The contract will be a firm-fixed price Design-Build agreement awarded according to FAR Part 36 procedures.

Amendment 0001 - RFP 47PF0022R0059 Design Build - Potter Stewart Elevator Modernization Cincinnati, OH
Q: Please confirm that an official teaming agreement document between the design firm and the general contractor will be required with the proposal.
A: An official document will not be required at the time of the Phase I proposal.
Q: Please confirm whether the Representations and Certifications documents will be counted towards the page count.
A: The Representations and Certifications documents will not count towards the page count.
Q: Factor 1 - Due to the high number of elevators on this contract, please consider lowering the contract value threshold relevancy requirement to $2,800,000 as design-build elevator modernizations over $2,800,000 are less frequent.
A: At this time, the threshold for similar past experience is going to stay at $5,000,000.
Q: Factor 4 - Please confirm that final CPARS reports for completed projects will be accepted in lieu of the provided past performance questionnaires.
A: Final CPARs reports for completed projects WILL NOT be accepted in lieu of the provided past performance questionnaires.
Q: Please confirm the font, margin, and spacing requirements of the proposal format.
A: While there are no font, margin, or spacing requirements for the proposal, we request that the proposal be easily readable at the 100% view function in a PDF format.
Q: Will cover pages count towards the page limit?
A: The Cover Page will not count towards the page limit.
Q: Will Tab pages count toward the page limit?
A: Tab pages will count towards the page limit.
Q: Do the generators for the building emergency power also provide power to the Elevators?
A: Yes.
Q: How many passenger elevators can be placed out of service during the upgrade at the same time?
A: It is GSA's preference to phase the construction via 2 elevators at a time, IF the contractor can demonstrate to GSA economies of either cost and/or time in deviating from this preference while not impacting elevator service or safety, those approaches may be entertained.
Q: Is there a steel I beam in the elevator Mech. Rm. To hoist the old and new equipment thru the access panels located on the 9th floor.
A: Yes, each machine room has a steel beam above the hatches. The current service provider does, however, bring in their own gantry when they need to hoist equipment up and down. The reason they do this is because they do not know the structural integrity of the beam.
Q: If possible I would like to request a 1 week due date extension.
A: Yes, we will honor a one week extension, the due date and time for this submission is now Tuesday, October 25, 2022, no later than 2:00pm Eastern Time.
