 24/365 operability, configure cameras individually over the VMS, and offline activation of license with a 30-day grace period.

B. Authenticate with access levels and roles.

6. FEI Windows Interior IP Camera minimum specifications: For the FEI Windows the Contractor must provide the Axis F34 Surveillance Kit. The AXIS F34 Surveillance System has all the components needed to deploy a multi-view surveillance system. The system enables simultaneous streaming of HDTV 720p or 1080p videos from four different areas through one Ethernet port and only requires one VSS license for the F34 Main Unit vice a license for each individual camera.

8. Camera Mounts: The Contractor must install the camera mounts as specified by the manufacturer and provide mounting hardware sized appropriately to secure the mount, camera and housing; provide grounding and surge protection for each exterior camera installation; and provide/connect electrical and signal transmission cabling to each camera.

9. Monitor and Mount minimum specifications

13. Uninterruptable Power Supply (UPS): Rack mounted UPS to provide backup for the VSS equipment that will allow the system to operate for 30 minutes base with a minimum output power of 1200 Watts. The nominal output and input voltage must be 120V.

14. Cabling minimum specifications: Unshielded Plenum Rated Cat6a White.

15. Equipment Rack specifications: The Contractor must provide a Floor Mount Rack.

Contractor must verify rack mount size to hold all rack mounted equipment that will be part of the VMS. Coordinate with agency for rack location and available space in existing racks.

16. Additional VSS instructions.

A. The Contractor must conceal VSS wiring in the wall or above ceiling to prevent safety hazards. The Contractor must provide wiring in conduit when wiring outside the walls or ceiling. The agency must accept a combination of concealed and conduit wiring for a site. The Contractor must meet all safety standards and building codes.

The Contractor must include all additional wiring work, such as firewall penetration.

B. Install and configure all components required for the fully integrated VSS solution.

C. The Contractor must provide as-built documents to the agency for the complete installation of VSS equipment.

17. Intrusion Detection System Specifications

A. The IDS system must have the capability to monitor each public customer service desk and other areas in the office as separate zones. The manufacturer product guide will always take precedence over recommendations in this statement of work.

B. The IDS/Duress alarm must be connected to the Department of Homeland Security (DHS)/Federal Protective Service (FPS) MegaCenter per DHS/FPS requirements. The Multi-Regional Emergency Management Control Centers (MegaCenters) handle alarm monitoring and radio dispatch of Federal Protective Service Officers (PSO) and Contract Guards for alarm response, criminal activities and emergencies for agency offices in GSA federally owned properties and leased space.

C. The Contractor must provide the designated DHS/FPS MegaCenter, (DMC) with a complete zone list with alpha descriptions, as outlined in the MegaCenter Alarm Requirements Document, (MAR Package). Assist the DMC with panel programming.

The Contractor must provide the DMC with the complete zone list 24 hours before scheduled testing of equipment. Zone all sensors individually unless indicated otherwise.

D. The FPS MegaCenter will only accept UL commercially listed panels from Bosch (Radionics), or DMP. Vendor must be a licensed distributer and installer of the system.

E. The IDS must consist of alarm panel, keypads, expansion modules, recessed magnetic door contacts, dual technology ceiling mounted passive infrared motion detectors, auxiliary DC power supply, battery backup, surge protector, hard wired or wireless momentary duress push buttons switches, 22/2, 22/4 plenum rated wire, and miscellaneous hardware.

F. IDS sensors must provide complete coverage of all perimeter doors and ground floor windows. Provide redundant sensors and program them to prevent nuisance alarms.

G. Duress alarms must be installed discreetly at all public customer service desks, guard stations and other selected areas within offices. Refer to design drawings.

H. Alarm annunciation panels must be installed in close proximity to management offices, the guard station and other select locations within offices.

I. Each point of the system must be individually identified at the keypads and in the MegaCenter. All alarm zones/points including duress must be tested to the MegaCenter.

18. IDS Control Panel must meet the following minimum requirements

A. Listed for UL Commercial Burglary.

B. Supports up to 128 zones.

C. Supports commercial wireless devices.

D. Provides integrated CCTV switching capability.

E. Provides supervision of peripheral devices.

F. Supports up to 96 optional relay outputs.

G. Supports alarm reporting via Internet.

H. Has the capability to provide remote notifications via POTS, LAN and VOIP methods to the designated FPS Mega Center.

19. IDS Panel Keypad must meet the following minimum requirements:

B. Power supplies must indicate power loss, low battery and restorations.

C. The system must indicate exact location of power supply, location of panel, panel number, breaker and number.

D. Power supply must have battery (s) capable of maintaining the IDS for a minimum of 8 hours.

22. Additional IDS instructions.

A. The Contractor must wire each magnetic door contact device on a separate zone to alarm panel. End of Line Resistor (EOLR) will be at the device, not in the alarm panel. See design drawing.

B. The Contractor must wire keypads to control panel per manufacturer specifications.

C. When installing 360 degree dual tech ceiling mounted passive infrared motion detectors the Contractor must wire each device on a separate zone to alarm panel.

EOLR will be at the device, not in the panel.

D. Components and wiring according to manufacturer recommendations and applicable codes, whichever is most stringent.

E. Mount control panel equipment 54 inches, center of the panel, above finished floor, unless indicated otherwise to center of panel.

F. Power Supply Units (PSU) inside cabinets.

G. Connect and configure PSUs to power devices as specified.

H. Use surface metal raceway only when approved by the Contracting Officer to cover alarm wiring in finished public and office areas .

I. Install end-of-line resistors at the device, not in the alarm panel.

J. The system must allow authorized personnel to administer and program the system.

K. The IDS furnished must be capable of remote notifications via POTS, LAN and VOIP methods to the designated central monitoring station.

L. All alarm systems must have a zone assigned to the alarm system Panel Tamper Switch.

M. UL 1076; UL 1610; UL 609 Certified.

N. Annunciations must be configurable to covertly alert recipients.

O. Must install this system as if it were a UL Listed Burglar Alarm system for commercial facilities, even though this installation will not need a UL Certificate. In other words, it must be installed in such a way that it would pass the inspection process for a UL Commercial Burglar Alarm System.

23. Physical Access Control System Specifications.

A. Enterprise PACS Architecture

The project requires that all new system installations use Lenel-compatible hardware as specified elsewhere in this SOW, coordinate IP connectivity at each location, and successfully integrate with both the Lenel enterprise servers.

B. U.S. Government HSPD-12/FICAM Architecture

The VA is bound to all NIST and OMB requirements surrounding HSPD-12 and Personal Identity Verification (PIV) credentials. All vetted employees and contractors are in possession of a PIV smart card. Legacy proximity credentials may be used for short-term access situations. All PACS systems and components must be capable of identifying both traditional proximity access cards as well as the current PIV card formats. The agency follows the SP800-73-2 guidelines in identifying each PIV card uniquely with a 14-digit badge number (consisting of FASC-N Agency Code (4 digits) + FASC-N system code (4 digits) + FASC-N Credential Number (6 digits) within the enterprise PACS system. PACS system hardware and software must be capable of identifying the PIV card using that format. Additionally, any access control technology supporting the PIV card format must also adhere to requirements outlined in FIPS 201-2, obligating conformity to ISO7816, ISO14443 and SP800-96.

24. Physical Access Control System Component Installation Requirements

The installer must set up the Lenel panels and HID reader hardware at the field location and integrate it to the enterprise PACS under the following requirements. The Contractor must confirm current hardware standards with the agency at the time of install.

A. Lenel controller and reader interface boards per site design. Typical field locations will require only a single controller board. Contractor must verify based upon system components and locations indicated on Drawings.

1. Required Contact Card Reader, FIPS-201 Compliant – HID pivCLASS RKC40 (923NPRNEK0000Q) or similar that is comptabile with 200 bit card (must be MAG w/Wiegand output type reader).

2. Required Contactless Card Reader, FIPS-201 Compliant – HID pivCLASS R40 (921PHRNEK0002D) or similar that is comptabile with 200 bit card (must be MAG w/Wiegand output type reader).

3. Readers must be configured and flashed for the “full FASC-N 200-bit card” format in order to read PIV cards properly.

4. Readers must be configured to connect directly to Lenel hardware (reader interface boards and system controller – there are no HID pivCLASS PAM modules or components in the system design.

C. Provide proper capacity and quantity of power supplies to provide power for the number of powered devices per approved design.

D. Connect the Lenel controller (2200) to the existing network infrastructure using a specified, available port on the local LAN switch, coordinate with network support resources.

1. Personnel at VA office will facilitate the provisioning of an available IP Address.

2. Local LAN support personnel (ASC) will assist in identifying a suitable switch port.

3. Installer must provide IP address on Lenel controller and test connectivity.

E. Connect the Lenel controller to a specified Lenel server.

1. Personnel at central office will provide the server IP and hostname.

2. Installer must configure Lenel controller with IP address and other required network parameters as required to establish connectivity to the specified server.

3. Installer must supply system wiring information to enable programming and assist with proper acquisition of controller and reader data into central Lenel system.

F. Provide UL 437 rated high security lock mortise lever sets that is compatible with the proposed Electric Strike.

G. Coordinate with the agency on locations of control panels and power supplies.

H. Provide and configure all components required for the fully integrated access control solution.

I. Provide all components indicated in the design documentation.

J. Access control system must include a back-up battery system with transformer/charger that will allow the system to operate for a minimum of 24 hours on battery power and be able to read and process standard HID as well as PIV smart cards.

K. Installer must assist with testing system functionality, access to entry portals and interior access levels while on site. Access levels and user provisioning must be done at the central office through the enterprise system. Installer will only be required to assist with onsite testing and troubleshooting once that is accomplished.

L. The Contractor must calculate the load to ensure that there are sufficient backup batteries for a minimum of twenty four (24) hours standby in case of a power failure.

M. Provide fail safe electric strikes at all public separation doors. The Electronic Access Control system must operate these electric strikes to grant access with a valid credential. The electric strikes must be a model designed for the application and use with the door frame type. Provide an appropriate power supply/transformer to power the specified number of door strikes. All electric strikes on exterior, outward opening doors must have the appropriate ‘Jimmy Plate’ installed over the strike.

Offset for any backpressure conditions.

N. Electric Strike – HES 8000 Series or equal

25. Emergency Egress minimum specification

A. Provide Emergency Exit Pre- Alarm monitor points, the monitor points must be programmed to be monitored on the portion 2 keypads located at the security desk and the Managers Office. EOLR must be at the device, not in the panel.

B. Provide emergency egress in accordance with all codes and standards set forth by, but not limited to; IBC, NFPA 101, ANSI/BHMA Standard A156.4 for Delayed Egress Locking Systems, and ANSI/BHMA A156.5 for minimum exit device requirements.

C. All delayed egress devices must meet all applicable UL test requirements.

D. The emergency egress must delay opening for 15 seconds and must allow free egress upon power failure or fire alarm. A maximum force of 15-pounds must initiate the 15-second timer.

E. Provide an audible alarm.

F. Provide signage stating how the delayed egress functions and it must be posted on eachs door.

SECTION 011400 - WORK RESTRICTIONS

PART 1 - GENERAL

1.1 CONTRACTOR USE OF PREMISES

A. The Government will conduct a pre-construction survey with the Contractor to review and document the existing conditions surrounding the project premises prior to the beginning of any construction activity.

B. The Contractor must limit use of the premises to the work in areas indicated, and to allow for Government occupancy and public use.

1. Confine operations at the site to areas indicated. Do not disturb portions of the site beyond the areas in which Work is indicated.

2. Keep driveways and entrances serving the premises clear and available at all times to the Government, Government employees and visitors. Do not use these areas for parking or storage of materials.

3. Schedule deliveries to minimize space and time requirements for storage of material and equipment on site.

4. Maintain existing building in a safe and weather-tight condition throughout the construction period. Repair damage caused by construction operations to the satisfaction of the government. Take precautions to protect the building, its occupants and the public during the construction period. A representative of the Contractor must be available to arrive on site within one (1) hour of notice should an emergency occur.

5. Keep public areas, such as hallways, stairs, lobbies and toilet rooms, free from accumulation of waste material, rubbish, construction debris and construction materials.

6. Space on the premises will be made available for the Contractor's storage and related activities, provided that its use will not interfere with operations of the Government.

Arrange and gain approval for use of this space through the Contracting Officer.

7. Existing materials and equipment that are removed as part of the construction operations, and that are not reused or designated to be salvaged as Government property, must become the property of the Contractor and must be removed from the site. The Contractor must make every effort to recycle or salvage those materials and provide the Government salvage/recycling receipts listing details of the transaction. Storage or sale of excess salvageable materials and equipment is not permitted on site.

8. Pollution producing equipment must not be located near air intakes where airborne smoke or fumes could be drawn into the building. When not required for powering unloading operations, turn off engines when docked.

9. No parking will be available on site during working hours of the building occupants. The Contractor and Contractor's employees must make their own arrangements for vehicle parking off site.

10. No apparatus with an open flame is allowed to be used within the facility without the prior receipt of a burn permit. Contact the Field Office to obtain burn permits. Burn permits are required for each separate occurrence.

11. The work must be sequenced to minimize disruption to building occupants, visitors, and maintenance activities. To the greatest extent feasible, demolition work should not take place until supplies are on hand to perform new work.

12. Coordinate with the GSA Building Manager and the COR for site access.

13. Coordinate with the GSA Building Manager and the COR on correct response procedures for any building system alarms occurring during or resulting from the construction process.

14. All building systems outside the immediate construction area must be kept fully operational during normal working hours.

15. Protect building site from flying debris.

1.2 GOVERNMENT OCCUPANCY

A. The Government will occupy the existing building areas during the entire period of construction. Cooperate with the Government's representatives during construction operations to minimize conflicts, mitigate noise, and facilitate Government usage. Perform the Work in a manner that does not interfere with the Government's operations.

B. The functions of the Government and tenant activities will require coordination and scheduling of the Work with the COR prior to beginning Work. Schedules of available areas and periods when Work may be performed must be developed on a weekly basis.

1.3 WORKING HOURS

A. Government Occupied Hours: Government personnel are scheduled to occupy the building during the following hours on weekdays: Monday through Friday, except for established Government holidays 6:00 a.m. to 6:00 p.m.

B. Contractor’s General Working Hours: The Contractor working hours must be performed during Government occupied hours.

C. Contractor's Required Working Hours: The following work must be performed during Government Minimally Occupied Hours of 6:00 p.m. to 6:00 a.m.:

1. Noise, Odor Producing, Dust, and Vibration Producing Construction Activities:

Construction activities that will be disruptive to building occupants as determined by the Contracting Officer, such as noise, dust, and vibration, must be performed only after normal working hours, or on weekends, and must be coordinated with the Contracting Officer.

D. Work accomplished during Government Minimally Occupied Hours must be performed at no additional cost to the Government. Contractor must submit a proposed schedule and gain the COR and CO’s approval at least 72 hours before proceeding with any work during Government Unoccupied Hours.

E. The Contractor may propose a schedule to the Government that creates a best value to the Government for an alternate work schedule for certain parts or areas of the Work that best benefits both the Government and the Contractor.

1.4 OVERTIME WORK, SUSPENSION OF WORK

A. Overtime Work for Utility Shutdown:

1. Work which requires the shutdown of any utility serving the building must be performed outside of normal working hours of the building occupants.

2. Schedule shutdown of a utility at least 72 hours in advance with the Contracting Officer or his designated representative.

B. Government Facilities: Coordinate and schedule all work with the Contracting Officer's representative to prevent any interruption of tenant agency activities. The use of any construction equipment of any work that will create noise audible in the courtroom while court is in session will not be permitted. In the event that work is directed to be suspended or interrupted by request of an officer of the courts, and such delays cause a delay in the completion of the contract as a whole, an equitable adjustment in contract time will be made.

Obtain written verification of such delays from the Contracting Officer's representative.

PART 2 - PRODUCTS (Not Applicable)

PART 3 - EXECUTION

3.1 WORK RESTRICTIONS

A. Access:

1. The elevators must be available to the Government at all times.

2. Stairwells must be kept passable between occupied floors and building exits.

B. Safety:

1. Restrict application of products requiring respirator protection to unoccupied hours.

2. Keep fire alarm active during occupied hours.

3. Keep water standpipe active during occupied hours.

4. Maintain emergency power and lighting except during outages. Limit emergency power outages to three days.

C. Noise:

1. Prohibit any construction activity during occupied hours that generates more than 75 decibels ambient noise (or less) as required in occupied space. Note the Contractor must perform general witness testing of construction procedures in the presence of the Contracting Officer or authorized Government Representative and tenant agency representatives to establish actual allowable ambient nolise levels.

2. Restrict fire alarm tests during occupied hours.

D. HVAC:

1. Restrict heat and AC interruptions to occupied floors to off-season or unoccupied periods of time. Otherwise provide temporary service.

E. Plumbing:

1. Contractor use of men’s and women’s toilet facilities located off the Public Lobby is allowed.

F. Power and Lighting:

1. Provide three days advance notice to Government for power outages that will affect the building tenants.

2. Perform power outages that will affect occupants during unoccupied hours.

3. Provide one day notice for power outages not expected to affect the building tenants.

4. Perform a trial shutdown during occupied hours to verify building tenants will not be affected.

G. Security Cameras, Intrusion Detectors, and Satellite Dishes:

1. The Contractor must carefully coordinate and schedule work with the Contracting Officer in order to maintain any and all "mission critical" security camera, intrusion detectors, and satellite services/functions throughout the extent of the Work.

2. The Contractor must provide the following shutdown notification procedures:

a. Contractor must meet with the Contracting Officer or authorized Government Representative and tenant agencies' representatives to determine the magnitude of proposed shutdowns.

b. Shutdowns Affecting Building Tenants: Minimum of two weeks' advance notice.

c. Shutdowns Not Anticipated to Affect Building Tenants: Minimum of 72 hours advance notice.

3. The Contractor will perform a trial shutdown during building occupied hours to verify that building tenants will not be affected.

4. Outages may ONLY take place at approved times and durations as scheduled with affected building tenants and the Contracting Officer.

5. The Contractor must use authorized tenant agency maintenance contractor for any required camera or satellite dish services. Costs for services must be bourne by the Contractor.
