Moakley Offeror Questions

Question 1: I am looking for clarification on the items below regarding the Moakley Courthouse modernization project:

Compensation (whisper flex) – Assuming this being retained

Governor- Assuming this being retained

Answer 1: Whisper flex will be replaced if any section is damaged and needs replacement.

Governors will be replaced.

Question 2: Can the passenger elevators (Car 13-16) or the Grand Jury Elevator (Car 18) for equipment removal and delivery?

Answer 2: No, the contractor has to use the freight elevator (Car 11) for all the equipment removal and delivery. Escort will be provided for access through the US Attorney Office.

Question 3: Specification Section 01 14 00: (1.3, D) What constitutes noisy work and/or odor-producing work?

Answer 3: Noisy work would be hammering or using impact wrenches during court proceedings. We can usually work with contractors on the best times to allow use of any heavy noise making machinery or tool. Odor producing work would be welding.

Question 4: Specification Section 01 14 00: (1.1, C, 19) What are the specific COVID procedures at the property?

Answer 4: Masks will be worn during all times while traveling through the building. If you are working in a space which is considered your work area, a mask is not necessary. We also request that employees are in compliance with CDC guidelines.

Question 5: Specification Section 01 14 00: (1.1, C, 15) What is required to gain daily access at the property? Check-in/out procedures, Badging, Security detail, Etc.?

Answer 5: We will require all contractors to sign in/out in the Facilities office. All contractors who have been cleared in accordance with Section III.H.5 of the Agreement will be escorted into the USAO space to the machinery room.

Answer 7: Test will be code required safety tests to put elevator in service for general public use. No additional cost associated with testing.

Question 8: Specification Section 14 21 23: (2.3, B, 3) What is the specific code-year required

(elevator code ASME)?

Answer 8: Latest applicable code at time of install ASME a17.1 – 2019.

Question 9: Specification Section 14 21 23: (1.5, C) Are the original equipment drawings (from

OEM) able to be provided to bidder by GSA?

Answer 9: Contractor will be providing new equipment drawings & engineering layouts.

Question 10: Specification Section 14 21 23: (2.3, A) Is the intent to send this SOW to a machine shop, so that they can quote all of the work in full on all elevators? It may be deemed that all work specified may not be required, but do we continue the full SOW on these machines?

Would it make sense to have a machine shop come out and do an on-site survey of the equipment and write a specification for work required for all to bid on?

Answer 10: If contractor does not do work specified, they will have a sub come in and perform this specific task.

Question 11: Specification Section 14 21 23: (2.13, B) Is the plan to keep the sling and replace the platform? If so, what is the issue with the platform that needs to be resolved?

Answer 11: Platform is original and a new isolated platform will be installed for better ride quality.

Question 12: Specification Section 14 21 23: (2.13, G, 1). Please define what is meant by

Convenience light?

Answer 12: This lighting is for the elevator contractor to use. It’s located above and below cab.
