About this file
This is a Bid Addendum 2 issued by the North Carolina Department of Natural and Cultural Resources for Solicitation 46-DNCR-27-2180 IFB REPOST, pertaining to Fire Alarm Testing and Inspection services for the North Carolina Zoo in Asheboro. The addendum addresses a vendor concern regarding equitable access to information necessary for pricing and adds Attachment Four: Fire Systems Devices to the solicitation. The original solicitation requested bids for annual testing and inspection of 39 fire alarm systems, approximately 500 portable fire extinguishers in various classes and sizes, and fire sprinkler system testing and inspections across multiple Zoo buildings. Services must comply with NFPA standards, North Carolina State Fire Prevention Code, and manufacturer recommendations, with work performed during specified Zoo business hours and emergency repair services required with one-hour response time and 24-hour on-site service commitment. The bid opening was scheduled for October 29, 2026 at 2:30 p.m. ET, with a site visit conducted on October 21, 2026. The contract term runs three years from March 6, 2027 through March 5, 2030, with the State reserving the right to extend after the final active term.
The addendum responds to a vendor question regarding the incumbent vendor's informational advantage, as the State had initially indicated that inspection reports, system drawings, and onsite information would be provided only after award. The vendor questioned whether this practice allowed all bidders to establish accurate and responsible pricing on an equivalent basis, particularly given that the incumbent already possessed such documentation. In response, the State added Attachment Four containing Fire Systems Devices information to ensure all bidders received the necessary scope and quantity details prior to bid submission. Award will be made to the responsive bid offering the lowest price meeting specifications, contingent upon verification of vendor qualifications, past performance, and financial stability. Vendors must hold a current Fire Alarm/Low-Voltage License from the North Carolina State Board of Examiners of Electrical Contractors and register with the NC Secretary of State prior to contract execution. All bids must be submitted through the Ariba Sourcing Tool, with late bids automatically disqualified.

Question # Document Section
Vendor Question State’s Response
1 IFB The response to Question #1 states that the inspection reports, system drawings, and other onsite information will be made available to the awarded Vendor. That does not address the concern raised in the original question regarding all of the bidders' ability to establish an accurate and responsible price before award.
The State is requesting competitive pricing while withholding existing documentation that is vital to determining the actual inspection quantities. At the same time, the incumbent vendor already possesses this information from its performance of the existing inspection services. This creates a concern that all bidders are not being provided with the same material scope of information necessary to price the work on an equivalent basis.
Please provide the existing inspection reports or the current quantities of fire alarm devices, sprinkler equipment, and fire extinguishers by building/location to all bidders prior to bid opening. If the State will not provide this information, please identify the specific quantities and assumptions upon which bidders are expected to base their pricing.
Attachment Four: Fire Systems Devices is added per this Bid Addendum.
