PreProposal Conference Agenda GSA Solicitation No. RFP 47PF0022R0059 Time/Date: 1:00pm Eastern Time, Wednesday, September 21, 2022 Location: Potter Stewart U.S. Courthouse, Room 206 Conference Space

The purpose of this Pre-Proposal Conference is to discuss the Request for Proposal (RFP), issued on September 12, 2022, for Design Build Services for the Potter Stewart Elevator Modernization Project.

The goal of this Conference is to answer any questions regarding the RFP, provide an understanding of the proposal structure, as well as a brief overview of the proposal submission requirements and evaluation criteria, provide guidance from the Department of Labor, Office of Federal Contracts Compliance Programs (OFCCP) and present the scope of work for the Potter Stewart Elevator Modernization Project.

A copy of the meeting minutes will be emailed following the discussion. The notes are not intended to reiterate everything discussed in the meeting, but identify those points that may affect an offerors’ understanding of the solicitation.

Please be aware that no oral statement made by the Government Representatives during the conference will have the effect of amending the solicitation. In the event that discussions during the conference indicate a need to change the solicitation, an amendment to the RFP will be issued in writing. All amendments must be acknowledged by the time/date proposals are due.

Currently, there are no amendments to the solicitation.

Overview of Design Build Procurement Process

● Best value/trade-off procurement

● Two Phases

○ Phase 1 is qualifications based. Objective is to identify a shortlist of most qualified firms. (Technical Qualifications of Firms, Approach to Design Build, Lead Designer’s Portfolio, Past Performance)

○ Phase 2 is the request for Proposal. Only shortlisted teams will be engaged in Phase 2; includes technical and price proposals. (Quality of Design Concept, Key Personnel, Management and Technical Approach, Price Proposal)

● Amendments, clarifications, sign in sheets, etc will be posted as amendments on

SAM.gov.

Project Background & Overview of the Scope of Work

● The Potter Stewart U.S. Courthouse is a historic building and is on the National Register of Historic Places.

● A concept design report which evaluated the condition of all the building elevators was completed in January 2006.

● The eight passenger elevators were installed by Warner Elevator Company in 1937.

They were renovated and modernized in 1992 by General Elevator Company. As part of the renovation the machine room control panels, car and hoistway door equipment, pushbuttons and wiring were replaced.

● Some of the equipment is original and has been in service for 70 years.

● The elevator hoist machines, and motor generator sets have exceeded their useful life and require replacement.

● Motor generators have been considered obsolete in the elevator industry for over 20 years.

● The main service elevator was installed in an existing shaft and renovated by Armor

Elevator Company in the 1970’s and then renovated again in 1992 by General Elevator Company.

● The renovation included the machine room control panel, hoist machine, motor generator set, car and hoistway door equipment, pushbuttons, and wiring.

● Most of the original equipment has been upgraded or replaced. The elevator hoist machine and motor generator reached the end of their useful life in 2018.

● Short List notifications anticipated in December 2022.

○ It is possible that shortlist notifications may be issued ahead of the Phase II solicitation package being issued.

○ Phase II Package to include a Program of Requirements, Phase II Solicitation, Finalized Agreement, Reps and Certs, and Division 1 Specifications.

○ Anticipated award in June 2023, Notice to Proceed expected early April 2025 if not sooner.
