About this file
This document is an Addendum 1 for a boiler replacement project issued by the Michigan Department of Technology, Management and Budget (DTMB) for the Woodland Center Correctional Facility. The project involves removing existing boilers, pumps, hydronic piping, and associated equipment, and installing new boilers, pumps, piping, controls, and hydronic equipment. The bid opening is scheduled for 3/12/2025, with a mandatory pre-bid meeting held on 3/6/2025. The project has a substantial completion timeline of 182 days (26 weeks) from the pre-construction meeting or Notice to Proceed, with liquidated damages of $500 per day for delays beyond the completion date.
The addendum includes numerous clarifications about project specifications, including approved alternative boiler manufacturers (Aerco and Captive-Aire), temporary heating system requirements, and specific technical details about equipment placement and operations. The bid includes two allowances: a $15,000 asbestos abatement allowance and a $200,000 provisional allowance. Bidders are required to submit electronic bids through the SIGMA website, with questions to be received by 3/7/2025. The project will require prevailing wage rates, strict security protocols for working in a correctional facility, and compliance with various technical specifications for HVAC systems, controls, and installation methods.
