VA Norris Cotton Restack Construction Project
Norris Cotton Federal Building, Manchester NH
Questions and Answers
1. The site visit time on 5/22 says 11:30 in the document titled “47PB0023R0034 Solicitation 20230512” and says 11:00 in the document titled “Pre-Proposal Conference – Site Visit information 20230512”. Either way, we will be there.
Answer: Site Visit starts at 11:00 AM.
2. The bid due date says June 11, 2023 @ 2:00 PM EST. 6/11 is a Sunday. Would this be accurate?
Answer: No, the proposal due is Monday, June 12, 2023 @ 2:00 PM EST.

3. Please confirm the proposal due date as the RFP and SF1442 have conflicting dates.
Answer: See response to Question #2.
4. Past Performance: Please confirm if the projects for Past Performance must be fully completed or substantially completed. If substantially completed, what % do the projects need to be relevant?
Answer: The solicitation will be amended to read as follows; “The Offeror’s past performance record must demonstrate satisfactory performance on three (3) comparably sized projects that are completed within the last five (5) years.”
5. The Solicitation (Past Performance) is silent regarding the extent to which offerors may use the experience and past performance performed by a sister company (i.e., a subsidiary who shares the same parent, same president and same management tools and procedures as the offering subsidiary). The GAO has found solicitations that restrict the ability of an offeror to provide the experience and past performance of its affiliates, even where those affiliates will participate meaningfully in contract performance, to be unduly restrictive of competition. Accordingly, we respectfully request that the Government amend the solicitation to expressly permit the submission of experience and past performance projects completed by parent companies, affiliated entities, and subsidiaries in support of the Experience and Past Performance requirements.
Answer: The solicitation is not silent. Please review the solicitation in its entirety and reference FAR Part 9 Subpart 6.
6. On page 8 of the RFP under Proposal Contents, Proprietary Information Agreements is listed but I could not locate such an agreement in the RFP. Can you please provide the agreement or where can I locate it in the RFP documents.
Answer: The proprietary agreement would be required if a joint venture is being proposed.
7. Page 8 of the RFP under Price Proposal II.C, reads to include the agreement, with prices and/or rates indicated for each price element on the pricing form included in Section II of the Agreement. The pricing information is located on the SF1442. Do the offeror still need to include the Agreement in the price proposal?
Answer: As stated in the RFP include all pricing on the form SF1442. Reference the Solicitation Section VI.E
8. Page 8 of the RFP under Proposal Format, II.B reads for the price proposal to include all other required documents referenced in II.A. The Past Performance Questionnaires are noted under II.A. Please confirm if the PPQs are to be included in the Price Proposal or the Technical Proposal.
Answer: The PPQ’s are part of the Technical proposal but refer back to the full context contained in the RFP
9. On page 11 of the RFP, suggested team members are noted. Does the government want to see these positions on the org chart with names?
Answer: Refer back to the full context provided in the management plan section of the RFP to include the staffing plan that aligns with your organizational chart.
10. Is there a page limit for 1. Management Plan?
Answer: Limit management plan to 20 pages excluding resumes and brochures
11. Is there a page limit for the two resumes.
Answer: Maximum of 3 pages
12. For the Past Performance Section, the RFP reads to provide 3 projects and, in the evaluation, criteria read a minimum of 3 projects. Is there a maximum amount of projects we can provide?
Answer: Minimum of 3 and a maximum of 5
13. Is there a format desired for the resumes?
Answer: No
14. For the Past Performance, are the projects to be completed or substantially completed?
If substantially completed, what percentage?
Answer: Please see answer provided in question 4
15. Please provide the buildings existing Temperature Controls contractor Answer: Wilson Five O&M Subcontractor - JCI, Daikin (propriety for one chiller for repairs)
16. Please provide the buildings existing Fire Alarm contractor
Answer: Norris Fire
17. Does the loading dock have restricted hours? If so, could you please specify.
Answer: 7pm to 5pm, use of the loading dock shall be coordinated with building management for any work outside of normal operating business hours.
18. Are there any dates or a schedule of interruptions that will require work restrictions?
Answer: Read all the requirements in the RFP and solicitation documents.
19. Please advise if a temporary trailer or similar structure can be in the parking lot (or other area) to serve as a field office Answer: No temporary trailer shall be supported on the property
20. For project staff and meetings or if there will be an existing space in the VA that can be used.
Answer: The question is written a confusing manner and therefore no answer provided.
21. Please advise if a laydown area in the parking lot is possible for material storage.
Answer: No lay down area will be provided outside of the building.
22. Please advise if there are any badging requirements for the workforce and/or staff and any anticipated associated cost of this.
Answer: Refer back to the solicitation documents and specifications.
23. Please advise if any scope needs to be completed on off hours (such as noisy work).
24. Please confirm this would be one demo phase/mobilization to do the work.
25. Is there any Asbestos report for the existing flooring.
Answer: No known Asbestos in the flooring
26. 15. The description or amount of furniture is not included in the SOW; can these be provided?
Answer: Please refer to the Drawings and specifications
27. What is the location we can lay down the dumpster?
Answer: To be determined upon award
28. Can we use the elevator to load out demo debris?
Answer: The Freight elevator will be available to support construction
28. For furnishings removals, not scheduled for salvage during demolition, to be disposed? Or will this be turned over to GSA?
Answer: Any furniture that is not claimed under the GSA excess policy will be disposed of
30. Specifications for Electrical indicate that Coordination Drawings will be required. There is no mention of this requirement in the HVAC or Plumbing specification sections and it is not listed as a requirement on the submittal register. Coordination Drawings for this project seem an added unnecessary cost. Are coordination drawings required for this project? And only from Electrical scope?
Answer: The contractor shall create coordination drawings only as required to support installation as deemed necessary to facilitate the installation with other trades.
31. Specification Section 233113; Para 3.7 indicates that existing duct cleaning is required per Section 230130.52 “Existing HVAC Air Distribution System Cleaning”. Specification 230130.52 does not exist in the provided specifications. Is cleaning of the existing ductwork required?
Answer: Any ductwork sections within the scope of project, particularly at inlet locations shall be removed of any debris as an industry standard practice.
32. Are Tab, DDC, or Commissioning contracts required to be first tier subcontracts under this project?
Answer: Yes
33. Is mechanical press (for example: viega propress) permitted for plumbing (Domestic hot and cold water)/ mechanical piping (HHWS/R)?
Answer: Please refer to the drawings and specifications. To include the P100.
34. Are there any specific format requirements for submittal?
Answer: More specificity required to answer
35. The Management Plan reads to include a detailed communication plan and problem resolution procedures as well as quality control methods employed. Additionally, the same language is under the Quality Control Plan. What section would the government like the Offerors to address the detailed communication plan since it’s in two different sections in the RFP?
Answer: All key elements described in the RFP’s Management plan shall be addressed.
36. Staffing Plan reads to an organizational chart and lines of authority for project phases. Can the government elaborate on what they consider are the project phases?
Answer: Refer back to the RFP and solicitation documents. To include drawings and specifications.
37. Please confirm resumes are required only for the Project Manager and On-Site Construction Superintendent?
Answer: as stated in the solicitation resumes are required for the key personnel
38. On page 11 of the RFP suggested team members are noted. Does the government want these personnel on the org chart with names?

40. If any furniture or other office items may be in conflict within the areas of work, who will be responsible to relocate those items?
Answer: Logistical procedures to support the phasing requirements of the contract will be addressed and established during performance.
41. Will all work performed require escorts?

Answer: To be determined upon contract award
43. I was wondering if there was a sign in sheet available for the walk through yesterday. I couldn’t make it but would like to reach out to the bidders in need of commissioning Services.
Answer: Answers only to be provided to prime contractors bidding on the work.
44. The spec calls for commissioning of all Mechanical systems “and Electrical associated therewith.”
a. What level of commissioning is required for the power to the HVAC equipment? It doesn’t appear to be described in the commissioning or electrical spec sections.
b. Please provide a clear commissioning scope for the electrical systems.
