National Spatial Data Management and Three Dimensional (3D) Imaging Services

Solicitation No. 47PA0118R0006

Questions and Answers

1. Does GSA honor the government established “cascading priority” procedure, such as SDVOSB first, then VOSB, then Woman Owned SB, and then all small businesses in that order in their selection processes?

Answer: This solicitation is 100% set-aside for Small Businesses.

2. Solicitation # 47PA0118R0006 for SDM and 3D Imaging appears to indicate that the solicitation is for small business only. However, we have been contacted by some firms that want our firm to be the prime with them being a sub consultant. We are not a small business. So I have 2 questions: (a) Please confirm that this solicitation is for small business only? (b) Will another solicitation be coming out for unrestricted businesses?

Answer (2a): Yes. Per the SOW, the solicitation is 100% set-aside for Small Businesses.

Answer (2b): No. This is the only solicitation that will be issued.

3. We are a large business, but CAFM/Space Management is not our main business, nor do we have a significant market share and we are not dominant in the field. Currently revenue from our CAFM business line is well under the $15M threshold for NAICS Code 541990, if we can demonstrate this, does this help us qualify?

Answer: No. Per the SOW, the solicitation is 100% set-aside for Small Businesses.

4. Would we qualify if we implement a Small Business Subcontracting Plan?

5. If a Small Business Subcontracting Plan is possible, then what percentage of work needs to be executed by the Small Business? How long do we have to implement?

Answer: Per the SOW, the solicitation is 100% set-aside for Small Businesses.

6. Can we apply if we have a Small Business Sub-Contracting Plan and/or will work to implement a MENTOR-PROTÉGÉ PROGRAM? How long do we have to implement?

7. If a large business can't apply, can a Small Business subcontract part of the work to a large business?

Answer: Yes. A Small Business can submit a proposal and have a large business as a Subcontractor.

Small Businesses must represent at least 51% of the total work.

8. What was the total contracted, for all 5 of the previous companies, over the last 5 Years?

Answer: As of 8/20/2018 the total value contracted is $3.9M.

9. How many 3D Laser Scanning contracts were issued, and what is the grand total of those contracts?

Answer: As of 8/20/2018 the total value of 3D Laser Scanning contracts is $400K.

10. In order to control costs and keep down pricing, would it be possible to add 2 Labor Categories below

CAFM Technician? We have a lot of CAD Drafters and we wanted to see if a Junior CAD Drafter and Senior CAD Drafter can be added?

Answer: No. The Labor categories are as stated in the SOW. Additional labor categories will not be added.

11. If we decide to include a cover letter, will it be considered part of the 50 page maximum page count? If so which section page count does it belong to?

Answer: Yes. The cover letter counts towards 50 page maximum.

12. Are pages that are designated for the table of contents and section headers/ title pages part of the overall page count maximum?

Answer: Yes. Table of Contents, Section Header and Title pages all count towards the 50 page maximum.

13. On page 100 of the Solicitation it states that the Solicitation Number is GS-00P-13-CY-D-0057 yet on the top of each page it states that the Solicitation Number is 47PA0118R0006. What is the correct solicitation number?

Answer: The correct solicitation Number is 47PA0118R0006.

14. On Page 104 of the solicitation under Factor 2 - Management Approach and Structure; the solicitation states that there are 10 pages allowed for this section. Are the resumes of Key Personnel for the offeror and all sub consultants to be located in this section within the 10 page count limit or can the resumes be located in an appendix (outside of 10 page count limit for this factor and outside of the overall 50 page count maximum limit) to allow for space to discuss our management approach and structure.

Answer: Yes. Resumes can be included in the Appendix and not count towards the 50 page limit.

15. Geographic Location is frequently mentioned to be included with Factor 3 Past Performance yet is left out of the chart on page 101, left out of the title of section L.13.2.2.4, and left out in section M.2.1.1. Are we to assume that Factor 3 should be “Past Performance and Geographic Location”?

Answer: Factor 3 is only Past Performance; you can include locations where you have done work if you deem it relevant.

16. (a) Is it your intent that we fill out Standard Form 33 with the calculated bid amounts that are derived from the hypothetical square footage calculations found in the .xls Bidform - Attachment 1?

(b) The Solicitation states that we are to fill out sections 12-18 on the SF33, are we also supposed to fill out the Unit and Amount found on pages 2 and 3 of Standard Form 33 for Base period and each of the 4 options?

(c) Also, why is the Quantity =3 on Item No. 0001-Base Period?

Answers: (a) Yes. That is correct. (b) Yes. That is correct. (c) The quantity of 3 for Item No. 0001-Base period is for the maximum number of Contractors to be awarded. The quantity of 3 should be the same for Item numbers 0002-0005.

17. Can you re-visit the number of pages for the Pricing proposal, the solicitation states that there are to be 10 pages total. The following items are stated to be part of the Pricing Proposal and are in excess of the 10 page count prescribed by the solicitation.

Part 1 Cover Page 1 page Part 2 Standard Form 33 3 pages Part 3 Section K Rep and Certs 8 pages Part 4 Assumptions, Conditions, or Exceptions 1 page?

Part 5 Contract Pricing/Completed Section B 3 pages or maybe 5

Answer: The correct page total is 17. The NEW breakout is as follows:

Part 1 = 1 Part 2 = 3 Part 3 = 8 Part 4 = 5 The language “Assumptions, Conditions, or Exceptions” has been deleted from the Statement of Work, and is no longer Part 4 under Part IV, Section L.13.3. See Amendment #1 of the solicitation.

18. In Part 5 listed above, it seems like Attachment 1 (The Pricing Spreadsheet with 5 worksheets) should be part of the pricing proposal and therefore part of the page count. If so, it is 5 pages. It seems like the charts found in Section B are already included in Attachment 1 and should not be duplicated in the pricing proposal. If Attachment 1 is not to be part of the pricing proposal then the pricing proposal would only have hourly pricing in it.

Answer: See answer to Question 17.

19. Are Assumptions, Conditions, or Exceptions allowed as part of this bid? It seems that Assumptions should be resolved through the question and answer phase of this solicitation process. If conditions and exceptions are allowed, how does the government achieve a competitive and equal bid form all awardees?

Answer: No. Assumptions, Condition or Exceptions are NOT allowed. That language was deleted from the Statement of Work Part IV, Section L.13.3. See Amendment #1 of the solicitation posted on FBO.

20. Do the unit prices provided by each of the 3 awardees, establish an unchangeable firm fixed unit price for the duration of the contract. Will any contractor be allowed to bid higher unit pricing in the future for a requested task than their individual unit price that is established in attachment 1 during this solicitation process?

Answer: All hourly rates will remain firm and unchangeable during the term of this contract. The unit price can be adjusted by small amounts (0.1% to 5.0%) to account for changes in processes due to new technology which may make walking the building or processing the data faster. Large reductions in price per square footage would raise red flags and could lead the Task Order Contracting Officer to be disregard proposals with large reductions.

21. In order to provide a firm fixed unit price for an established bench mark level of effort for the Audit Phase 1 scope, the quantity of wall movement must be defined. Right now the scope states that a Contracting officer may request 30% churn or 20% churn or maybe some other percentage of churn. It is not possible to extend a Unit price on the bid form without an established level of effort. Please define the specific level of effort (assumed level of churn) requested by the government for this base bid during the Audit Phase 1 process for 2D scope and for the 3D scope. It is understood that if the CO that requests an individual Task order in the future, requests a scope that is in excess of the established scope of the base bid that a contractor will be able to bid a price that is higher than the price that is established for the base contract to account for the additional services requested.

Answer: Use 30% churn for both 2D and 3D items in the scope of work. Individual Task Orders awarded in the future from this IDIQ may state another value such as 20% churn.

22. Please give examples of how the calculation is performed for Audit Phase 2 to determine the bid price for this scope. Is the unit price that we provide multiplied times the total square footage of the building using the bid category that represents the total rentable square footage of the building or is the calculation based on the 20% or 30% churn number multiplied by the bid category that matches that square footage? Once again, if there is no established level of churn for the base bid, there is no way to establish a base bid for that category.

Answer: This is to be based on the percentage of churn square footage (SF). For the purposes of responding to this solicitation, please use 30% churn. Example, 30% churn of 444,012.47 SF is 133,203.74 SF, so the purposed price for Audit Phase 2 should be based off the 133,203.74 SF times the rate for this corresponding SF. The contractor is only measuring the change not the entire building.

23. On page 18 Paragraph 1 under the scope of service C.5.2 - Space Audit 2D: it states that “correcting the shell and core of a building during an Audit is limited to correcting errors such as , but not limited to:

correcting typo’s, placing or updating known dimensions, updating classifications or assignments on drawings and other minor drawing clean up”. It is our belief that there are not many minor problems that we find with a shell or core. It is either correct and stacks per the working drawings or it has Major problems.

In our opinion, the only way to resolve Shell and Core issues with the base architectural facility file is through extensive exploration of the working drawings and exhaustive field documentation. Most issues that are found with the shell and core of a facility file open up Pandora’s Box to correct the problem and are not minor in nature. These corrections to the base file should be reserved for the IMV process. For example; correcting the glazing system on the 3rd floor of the building will probably lead to the necessity to correct the 2nd floor and then correct the tenant walls that hit the mullions and then require changes in the area lines. Sometimes this domino affect causes changes in the entire building and is not minor in nature.

(a) Please explain how correcting typo’s on the shell and core has anything to do with correcting the architecture of the building. (b) What do you mean by “placing or updating known dimensions?” (c) Please list elements that will be considered minor corrections to the shell or core and also list errors to the shell or core that will be considered major and not part of the scope Audit.

This same topic needs to be addressed in the scope of services for C.5.6 3D BIM based audit.

Answer (23a): Typically, shell and core issues cannot be fixed during an Audit. However, things like assignments, classifications, door tags, room tags, and other similar data can be corrected during the Audit around the shell and core. A typo correction would include correcting “Room 1014” to “Room 1041” due to transposed numbers.

Answer (23b): Regarding dimensions, if for example in the source data one elevator shaft is off 2-inches on one floor, but the rest of the floors line-up and dimensions are identical, the contractor should take that as an error on this one floor and just correct this dimension to match the rest.

Answer (23c): The list of minor items is found in the SOW, Section C.5.2 and C.5.6. Items not mentioned are not considered minor. In the event that a 2D or 3D Audit is requested, but significant issues are found in the shell and core (the building does not stack), then the documentation around the shell and core is required as backup and proof to the Government to make the case that in fact an IMV is required to correct all the issues. The only way to prove the shell and core is incorrectly drawn is to provide the appropriate level of documentation. Individual situations will have to be addressed in each individual Task Order.

24. In the bid form xls file Attachment 1- Row 5 and the scope of services on page 18 for Audit, why are Voids not part of the Audit scope but they are part of a Targeted Rewalk. Both scopes require a contractor to document these areas and therefore both scopes should include them in the square footage calculation.

Answer: The Audit is based off the Rentable Square Footage (RSF) + the Structured Parking (STP) + the Unsuitable for Occupancy (UFO) square footage. The measurement of the Audit is based off the percentage of churn within the building and while Voids may be assessed during an Audit it is more of a cursory aspect as one would not expect the Voids to change. A Targeted Rewalk is to be used when known changes have occurred to an areas or portion of a building so here Void square footage in included as there has likely been a change.

25. Under the topic of Base Building Models on Page 22 and 23 it states that all fixed architectural and structural elements are to be accurately represented. Many of the structural elements are behind walls or within the ceiling of the building. It is not possible to model many of the structural elements in a building without the structural drawings, please explain how required building elements will be modeled in 3D without the existence of the original construction documents.

Answer: The contractor shall leverage the source data provided for the creation of Building Base Models BIM. The source data may be “existing full or partial BIM Models, CAD Drawings, and other.” This “other” could include scanned original drawings and more. Statement of Work, Page 23 paragraph 2 also calls for contractor to perform field verification of enclosed spaces. In the case where existing source data and even field verification still leaves areas inaccessible or unknown to the contractor, the contractor is to leverage their knowledge about buildings to complete the model and will annotate these areas or portions of the model.

26. Underneath Building Base Models, on page 24 it states that Cooling towers, venting systems, vent stacks and chimneys are to be modeled on the Roof Plan. These are MEP systems, (a) is it the intent to include MEP in the base models? (b) Shouldn’t these items be reserved for “Building Model Options” and requested under an Hourly rate rather than part of the Unit pricing for the Building Base Model.

Answer (26a): The Building Base Model Roof Plan will include items such as the cooling towers, venting systems, vent stacks and chimneys because they show, reside or terminate on the roof and are typically constructed and built into the building. Building Base Model, Roof Plan, SOW C.5.4.a.6 does not require modeling of the entire MEP.

Answer (26b): The modeling of the MEP systems is included in SOW C.5.5 Building Model Options.

27. Please clarify if the contractor will be required to tag data in the 3D Spatial Program Model and then also tag information in the existing CAFM system (eSMART).

Answer: Yes, the contractor is responsible for ensuring the information between the model and the CAFM system (eSMART) is consistent and accurate. The contractor shall complete the Spatial Program Model within the model. Actual techniques of capturing tags are left to the Contractor. We can say that, if the information is properly tagged in the model such as using area plans instead of room plans, then the information is exportable to CAD which is importable to eSMART. The tag information can also be exported in other formats that can then be bulk imported to eSMART.
