About this file

This is a Construction Bid Addendum for the Oaks Correctional Facility ADA Egress Ramps and Infrastructure project, issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division. The project involves installing 3 ADA compliant ramps with new exit doors, associated lighting, exit signs, and sidewalks at Housing Units 1, 4, and 7. The bid addendum, numbered 1 and dated August 6, 2025, provides clarifications and updates to the original bidding documents, with a bid opening date of August 13, 2025. The scope includes modifying egress routes, installing new control fences, adding gates, and implementing storm drainage systems, with specific requirements for excavation, utility protection, and facility coordination.

The bid includes two primary allowances: a $25,000 contingency allowance and a $125,000 hydro-excavation and sand backfill allowance. Bidders are required to include these amounts in their base proposal, with bonds and insurance covering the allowance values. The project has specific operational constraints, including working with facility escorts, limited work hours (5 8-hour or 4 10-hour days), equipment security protocols, and careful coordination with the correctional facility's operations. The primary goal is to provide wheelchair-bound inmates with an accessible means of egress that does not require manual lifting, addressing current limitations with existing chairlifts. Specific technical requirements include using hydro-excavation near utilities, maintaining existing infrastructure, and following detailed site and construction specifications.

BID OPENING DATE:

August 13, 2025

ADDENDUM ITEMS:

Drawings: C0 and C1 are reissued herewith and the topographic survey reference sheet is issued herewith:

C0 – Revised the access route to Housing Unit 4.

Revised the third, ninth and tenth notes.

Added the twelfth and thirteenth notes.

C1 – Revised the note grouping at the new gate to add a new post.

Revised notes pertaining to the new and existing fences – new control fence to the left can be installed after the sidewalk; new control fence to the right is to be installed before excavation begins. The existing fence is to be removed after the new control fence is in place.

Topographic Survey – issued is the 2021 topographic survey from Milanowski and Engert Engineering and Surveying for the areas of work.

Specifications:

Reissued is the Bid Schedule.

Reissued is SECTION 01020 – ALLOWANCES.

Questions and Answers:

Where is the lay-down area?

Outside the sally port by the Maintenance Building. Coordinate with Maintenance for the exact area.

Will we be able to have a job box inside?

Other projects have permitted a locked job box inside the Mechanical Room of the Housing Unit. The Facility will provide a padlock for the job box. The box will be inventoried at least once a day by the escorting officer.

Does the Facility have any spare brick?

The Facility does have some brick left over. New brick still may be required to supplement the existing units.

Reuse of the existing removed brick in good condition is permitted.

Can we stockpile the spoils in the area work?

Stockpiling will be permitted during the time work is occurring. At the end of the work day, the pile must be removed to outside the secured perimeter.

Can we dump the soils somewhere on the property outside the secured area?

No. The Facility does not want the spoils dumped on site. Remove the spoils by the end of the project of site.

Does the Facility have a specific order of ramp construction?

There is no preferred order; however, construction at Housing Unit 4 will likely be the easiest and may work best for first.

How many escorts will be provided?

Two escorts will be available. Under arranged circumstances, a third escort can be available, but only for a limited time.

Does all equipment need to be removed from the secured areas at the end of the day? What about at lunch?

Equipment will need to be removed from inside at night. It may be left inside for a lunch break; however, it will need to be locked and otherwise secured from movement.

http://www.michigan.gov/SIGMAVSS

Will we be permitted more than one area of work?

Yes, the Facility will permit more than one area of work to occur, but each area must have an escort.

Will we need more than one superintendent if we work in more than one area?

No. One superintendent is requested. Please, note that the superintendent is to be on-site whenever any work or deliveries occur.

What are the working hours?

The Facility will accommodate 5 8-hour days, 4 10-hour days, and by special arrangement longer times. The Facility currently has staff on 12 hour shifts.

Please confirm the Exit Sign Fixture, Remote Light Fixture:

Option 1 – Kenall Millenium METEC-40N-MW-R-2-6.5L-DT with a remote Kenall Millenium METER-MB-2-

12VAC/DC

Option 2 – Kenall Millenium METELHC-40N-MW-2-6.5L-DT with a remote Kenall Millenium METER-MB-1- 6.5L-12VAC/DC and a satellite exit sign Kenall Millenium METSS-MW-R-4VDC.

Clarify the desired mounting height of the remote light fixture intended to be powered from the stairwell emergency sign.

The desired mounting height is 8 to 9 feet above the ramp landing (1 to 2 feet above the door head).

Where is the remote intended to be mounted in relationship to the door?

The light should not be located over the door opening but 1 foot plus or minus from the latch edge of the door opening at a height of 8 to 9 feet above the landing.

Confirm if there is a specific fixture type or mounting detail intended for this remote light or if a standard remote emergency head is acceptable.

See above on the Remote Light Fixture model.

Are we adding a new remote light above the existing egress door also?

No – only at the new door.

Attached herewith is the Pre-Bid attendance sign-in sheet.

ACKNOWLEDGEMENT: This Addendum must be acknowledged by the Bidder in the space provided in the Bid Summary and Bid Form. Failing to acknowledge Addenda may be cause for the Bid to be rejected. Addenda will become part of the Contract Documents.

SECTION 01010 SUMMARY OF WORK

1. General

1.1 General information covering the "Scope of Work" is specified on the Invitation to Bid. Additional information is as follows:

(a). Currently wheelchair bound inmates must rely on the inmates or custody staff to carry them up and down a half-flight of stairs whenever the chairlift ceases to operate, which tends to happen frequently.

(b) This project is intended to alleviate this problem by offering a means of egress/ingress which does not require lifting a wheelchair and person up the stairs.

(c) Furnish and install 3 ADA compliant ramps, with new exit doors, associated lighting and exit signs, and sidewalks to a nearby existing sidewalk. One ramp, door, etc. will be installed at Housing Units 1, 4 and 7.

(d) Furnish and install storm drainage systems in the new ramps and connect to nearby existing storm drainage structures.

1.2 The Agency will provide the following Work:

(a) State Salvage: The State reserves the right to salvage certain items and equipment and those salvaged items will be identified to the Bidder at the time of their inspection of the proposed Work. The State will remove salvaged items before commencement of the Work.

(b) Moving Furnishings and Equipment: The Contractor must give timely notice to the State Agency representative identified in the pre-construction meeting of all furnishings, window covering and movable equipment that will interfere with the Work or which the Contractor cannot protect with coverings of paper, plastic, drop cloths or clean tarpaulin. The Contractor must furnish, install, maintain, and remove all coverings used to protect furnishings, window coverings and movable equipment.

END OF SECTION 01010
