About this file
This is an addendum to an invitation for bids issued by the Virginia Department of Military Affairs for the Fort Pickett 464, 465 Restoration Project (Project #26-122346). The project encompasses renovation work to billeting facilities at Fort Pickett in Blackstone, Virginia, including upgrades to plumbing, paint, flooring, HVAC systems, interior and exterior renovations, latrine improvements, asbestos abatement, and structural upgrades to buildings 464 and 465. The mandatory pre-bid conference was held on August 13, 2026, at 1:00 PM at Building 229, Fort Pickett, with an additional site visit scheduled for August 27, 2026, at 10:00 AM. Sealed bids must be submitted electronically through the eVA website no later than 2:00 PM on September 3, 2026, with bid openings occurring on September 4, 2026. Construction is scheduled in two phases, beginning with Building 464, followed by Building 465, with a completion timeline of 240 calendar days to substantial completion and 30 days thereafter for final completion. Key scope changes include one-building-at-a-time construction sequencing, replacement of rotten wood under skirting, chimney demolition with materials to be weighed and hauled by the contractor, PTAC wall sleeve replacement and sealing, and engagement of a third-party roof inspector during roof installation.
The project requires a bid bond of 5 percent, which is mandatory; failure to include a standard bid bond constitutes a non-responsive bid. Prevailing wage requirements apply to all bids exceeding $250,000, and the successful bidder must submit a performance bond and standard labor and material payment bond for projects over that threshold. The Buy America Act applies to this project. Bidders must hold a valid Virginia Contractor Class "A" License to qualify and must be registered with eVA prior to award. All other permits remain the contractor's responsibility, though no building permit is required and the project does not require submission to the Department of Environmental Business. Water and electricity will be furnished by the owner, while the contractor is responsible for temporary sanitary facilities. Access to the work is limited to Monday through Friday, 7:00 AM to 4:30 PM, in accordance with facility operations. The addendum includes responses to pre-bid questions addressing asbestos abatement specifications, flooring measurements and installation scope, furniture disposal responsibilities, gutter installation location, roofing material requirements, and VCT tile stripping and waxing procedures.

ADDITIONAL SITE VISIT-
PRE-BID QUESTIONS THAT WERE SUBMITTED:
• Could you please advise whether a dumpster will be provided by your team, or if the contractor is responsible for arranging one?
Answer- see bid packet division- Selected demolition
• Could you please confirm which rooms have asbestos-containing flooring and, if available, provide the flooring measurements or square footage for each of those rooms?
Answer-Per Stantec's asbestos survey in the bid package at building 465 the bathrooms have previously been abated ( bathroom floors to remain) but all other flooring is believed to have 9x9 floor tile still in place. Building 464 there is no known asbestos material remaining in the building. Gathering floor measurements will be the bidding contractors responsibility. I have an addition site visit date if any one needs to revisit the site to take measurements.
• Can you tell what the sqft of each floor is at 464 and 495,? Do we have the sqft in rooms 1,3 and 5?Are we installing new VCT only in the repaired floor areas or the entire floors.
Answer-Gathering floor measurements will be the bidding contractors responsibility. Per the scope all subfloors and VCT should be taken out through out the building with the exception of the restrooms.
August 27th at 10:00am
CHANGES IN SCOPE
1. Construction will need to be scheduled for one building at a time. We will start at building 464
2. The wood under the skirting needs to be reworked and rotten areas replaced.
3. Chimney demo:Brick and Mortar Shall be weighed at Ft. Pickett recycling and hauled to Ft. Pickett Quarry by the contractor.
• Please Confirm whether or not a second site visit to buildings 464 and 465 will be allowed and, if so, the date and time?
Answer-August 27th at 10:00am
• Within the bid documents section titled 'furniture moving' states, "contractor to move anything in the way of work END OF SECTION." During the pre-bid meeting, it was discussed that some of the furniture would be moved into a connex box, and most of the furniture discarded.
Please confirm what furniture disposal is the responsibility of the contractor and whether a contractor connex should be included.
Answer- No connex box will need to be provided by the contractor. The few pieces of furniture that will be kept will be removed by DPW before the project starts.
• Please confirm whether the new Type K seamless gutter system should installed on both sides of building 464, or just on the front side as implied by the diagram.
Answer- Just on the front side as implied by the diagram.
• Please confirm how many phases are required to complete the project. At the prebid meeting, it was stated that the project would need to be broken into two different phases with Phase I being 465 because of the asbestos abatement and phase II being 464 to allow for one building to be operational while the other is renovated. If this is the case, will the anticipated time for completion be extended due to the subcontractors having to mobilize twice?
Answer- 464 will be the first Phase and 465 will be Phase II. The time for completion will stay the same. If it is determined later in the project that more time is needed we can do a time extension if necessary.
• Please confirm material specifications for the proposed perforated underpinning.
Answer- Exterior grade, perforated vinyl underpinning.
• Please confirm whether new roof underlayment, ridge vents and boots should be installed for the roofs. the current "scope of work" only specifies installing new shingles, but the specifications state that submittals for these are required, implying that they need to be installed.
Answer- Roof underlayment, ridge vents and boots should be installed. The divisions go into greater detail than the scope.
• The bid documents states "strip and apply 3 coats of wax on the bathroom VCT tile. within the scope of work for billeting 464 it states "upon completion strip and apply 3 coats of wax."
please confirm whether stripping and waxing the bathroom floors are included in the project.
Answer- The division is not correct DMA will require all VCT tile that is installed to be stripped and apply two coats of wax. Bathroom floors to remain as is.
4. PTAC wall sleeves shall be replaced sealed and new trim installed.
5. Contractor Shall contract the services of a 3rd party roof inspector to be on site at all times during roof installation. Contractor shall provide a submittal for inspection services for DPW's review.
