SECTION 211313 – WET-PIPE SPRINKLER SYSTEM MODIFICATION

PART 1 - GENERAL

1.1 DESCRIPTION OF WORK

A. Scope: Modify the existing wet-pipe automatic sprinkler system to provide complete fire sprinkler protection throughout the new tenant fitout for the work areas located on the first, fifth, sixth, and seventh floors of the Norris Cotton Federal Building in Manchester, New Hampshire.

B. Description of Work: The work includes designing, providing, and installing modifications to the existing wet-pipe sprinkler system to provide complete fire sprinkler coverage throughout the work areas located on the first, fifth, sixth, and seventh floors of the Norris Cotton Federal Building that are being modified. Remove existing sprinkler system as indicated on the project demolition drawings and replace with new piping and quick response sprinklers for full coverage of the work area. Work will require coordination and planning with the Project Manager.

C. Existing Sprinkler Equipment: Work must be planned so that the sprinkler system is fully operational during periods when the Contractor is not on site. At no time will the Contractor leave any area of the building unprotected without being present at the project site.

D. Equipment Removal: After acceptance of the new system by the Government, damaged surfaces must be restored to match adjacent undamaged finishes.

E. Compliance: The entire wet-pipe automatic sprinkler system must be designed in accordance with Section 1.3 A. Reference to the "authority having jurisdiction" must be interpreted to mean the GSA Regional Fire Protection Engineer or the Contractor’s Third Party Registered Fire Protection Engineer (FPE), with oversight by GSA Regional FPE. Material and equipment used must be listed and/or approved by UL and/or FM, or another nationally recognized testing agency approved by the Contracting Officer for their intended use and service.

1.2 QUALITY ASSURANCE

A. Provide design, materials, and equipment for a fully sprinklered building, conforming to PBS P100 and National Fire Protection Association (NFPA) Standard 13, latest edition, except as otherwise or additionally specified herein.

B. Manufacturer Qualifications: Components of each type must be furnished by a single manufacturer, must be of current design and must be in regular and recurrent production.

Equipment supplied must be first quality and the manufacturer’s best type and latest model capable of complying with the requirements of this specification and must have been in continuous production and in continuous service in commercial applications for at least one year. Obsolete equipment must not be used.

C. Approved Equipment: Provide materials, equipment and devices that have been tested by a nationally recognized testing laboratory, such as Underwriters' Laboratories, Factory Mutual or Intertek, and listed or approved for fire protection service when so required by NFPA 13 or this specification. Equipment located outside the building envelope must be suitable for outdoor use.

D. Installer Requirements: Final (construction) design (working shop drawings, calculations, and data sheets) must be by a NICET Level III or IV Technician and certified by a registered fire protection engineer. Installation must be performed by a certified sprinkler contractor or a specialist who is experienced in the design and installation of automatic sprinkler systems (minimum 3 years).

Design and installation must be performed by a sprinkler contractor whose business is located within a 2-hour drive of the building and has been operated and established for at least three (3) years.

1. The Contractor must engage a qualified Third Party Registered Fire Protection Engineer

(FPE) to perform a hydrant flow test, stamp shop drawings and calculations, and perform field inspections and testing. A qualified fire protection engineer must be a registered engineer who has passed the principals and practice of engineering examination in fire protection administered by the National Council of Examiners for Engineering and Surveying (NCEES) and which can be verified by documentation. The fire protection engineer must have three consecutive years directly involved in fire protection engineering applicable to the specific project as determined by the GSA Regional Fire Protection Engineer, and which can be verified by documentation.

E. Project Superintendent: The Contractor, or Subcontractor, must provide one full-time, on-site staff member designated as the "Project Superintendent". The duties of the Project Superintendent are to supervise execution of this specification, including safety on the job site as described in the "Accident Prevention Clause" of the general provisions of the Occupational Safety and Health (OSH) Act of 1970. That clause incorporates into the contract, by reference, the Secretary of Labor's OSH Standards (29 CFR Part 1926). The Project Superintendent must be thoroughly familiar with contract obligations and must be capable of making contractual decisions with regards to their project scope of work on behalf of the Contractor, or Subcontractor. The Project Superintendent must be responsible for making sure that quality control review has been performed on submittals prior to the submission to the Contracting Officer. The Project Superintendent must also be responsible for ensuring that submittals are accurate and fully coordinated. This individual must be on site each day that the sprinkler system work is actively in progress for supervision of the installation and for testing of the system.

F. Service Organization: The Contractor must furnish evidence that there is an experienced and effective service organization that carries a stock of repair parts for the system in order to readily affect repairs throughout the warranty period. Should the Contractor fail to comply with the service requirements of this section, the Government will then have the option to make the necessary repairs and back charge the Contractor without any loss of warranty or guarantee as provided by the contract documents.

G. Guarantee: The Contractor must guarantee labor, materials, and equipment provided under this contract against defects for a period of one year after the date of final acceptance of this work by the Government. Final Acceptance includes, but is not limited to, successful final acceptance testing and the receipt of as-built drawings and operation and maintenance manuals. Contractor must be able to provide qualified personnel to site within a two hour time frame and be available 24 hours a day, seven days a week.

H. Applicable Codes and Standards: Design and provide a wet-pipe sprinkler system conforming to the requirements of the latest edition of the following regulations, codes, standards, and publications including amendments to these documents:

1.3 SYSTEM DESIGN

A. General: Design and provide an automatic sprinkler system in accordance with the required and advisory provisions of PBS P100, NFPA 13, and the codes and standards listed above, except where modified herein, by hydraulic calculations for light hazard occupancy with uniform water distribution over the design area. Each system must include materials, accessories, and equipment so that the system is complete and ready for use. Each system must be designed using the area/density design approach as defined by NFPA 13. The room design method must not be used.

Design and provide the system to give full consideration to blind spaces, piping, electrical equipment, ducts and other construction and equipment in accordance with detailed working drawings to be submitted for approval.

1. Location of Sprinklers: The spacing of sprinklers must not exceed that permitted by NFPA 13 for light hazard occupancy for all areas except for File Storage Rooms, which must not exceed spacing permitted for Ordinary Hazard 1. Where practical, uniformly space sprinklers on the branch piping. Locate new sprinklers in a pattern consistent with ceiling grid, lights, and air supply diffusers.

2. Water Distribution: Distribution must be uniform throughout the area in which the sprinklers will operate. Discharge from individual sprinklers in the hydraulically most remote area must be at least 100 percent of the specified density.

3. Density of Application of Water: Application to horizontal surfaces below the sprinklers must be 0.10 gpm per square foot for light hazard areas and 0.15 gpm per square foot for Ordinary Hazard Group 1. Size pipe to provide the specified density when the system is discharging the total maximum required flow.

4. Sprinkler Discharge Area: The discharge area must be the hydraulically most demanding 1,500 sq. ft. area as defined in NFPA 13 and PBS P100, except where this is increased by the occupancy classification in NFPA 13. There must be no reduction in area for the use of quick response sprinklers.

5. Total Combined Inside - Outside Hose Allowances: Hydraulic calculations must include an allowance of 100 gpm for hose streams, added at an adjacent standpipe/hose connection.

6. Friction Loss: Calculate the friction loss in piping in accordance with the Hazen- Williams formula using 'C' values found in NFPA 13; use “C = 100” for existing piping.

a. If flexible hose is to be utilized, include the maximum number of bends permitted by the manufacturer in the hydraulic calculations.

7. Margin of Safety: Calculations must indicate a minimum 10 percent and a minimum10 psi margin of safety.

8. Water Supply: Contractor to obtain most recent fire pump test results and utilize these results for use in hydraulic calculations.

9. Existing piping must be replaced with larger piping as necessary to support hydraulic design.

1.4 SUBMITTALS

A. Refer to Division 1 Section "SUBMITTALS" for basic information relating to submittal requirements. Submit six complete sets of submittals. Partial submittals will not be accepted and will be returned without review. Before work is commenced, the submittal must be approved by the GSA Regional Fire Protection Engineer or their designated representative with oversight by GSA Regional Fire Protection Engineer. The designated representative can be one of the following:

the design team Registered Fire Protection Engineer, the Commissioning Registered Fire Protection Engineer, or the Contractor’s Third Party Fire Protection Engineer.

B. Verification of Qualification. Prior to installation, submit documentation, showing that the Contractor has successfully installed automatic fire suppression sprinkler systems of comparable size, type, and design as specified herein or that the Contractor has a firm contractual agreement with a Subcontractor having such experience.

1. The data must include the names and locations of at least three installations where the

Contractor, or Subcontractor, installed such systems.

2. The Contractor, or Subcontractor, must certify that each system has performed satisfactorily for a period of not less than one year.

3. The Contractor of Subcontract must submit the NICET/PE certification/license number(s) and expiration date.

C. Manufacturer's data must be provided for the following and annotated to show the specific model, type, and size of each item, as may be appropriate:

1. Sprinklers, escutcheons, and guards

2. Drain valves

3. Valves

4. Pipe, fittings, hangers, supports, and mechanical couplings

5. Seismic bracing

6. Valve supervisory switches

D. Test Certification and Instruction: Submit test certification for pipe and fittings.

E. Shop Drawings: For wet-pipe sprinkler systems, submit six sets of CAD based drawings that include information as required by NFPA 13, PBS P100, and this specification. The drawings must be prepared on uniform sized sheets not less than 24 inches by 36 inches. Include plans, elevations, sections, hydraulic calculations with remote areas denoted, details, isometric diagram of sprinkler system riser piping showing control valve locations, and attachments to other work.

1. Layout indicating details, plan view, elevations and sections of the system piping. Indicate the location of sprinklers and piping in relation to the ceiling layout, showing pipe lengths and sizes.

2. The signature and seal of the Contractor’s Third Party Fire Protection Engineer must be on drawings.

F. Hydraulic Calculations: Submit hydraulic calculations indicating compliance with NFPA 13, PBS P100 and this specification, and in accordance with the following:

1. Minimum operating pressure of any sprinkler must be according to NFPA 13 and appropriate sprinkler UL listing or FM approval.

2. Pipe friction loss may be calculated by using the nearest foot for piping over 1 foot in length.

Horizontal lengths less than 1 foot may be neglected. Vertical length less than 1 foot must be included for elevation purposes only.

3. Flows must be calculated to the nearest whole gallon.

4. Velocity pressures may be neglected.

5. Margin of safety must be indicated.

6. Submit name of hydraulic program used, if applicable.

8. The signature and seal of the Contractor’s Third Party Fire Protection Engineer must be on calculations.

1.5 DOCUMENT SECURITY

1.6 INTERRUPTION OF SPRINKLER SYSTEM

A. Do not interrupt sprinkler service within the building (including removal of ceilings which will delay sprinkler activation) unless permitted under the following conditions:

1. Notify the Contracting Officer no fewer than fourteen days in advance of proposed interruption of the sprinkler system.

2. Do not proceed with interruption without Contracting Officer written permission.

3. When sprinkler interruption is necessary, a written plan for putting the system back into service must be submitted to the GSA Regional Fire Protection Engineer, the Third-Party Fire Protection Engineer, and the facility’s Senior Property Manager.

4. Comply with the approved Fire Safety Program prepared by the Contractor.

PART 2 - PRODUCTS

2.1 Products must be UL listed or FM approved for Fire Protection Service.

2.2 ABOVEGROUND PIPING SYSTEMS

A. General: Provide piping, valves, and fittings, approved for a working pressure, of not less than 250 psi in accordance with PBS P100, NFPA 13, as specified herein. Conceal piping in areas with suspended ceilings as indicated on the contract drawings. Provide fittings for changes in direction of piping and for connections. Make changes in piping through tapered reducing pipe fittings;

bushings are not permitted. Plastic piping is not permitted. Minimum pipe schedule must be schedule 10 for 2.5 inches or larger and schedule 40 for 2.0 inches and smaller. Mechanical tees, side outlet tees, and saddle tees using rubber gasketed fittings are not be permitted. Sprinkler piping must be so installed that it can be thoroughly drained, and, where practical, must be arranged to drain at the main riser drain.

B. Fittings: Fittings, mechanical couplings and rubber gaskets must be supplied by the same manufacturer. Fittings into which sprinklers, sprinkler riser nipples, or drop nipples are threaded must be welded, threaded, or grooved-end type. Plain-end fittings are not be permitted.

C. Valves: Provide valves in accordance with NFPA 13 and as follows:

1. Drainage and test valves must be bronze globe, angle, or gate valves.

D. Check Valves:

1. Check valves must be clear opening swing-check type.

a. 2.0 inch and smaller check valves must be bronze with screw ends.

b. 2.5 inch and larger check valves must be either iron body, brass mounted with flanged ends, access plate, and non-ferrous metal set rings and bearings or groove-lock type.

E. Seismic Bracing and Pipe and Hanger Supports: Provide seismic bracing, pipe supports, sway braces, hangers, and clamps in accordance with NFPA 13 and the VA Seismic Design Requirements.

F. Identification Signs: Attach properly lettered and approved metal signs to each control valve, alarm device, inspector's test valve, and drain valve. Each sign must indicate the normal valve position as well as the portion of the system that the valve serves. Permanently affix hydraulic design data nameplates to the riser of each system.

G. Drain Assemblies: Provide drain lines as required by NFPA 13. Connect drain piping to approved drain locations and provide splash guards, where necessary, at discharge outlets.

2.3 SPRINKLERS

A. General: Sprinklers must be in conformance with NFPA 13 and generally match the configuration and style used in other areas of the building.

B. Types: Release elements must be suitable for specific application. Provide quick response glass bulb sprinklers in light hazard office and other occupancies in which their use is listed or approved.

Extended coverage upright and pendant sprinklers are not be permitted. Sprinklers with “O-ring” seals are not permitted. Extended coverage sidewall sprinklers are permitted. Sprinklers located within the air streams of unit heaters or other heat emitting equipment or skylights must be selected for proper temperature rating.

1. Where sprinklers are to be located in the same compartment as existing-to-remain sprinklers, they must match the response time and temperature rating of the existing-to-remain sprinklers.

C. Corrosion and Mechanical Protection: Provide corrosion-resistant sprinklers where they are exposed to weather, moisture, or corrosive vapors. Protect sprinklers installed where they might receive mechanical injury or are less than 7 feet above the floor level with approved guards in accordance with NFPA 13. Guards must be listed with the associated sprinkler.

D. Suspended Ceilings: Provide FM approved, recessed, quick response, glass bulb pendant sprinklers with escutcheons with a chrome plated finish on the sprinklers and escutcheons. Sprinklers must be of the approved standard spray type with 1/2 inch orifice (K-5.6) and a temperature rating of 155 degrees F. Higher temperature rated sprinklers must be installed where the ordinary ceiling temperature are exceeded.

E. In areas without ceilings provide standard spray brass upright sprinklers.

F. Spare Sprinklers: Provide spare sprinklers of types and ratings installed as well as any special tools required for removal or replacement of the sprinklers. The number of spare sprinklers must conform to NFPA 13.

2.4 ESCUTCHEON PLATES

A. General: Provide escutcheons for pipes passing through walls, partitions, or suspended-type ceilings. Escutcheons must be steel, primed, and finish painted to match adjacent wall or ceiling finish (as applicable).

2.5 PIPE SLEEVES

A. General: Provide pipe sleeves where piping passes entirely through walls, floors, and partitions.

Secure sleeves in position during construction. Provide sleeves of sufficient length to pass through entire thickness of walls, floors, and roofs. Firmly pack space with mineral wool insulation. Seal space at both ends of the sleeve or core-drilled hole with plastic waterproof cement that will dry to a firm but pliable mass, or provide a mechanically adjustable segmented elastomeric material.

Penetrations of fire-rated wall, floor, roof, floor/ceiling, and roof/ceiling assemblies must be sealed with a listed firestopping material as described in Specification 078413, Penetration Firestopping.

1. Sleeves in Masonry and Concrete Walls, Floors, and Roofs: Provide hot-dip galvanized steel, ductile-iron, or cast-iron sleeves. Core-drilling of masonry and concrete may be provided in

lieu of pipe sleeves when cavities in the core-drilled hole are completely grouted smooth.

2. Sleeves in Other Than Masonry and Concrete Walls, Floors, and Roofs: Provide 26 gauge galvanized steel sheet.

2.6 VALVE SUPERVISORY SWITCH

A. General: Provide valve supervisory switches to replace each existing switch or as required for new systems for fire protection system control valves where indicated on the drawings. Switches must be UL or Intertek listed as "Extinguishing System Attachment" for the location and type of valve supervised. Each device must have at least two sets of contacts so that two different systems may monitor the switch during renovations and replacements. The device must contain double pole, double throw contacts. Operation of the switch must cause a supervisory signal to be transmitted to the FACP upon not more than two complete turns of the valve wheel or a closure of ten percent, whichever is less. Switches must be equipped with screw terminals for each conductor.

2.7 ALARM DEVICES

A. General: Provide a vane type waterflow detector to replace each existing waterflow detector or as required for new systems. Each device must have at least two sets of contacts so that two different systems may monitor the switch during renovations and replacements. The device shall contain double pole, double throw contacts. Provide a pneumatic time delay, field adjustable from zero to 90 seconds. The time delay must be set initially to 30 seconds for zone/floor waterflow detectors.

The device must be a UL or Intertek listed Extinguishing System Attachment rated for the particular pressure and location at which it is installed. Waterflow detectors must be equipped with screw terminals for each conductor.

2.8 PRESSURE GAUGES

A. General: Provide 3-1/2 to 4-1/2 inch diameter oil filled pressure gauges complying with UL 393.

Pressure gauges must indicate WATER on the dial face and the date of manufacturer. The guage must be rated from 0 to 300 psi.

PART 3 - EXECUTION

3.1 PREPARATION

A. Field verify the existing sprinkler system pipe sizes and locations. Verify NFPA 13 occupancy classifications.

B. Obtain most recent fire pump test results.

3.2 PIPING INSTALLATION

A. Locations and Arrangements: Drawing plans, schematics, and diagrams indicate general location and arrangement of piping. Modify and install piping as indicated, as far as practical. Piping must be modified as required for NFPA 13 compliance.

1. Deviations from approved working plans for piping require written approval from authorities having jurisdiction. File written approval with GSA Regional Fire Protection Engineer, the Contractor’s Third Party Fire Protection Engineer, and the design team Registered Fire Protection Engineer before deviating from approved working plans.

B. Where required to be protected against damage from earthquakes, install seismic restraints on piping in accordance with NFPA 13.

C. Use listed fittings to make changes in direction, branch takeoffs from mains, and reductions in pipe sizes. Reductions in pipe sizes must be made with tapered fittings, bushings are not be permitted.

D. Install hangers and supports for sprinkler system piping according to NFPA 13. Comply with requirements for hanger materials in NFPA 13. Trapeze type supports must utilize angle iron and use the applicable seismic coefficient for the region of installation. Use of pipe for trapeze supports is prohibited.

E. Ensure that disconnected piping that is to remain has been resupplied, and with piping that does not represent an increased friction loss from the existing condition.

3.3 JOINT CONSTRUCTION

A. Install couplings, flanges, flanged fittings, unions, nipples, transitions, and special fittings that have finish and pressure ratings same as or higher than system's pressure rating for aboveground applications unless otherwise indicated by this specification.

B. Ream ends of pipes and tubes and remove burrs. Bevel plain ends of steel pipe.

C. Remove scale, slag, dirt, and debris from inside and outside of pipes, tubes, and fittings before assembly.

D. Piping less than Schedule 40 must be roll grooved.

E. Threaded Joints: Thread pipe with tapered pipe threads according to ASME B1.20.1. Cut threads full and clean using sharp dies. Ream threaded pipe ends to remove burrs and restore full internal diameter. Join pipe fittings and valves as follows:

1. Apply appropriate tape or thread compound to external pipe threads.

2. Damaged Threads: Do not use pipe or pipe fittings with threads that are corroded or damaged.

F. Welded Joints: Construct joints according to AWS D10.12M/D10.12, using qualified processes and welding operators according to the requirements and recommendations of NFPA 13.

1. Shop weld pipe joints where welded piping is indicated. Do not weld to galvanized-steel pipe.

2. Affix cutout disks, which are created by cutting holes in the walls of pipe for flow switches and non-threaded pipe connections to the respective waterflow switch or pipe connection near to the pipe from where they were cut.

G. Steel-Piping, Roll-Grooved Joints: Roll rounded-edge groove in end of pipe according to AWWA C606. Assemble coupling with housing, gasket, lubricant, and bolts. Join steel pipe and grooved-end fittings according to AWWA C606 for steel-pipe grooved joints.

3.4 SPRINKLER INSTALLATION

A. Temperature Rating: Install ordinary temperature sprinklers, unless modified herein the specification. Sprinklers installed in higher ambient temperature areas must be installed in accordance with NFPA 13.

B. Sprinkler Guards: Provide mechanical guards as required to prevent mechanical damage in accordance with NFPA 13, and as follows:

1. Sprinklers installed below 7 feet and where indicated on the drawings.

C. Quick Response Sprinklers:

1. Install in areas where listed for use and in accordance with NFPA 13.

D. FM Approved flexible sprinkler fittings are allowed when their use has been approved by the GSA

Regional Fire Protection Engineer and the design team Registered Fire Protection Engineer.

3.5 SIGNAGE

A. Securely attach identification signs to valves, including drain valves. Locate hydraulic placard information signs at each sectional control valve where there is a zone water flow switch. Where more than one sprinkler zone is provided, signs must indicate the specific zone served by the valve.

3.6 FIRE RESISTING MATERIAL (also known as FIRESTOPPING AND FIREPROOFING)

A. General: Coordinate firestopping at openings for conduit, piping, or other penetrations which pass through floor slabs, fire-rated walls, partitions with fire-rated doors, vertical service shafts, or other fire-rated assemblies in accordance with Section 07 84 13, Firestopping. Existing openings through which new piping for this project passes must be totally firestopped in a manner that restores the fire protection rating of the penetrated wall, floor, ceiling, or other structure.

B. Where structural fire resisting material (also known as fireproofing) is disturbed, damaged, or destroyed as a result of the sprinkler system installation, the Contractor must be responsible for restoring the fireproofing to the required fire resistance rating in an approved manner. This restoration must be done in accordance with the UL listing or FM approval of the fireproofing materials, requirements of the building, fire, and life safety codes in effect for the project, and in accordance with Section 07 81 00, Applied Fireproofing.

3.7 SLEEVE INSTALLATION

A. General Requirements: Install sleeves for pipes passing through penetrations in concrete or masonry walls and floors.

B. Cut sleeves to length for mounting flush with both surfaces unless otherwise indicated by this specification.

C. Install sleeves that are large enough to provide 1/4-inch annular clear space between sleeve and pipe. In seismic zones, for pipe 2½ inch and smaller install sleeves that are large enough to provide 1-inch annular clear space between sleeve and pipe, for pipe larger than 2½ inch install sleeves that are large enough to provide 2-inch annular clear space between sleeve and pipe.

D. Sleeves in Masonry and Concrete Walls, Floors, and Roofs: Provide hot-dip galvanized steel, ductile-iron, or cast-iron sleeves. Core drilling of masonry and concrete may be provided in lieu of pipe sleeves when cavities in the core-drilled hole are completely grouted smooth.

E. Sleeves in Other Than Masonry and Concrete Walls, Floors, and Roofs: Provide 26 gauge galvanized sheet steel.

F. Escutcheon plates must be installed where exposed piping penetrates through walls, ceilings and floors.

3.8 FIELD QUALITY CONTROL

A. Tests and Inspections:

1. Hydrostatically test wet-pipe sprinkler system(s), as required by NFPA 13, in the presence of the GSA Regional Fire Protection Engineer and/or their designated representative. The designated representative can be one of the following: the design team Registered Fire Protection Engineer, the Commissioning Registered Fire Protection Engineer, or the Contractor’s Third Party Fire Protection Engineer. The Contractor’s Third Party FPE, the Contractor, and an authorized representative from each supplier of equipment must be in attendance at the preliminary test. Test waterflow alarms, tamper switches, and other devices for smooth and correct operation. Test the waterflow alarms by flowing water through the inspector's test connection. When tests are completed and corrections made, submit signed and dated “Contractor’s Material and Test Certificates” in accordance with NFPA 13, PBS P100, and this specification with a request for final inspection and tests.

2. Test and adjust controls. Replace damaged and malfunctioning controls and equipment.

3. Flush, test, and inspect sprinkler systems according to NFPA 13.

4. Energize circuits to electrical equipment and devices.

5. Coordinate with fire-alarm tests. Operate as required.

6. Coordinate with fire-pump tests. Operate as required.

7. Provide certification letter indicating non-compliance issues to the Contracting Officer based on the findings of the Contractor’s Third Party Fire Protection Engineer who performs these tests.

B. Final Inspection and Testing: Advise the GSA Regional Fire Protection Engineer and their designated representative when hydrostatic and alarm tests have been completed and necessary corrections made, so as to permit final inspection and testing. The designated representative can be one of the following: the design team Registered Fire Protection Engineer, the Commissioning Registered Fire Protection Engineer, or the Contractor’s Third Party Fire Protection Engineer.

Submit request for testing at least 15 calendar days prior to test date with the red-lined drawings.

A final acceptance test will not be scheduled until Operation & Maintenance manuals and

red-lined drawings have been received by the Contracting Officer, the GSA Regional Fire Protection Engineer, and their designated representative.

1. At the final test, a material and test certificate must be provided in accordance with NFPA 13.

2. Submit up-to-date red-lined shop drawings at the final test if changes have been made from when the red-lined drawings were provided before scheduling acceptance test. These drawings must be undamaged sets of prints of the shop drawings, with changes from the original drawings marked in red. Up-to-date drawings must be maintained on site throughout construction.

3. The final test will be witnessed by the GSA Regional Fire Protection Engineer or their designated representative. The Contractor’s Third Party Fire Protection Engineer, the Contractor, and an authorized representative from each supplier of equipment must be in attendance at the final test.

4. Final testing must include, but is not limited to, full flow testing through both the main drain and the inspector's test connection as well as testing of waterflow and tamper switches.

5. Provide equipment, services, and labor to properly perform required tests. The Regional GSA Regional Fire Protection Engineer and/or their designated representative must supervise testing.

C. The Contractor must perform testing in occupied facilities at times of day that present the lowest impact and disruption to government business and activities. Coordinate testing in occupied buildings with the Property Manager to assure that testing does not interrupt government operations. This may require extensive after hours work to perform such testing.

D. The Contractor must provide personnel, equipment, ladders, and communication devices necessary for the performance of tests. Government representatives are present to observe the testing and will not bring equipment to perform testing. The Contractor must provide communications devices for Government representatives observing the testing so that they may communicate with the members of the testing team.

E. Coordination of Installation:

1. The Contractor must coordinate this sprinkler system work with other trades to avoid conflicts, assure system completion and testing within the project schedule, and to assure a quality, workmanlike finished product. In occupied buildings the Contractor must coordinate work with the GSA Property Manager to limit the disruptions to government business and activities. This may mean altered scheduling, after hours work, and/or sequencing construction activities to avoid disruptions to occupants of the building.

2. When the sprinkler system (or ceiling) is required to be disabled during construction, GSA’s Guideline to Fire Watches must be reviewed and followed as well as any property specific requirements from the GSA Property Manager. In addition, NFPA 241 must be reviewed and followed.

3. Disruptions to existing automatic sprinkler systems must be kept to a minimum or avoided.

Sprinkler systems outside of the construction project must be kept in service in a method approved by the GSA Regional Fire Protection Engineer and the GSA Property Manager.

4. Delineate phasing of construction to ensure that installations of new systems are expedited, and existing systems are kept in service until the replacement system is operational.

3.9 CLEANING AND PAINTING

A. Clean dirt and debris from sprinklers.

B. Remove and replace sprinklers with paint other than factory finish.

C. Paint sprinkler piping as indicated on the contract drawings.

3.10 AS-BUILT DRAWINGS

A. General: Prepare and submit six sets of detailed "As-Built Drawings". The drawings must show the system as installed, including deviations from both the project drawings and the approved shop drawings. The drawings must also include information as required by NFPA 13. The drawings must be prepared on uniform sized sheets not less than 30 inches x 42 inches. These drawings must be submitted within two weeks after the final acceptance test of the system.

1. Provide one set of these As-Built Drawings on-site in the fire alarm document cabinet or adjacent to the fire alarm control panel if a document cabinet is not present.

B. Provide three sets of As-Built CAD based electronic drawings; each set must include DWG and DWF file formats, including associated externally referenced electronic files (Xref’s). These As- Built electronic files must contain externally referenced files that have been inserted (do not Bind the Xref’s). Provide both DWG and DWF file formats on three separate recordable CD-R’s (do not use CD-RW’s or DVD-R/RW’s). In addition, provide in each set a read only PDF copy of each As- Built drawing for archiving purposes. PDF files must be created using the PDF Creator utility.

These three CD-R’s must be formatted, written to, and the recording session closed in such a manner as to prevent additional electronic file transfers to the recordable CD-R’s. Refer to Division 1 for additional requirements.

3.11 OPERATIONS & MAINTENANCE DATA

A. Operation and Maintenance Data: Not less than 15 calendar days prior to the final acceptance testing of the entire system, and for use during the instruction period hereinafter specified, provide six bound copies of an Operation and Maintenance Manual. The manual must include an index, copies of approved shop drawings and submittal materials (updated to as-built), and a complete parts list of components. The manual must also include, for each item, the manufacturer's name, the serial number of the part, an ordering number, if appropriate, and a physical description of the part.

PART 2 - PRODUCTS

2.1 ESCUTCHEONS

A. One-Piece, Steel Type: With polished, chrome-plated finish and setscrew fastener.

B. One-Piece, Cast-Brass Type: With polished, chrome-plated finish and setscrew fastener.

C. One-Piece, Deep-Pattern Type: Deep-drawn, box-shaped steel or brass with polished, chrome-plated finish and spring-clip fasteners.

D. One-Piece, Stamped-Steel Type: With polished, chrome-plated finish and spring-clip fasteners.

E. Split-Plate, Stamped-Steel Type: With polished, chrome-plated finish; concealed hinge; and spring-clip fasteners.
