About this file

Addendum No. 1 to the Bidding Documents for Replace Exterior Windows-Vermillion Gun Shed (CFMO# 467162) is issued by the Schemmer Associates, the architect of record, to prospective bidders and plan holders on behalf of the South Dakota Department of the Military. The project involves the demolition and replacement of 17 exterior windows at the Vermillion Gun Shed in Vermillion, South Dakota, with installation of new aluminum fixed units and infill of select openings with insulated metal panels. The addendum, dated September 22, 2026, revises specifications for insulated metal wall panels and aluminum-framed storefronts, updates architectural drawings regarding precast concrete sill repair and metal wall panel installation orientation, and clarifies that no new interior jamb and sill trim is required. An optional pre-bid meeting was held on September 18, 2026, with public bid opening scheduled for September 24, 2026 at 3:00 PM CT. The project must achieve substantial completion within 120 calendar days from Notice to Proceed and final completion within 14 additional calendar days, with liquidated damages assessed at $575.00 per day during substantial completion and $300.00 per day during final completion. Award is to be made within 30 calendar days of bid opening, with work to commence within 10 calendar days of the Notice to Proceed meeting.

The project budget is estimated between $100,000 and $200,000. Bids exceeding $100,000 require either a 5% certified check or cashier's check, or a 10% bid bond issued by a South Dakota-authorized surety. The contractor must obtain a South Dakota contractor's excise tax permit and comply with resident subcontractor certification requirements, limiting nonresident subcontractor labor costs to no more than 20% unless resident contractors are unavailable at competitive prices. Existing windows contain non-friable asbestos window glazing that the general contractor must arrange for removal through an abatement subcontractor in compliance with SDCL 34-44 and federal regulations. The National Guard will provide interior access by relocating equipment. Bidders are required to acknowledge receipt of the addendum on the bid form, and failure to do so may result in disqualification. Electronic bids are submitted through the state's online submission system (OSE Site) and must include the bid form, bid security, legal business name, contractor's statement of skills and capabilities, and excise tax license documentation.
