About this file
This is an Addendum No. 01 to a Request for Proposal issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, for professional design and construction services related to the Northern Region Training Academy project managed by the Michigan Department of Corrections. The project scope encompasses remodeling two buildings at the existing Northern Region Training Academy complex, including Phases 400 (Preliminary Design), 500 (Final Design), 600 (Construction Administration—Office Services), and 700 (Construction Administration—Field Services). Services requested include design of WiFi systems, security and technology upgrades per MDOC standards, roof replacements with snow avalanche mitigation, elevator replacement, exterior concrete work including an exercise pad and instruction platform, entrance signage design, roadway and parking lot redesign, and general site beautification. The Professional Services Contractor (PSC) will work with a selected Construction Manager for cost estimating during Phases 400 and 500. A pre-proposal meeting was held on June 22, 2023, at the Northern Region Training Academy in Kincheloe, Michigan, with site accessibility and photography permitted. Proposals were due June 29, 2023, at 2:00 p.m. EST, and selection was scheduled for the State Ad Board Agenda on July 25, 2023. Construction documents were to be completed and released for bidding no later than autumn 2023 for winter 2023/2024 interior construction and spring 2024 for site work. The project will be bid as a whole with phased construction, with Building 233 (MSI building) to be completed first while Building 257 (main building) remains operational; upon Building 233 completion, operations will transfer to allow Building 257 construction to commence.
The RFP utilizes a Not-to-Exceed billable rate plus reimbursables format, with proposals evaluated on an 80% Technical portion and 20% Cost portion by an Ad Hoc Advisory Committee. Reimbursable expenses include a minimum of eight soil borings, material testing, concrete and steel testing, plan review fees (minimum eight reviews), and a $50,000 line item for Commtech Design to cover IT, security, technology, and DTMB infrastructure coordination. The PSC is responsible for leading bi-monthly construction progress meetings on-site, providing field reports within five business days of each site visit, and submitting meeting minutes within five days of each meeting. Travel reimbursement is provided at $0.625 per mile for travel beyond the first 100 miles each way, with per diem rates of $9.75 for breakfast or lunch and $22.00 for dinner, and lodging at $85.00 per day (negotiable post-award). No budget has been established; compensation will be based on the PSC's cost estimates. Asbestos abatement for both buildings will be completed by DTMB prior to construction, and the project includes site demolition work scheduled for summer 2024 under a separate contract.

RFI questions / responses below:
Q1 – Is the Wi-Fi design by the PSC or DTMB infrastructure Team? Please provide delineation of work.
R1 – Per the walk through on June 22, 2023, the PSC is to include a $50,000.00 reimbursable expense for Commtech Design to cover this scope of work and coordination with DTMB infrastructure.
Q2 – Will both buildings be design simultaneously Phase 400 through plan review completion?
R2 – Per the walk through on June 22, 2023, design for both buildings will happen simultaneously but construction will be phased per building with building 233 being completed first and then building 257.
Q3 – Will the full project (site, main building, auxiliary building) be awarded to one contractor as one phase or shall PSC bids plan to have the CA for two separate phases of construction with two separate contractors?
R3 – The project will be bid as a whole with the buildings being phased as stated during the walk through on June 22, 2023. The Construction Manager (refer to note 4 above and added information in the meeting agenda) will be responsible for coordinating the phasing but the PSC will be responsible to complete bi-monthly inspections per the normal DTMB standards.
Q4 – For technology and security upgrades necessary per MDOC standards – may the firm provide their services or is there an assignment of subcontractor?
R4 – This will be covered under the Commtech Design reimbursable as indicated in Question / Response 1.
Q5 – Will an asbestos report be provided by DTMB to the contractors prior to bid? Is abatement necessary and if so, will it be a separate contractor contract agreement with DTMB?
R5 – An asbestos report has been completed for the main building 257 and abatement will be completed prior to construction. It is believed that building 233 also has an asbestos report and any abatement will be completed prior to construction.
