About this file
This is a Construction Bid Addendum No. 2 issued by the Michigan Department of Technology, Management and Budget (DTMB) Design and Construction Division for the Women's Huron Valley Correctional Facility (WHV CF) EM Room and Control Center Renovation project. The addendum, dated 3/26/2025, provides updates to the bidding documents, including a mandatory pre-bid meeting attendance record from 3/17/2025, specification revisions related to asbestos abatement requirements, and responses to contractor questions about flooring removal, existing floor conditions, and project scope. The bid opening is scheduled for 4/2/2025, with the project involving renovations to various rooms including the monitor room, control center, secured vestibule, corridors, and staff areas.
The addendum introduces new legal requirements for asbestos abatement contractors under Public Act 59 of 2024, mandating background investigations and attestations for contractors performing asbestos removal work. Contractors must now complete an Asbestos Abatement Attestation form disclosing any previous environmental regulation violations. The project involves removing existing vinyl composition tile (VCT), ceramic tile, and carpet in multiple areas, with work to be performed over concrete subfloors. Additional specifications include prevailing wage requirements, certified payroll submission guidelines, and protections for construction mechanics. The project is funded through the state's facilities management budget, with specific details about funding sources not explicitly outlined in the document.
