About this file
This document contains a request for information (RFI) related to replacing multiple radiation portal monitors (RPMs) at multiple U.S. land ports of entry. The General Services Administration will support U.S. Customs and Border Protection's Counter Weapons of Mass Destruction branch by providing construction services, management, and oversight for replacing RPMs in Sweet Grass, Montana; Pembina, North Dakota; and Portal, North Dakota. The contractor will replace the RPMs and associated infrastructure such as communications control boxes, control boxes, battery boxes, cameras, analysis computer stations, and fiber optics. The contractor must reuse applicable existing infrastructure to reduce costs. Coordination is required with local port authorities to maintain operations during construction. The period of performance is approximately 10 weeks from notice to proceed. The RFI addresses questions about specifications, schedules, security requirements, as-built drawings, equipment details, material sourcing, winter work, staging areas, and equipment delivery and commissioning.

The POP start will be discussed in relation to material lead times as necessary.
7 Can GSA passes be processed in time

9 Can as‐builts be provided for all locations?
No. It is the contractor’s responsibility to verify conditions both visually as well as by using non‐invasive techniques such as GPR prior to commencing actual construction work.
10 Can Product data and shop DWG for new equipment be provided?
DWG files and shop drawings will not be made available, however the installation manual for the new Smiths RPM system (RS‐484) will be provided.
11 RPM location for Sweet Grass – RPMS are currently positioned behind the inspector booths, does the owner wish to relocate (in front of inspector booth) for proper inspection processes?

Weather is difficult to predict, should winter weather delay the progress of the work, a contract modification may be issued at that time (post‐award).
Indicate staging areas for equipment/materials. Equipment will need to be on‐site prior to construction for deliveries; will remain on‐site until demobilization phase.
Once awarded, equipment and staging bed down areas will be coordinated with local CBP and GSA property managers. Areas will most reasonably not impede day to day operations.
14 Can new conduit runs be surface mounted on buildings, or will they need to be ran underground?
In general, the designs provided to the contractor have factored in the use of surface mounted conduits and, only when not practicable (e.g., snowplow areas, pedestrian walkways, etc.), below grade conduits are recommended.
