Revision Date: September 9th, 2020
1. Introduction:
1.1. Project Overview: The project consists of the design and construction of a new U.S.
Land Port of Entry (LPOE) in Madawaska, Maine by the General Services Administration
(GSA). The new LPOE in Madawaska, Maine will replace the current 1959 mission & operationally deficient LPOE situated on a 0.9 acre site that does not meet the U.S.
Government's requirements and mission. The program of requirements for this new
LPOE is an approximately 76,717 GSF facility on a 10.7 acres site that includes a Main
Port Building, Commercial Inspection Building, 3 primary inspection lanes, and a bypass lane. The existing facility connects Madawaska, Maine with Edmundston, New
Brunswick via the International Bridge, spanning the St. John River. The International
Bridge is nearing the end of its useful life based on its current condition and functionality. The Madawaska-Edmundston International bridge replacement project, by the Maine Department of Transportation (MaineDOT), is a concurrent design and construction project. These two distinct and separate projects require strong multi-disciplinary and cross agency coordination, with completion of the LPOE upon the bridge opening by November 2023.
1.2. Existing Site Conditions Capture: The Madawaska LPOE existing site was documented by both the air and on the ground. The existing LPOE and Bridge existing site area was documented on the ground. The aerial views were captured using a drone on August 19th, 2020. The 360° ground images were captured on August 17th – 19th, 2020.
1.3. Virtual Site Access: Offerors will be able to virtually view the site with a variety of offline files as well as online tools. DroneDeploy was used to process the drone captures to create orthoscopic views as well as mapping and 3D models. StructionSite was used to capture images on the ground with a 360° camera and a cell phone camera. Further instructions can be found in this document.
NOTE: 52.236-3 Site Investigation and Conditions Affecting the Work. The Government assumes no responsibility for any conclusions or interpretations made by the Contractor based on the information made available by the Government. Nor does the Government assume responsibility for any understanding reached or representation made concerning conditions which can affect the work by any of its officers or agents before the execution of this contract, unless that understanding or representation is expressly stated in this contract.
Any annotations or any measurements from DroneDeploy and/or StructionSite are not to be used for cost estimating, design and/or construction purposes. The intent is to give a visualization of the topography of the site without having to be onsite. Site utilization and final design are subject to change per GSA
2. Ground Documentation – StructionSite : StructionSite will give viewers 360° images at ground level of the existing site as of the end of August 2020. These images are located with “pins”on an aerial view of the site with the existing site plan laid over top in purple. An online application will let users view the images without a local download or a local download is available so the images can be completely offline.
2.1. StructionSite Online Version: The online viewing option will be accessed through a web browser, no data will be saved on your local computer.
Step 1. Accessing StructionSite. To view this project on StructionSite.com use the following link: https://app.structionsite.com/vp/dae2130c-94c2-4556-95c9-d6b4af0542f4
Step 2. Accessing Images. When you open the link, you will see the two “Drawings”, Existing LPOE and Bridge and Existing Site at the New Bridge Landing. To enter into either of these just click on one to choose it. This viewer will consolidate the image pins if you are zoomed out. You will see colored circles (see Figure 2.2) with numbers in the middle which tells you how many pictures are located in that location. Use the scroll on your mouse or clock on the circles to zoom in and the circles will break apart so you can see the individual pins.
Figure 2.2
Step 3. Navigating and Viewing Images. Once a drawing is opened, you will notice orange pins and blue triangles on the PDF (see Figure 2.1). To view any of the pins, click on the pin, a preview screen will appear in the top left of your current screen, click on the preview to make it full size. To navigate the 360° environment, click and hold then drag your mouse to look around. You can use the mouse scroller to zoom in and out.
You can easily navigate to other pins in this option by using the “Mini Map” on the bottom left of your screen, just click on another pin to view that location. To return to the drawing view, use the back arrow at the top left.

2.2. StructionSite Offline Version: To access the images that were taken from ground level on an offline PDF, locate the zip file provided to you named “StructionSite –
Ground Pictures”. This folder will have to be moved to your local computer in order for it to work. The file is 13 GB so it will take up a fair amount of space on your computer and may take a few hours to download depending on your internet connection speed.
Step 1. Saving Files to Local Computer. This folder will have to be moved to your local computer to access and view. Right click on that file and choose the option to “Copy” the folder and then find a desired location on your computer's drive and right click and choose the option to “Paste”.
Step 2. Extract Zip Files. Once the zip file is located on your computer, you will need to unzip the file. You can unzip the file by right clicking the folder and selecting “Extract
All…”. The unzipping tool will then ask you where you want to extract the folder to, choose the destination and then click “Extract”.
Step 3. Accessing and Utilizing the Files. Once the file has been extracted you will then be able to use the files within. When you open the file, you will find two folders.
One labeled “Drawings” the other labeled “Media”.
The “Drawings” folder will be the most helpful to view the images and to see where these images were captured. Open the Drawings folder, at this point you can choose to open two PDFs with a PDF viewer, the Existing LPOE and Bridge or the Existing Site at the New Bridge Landing.
Step 4. Accessing Images. Once a drawing is opened, you will notice orange pins and blue triangles on the PDF (see Figure 2.1). The orange pins are 360° pictures, and the blue triangles are standard cell phone pictures. To view either type of picture click on the pin. If you click on a 360° viewer, the PDF viewer may use your web browser to open the 360° environment. This image is locally stored, the web browser is not getting this image from online.
