About this file

This is Construction Bid Addendum No. 3 issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design & Construction Division, for the Women's Huron Valley Correctional Facility VMS Genetec Phase 2 Cameras project (File No. 472/24059.SAA). The project involves upgrading cameras and cabling at the correctional facility, including installation of new cameras, removal of existing cameras, installation of new camera cable with fire-rated pass-throughs, termination of camera cables onto CAT-6 modular connectors, removal of existing microphone systems, and configuration of new cameras on the existing Genetec processing and recording system. Additional scope includes provision of Genetec camera licenses through July 31, 2029, electrical work including new power cabling and large UPS installation in the West Admin building, new camera poles on the site plan, underground boring and trenching with hydrovac and ground-penetrating radar implementation, mechanical work including new HVAC in the West Admin communications room, and full Genetec software configuration. A mandatory pre-bid walk-through is required, with the bid opening scheduled for July 29, 2026. Addendum No. 3, issued on July 23, 2026, modifies the contract time to 730 days and clarifies that the owner will provide new metal ceiling tiles, escorts will be required for work outside the perimeter fence, and bidders must acknowledge receipt of all addenda.

Performance and payment bonds are required for all bids exceeding $50,000, and each bid must include a five percent bid guarantee. Builders risk insurance is required unless otherwise specified. The project scope indicates that the Genetec Integrator Scope (GIS) contractor must be a Genetec certified channel partner. Bidders are restricted to bidding on specified or addendum-approved materials and equipment only, with no substitutions or "or equal" proposals permitted after bid opening except as provided in the general conditions. Qualified Disabled Veteran and Michigan-Based Business certifications are required by signatories.

Answer. The site has additional metal ceiling tiles. At these locations assume a new tile will be provided by the owner. Contractor to remove old tile and install new tile.

2. Will an escort be required for work outside the perimeter fence?

Answer. Yes. An escort will be required when working outside the perimeter on the cameras.
