About this file

This is an Addendum No. 1 to a Request for Proposal issued by the Michigan Department of Technology, Management and Budget (DTMB), Design and Construction Division, for the Chippewa Correctional Facility Powerplant Steam Surge Tank Replacement project (File Number 472/25324.ABG). The project involves design-build services for the replacement of an existing steam surge tank located in the powerplant at Chippewa Correctional Facility. Design-build services include Phase 500 Final Documents and Phase 600/700 Construction Administration, requiring documentation of existing conditions, LARA Plan Review Permit applications, Construction Code approval, submission of 50% and 90% design documents for owner review, and biweekly progress summary emails. The pre-proposal meeting was held on July 31, 2025, at 1:00 p.m. via Microsoft Teams, with on-site accessibility limited to that date only. Written questions must be submitted by 12:00 p.m. on August 8, 2025, to project director Alan Goschka. Proposals are due by 2:00 p.m. EST on August 20, 2025, to both the issuing office and SIGMA VSS. The Ad Hoc Advisory Committee will review proposals and award the contract by the end of August 2025, with substantial completion scheduled for June 1, 2026.

Proposals must include a $25,000 DTMB provisionary allowance in the bid, plan review fees, consultants, and testing expenses as reimbursable costs. Liquidated damages are assessed at $500 per day for delays past substantial completion and final completion. Design meetings at 50% and 90% phases will be held on-site. A critical restriction prohibits any construction activities requiring boiler or steam system shutdown during the heating season, defined as October 1 through May 15. Proposers must submit completed Bid Summary, Bid Schedule, QDV form if applicable, Certification of Michigan Based Business, and Bond forms. The project is being evaluated based on qualifications including general design-build entity information, understanding of project scope, personnel and relevant experience with similar projects, and demonstration of why the entity is best suited for the work.
