About this file
This is a Solicitation Addendum issued by the North Carolina Department of Natural and Cultural Resources for IFB 46-DNCR-27-2180 REPOST regarding Fire Alarm Testing and Inspections for the North Carolina Zoo. The solicitation encompasses annual testing and inspection services for 39 fire alarm systems across multiple buildings, approximately 500 portable fire extinguishers in various classes and sizes, and fire sprinkler system testing and inspections at the Zoo in Asheboro. All work must comply with NFPA standards, North Carolina State Fire Prevention Code, and manufacturer recommendations, with services performed during specified Zoo business hours (9:00 a.m. to 5:00 p.m. ET April through October; 9:00 a.m. to 4:00 p.m. ET November through March). The solicitation opening date is October 29, 2026 at 2:30 p.m. ET, with a site visit held October 21, 2026 at 11:00 a.m. ET. The contract term runs three years from March 6, 2027 through March 5, 2030, with the State reserving the right to extend after the final active term.
This Addendum addresses two vendor questions submitted during the bidding process. The State clarified that while the original IFB indicated inspection reports would not be provided, the awarded vendor will have access to inspection reports, system drawings, and other information kept onsite at the Zoo to facilitate proper scope understanding and risk assessment. Additionally, the State confirmed that while the intent is to award to a single vendor, Section 3.1 of the IFB reserves the State's right to make separate awards to different vendors for one or more line items, not award certain line items, or cancel the IFB entirely if deemed most advantageous to the State. Vendors must hold a current Fire Alarm/Low-Voltage License from the North Carolina State Board of Examiners of Electrical Contractors and register with the NC Secretary of State prior to contract execution. Emergency repair services are required with one-hour response and 24-hour on-site service commitment beyond regular hours. All bids must be submitted through the Ariba Sourcing Tool, and this Addendum is required to be submitted with the vendor bid response.

Question # Document Section
Vendor Question State’s Response
1 IFB Will the Zoo be providing the existing fire alarm and sprinkler inspection reports, as well as any available system drawings, for bidders to review? My understanding from the original bid was that the inspection reports would not be provided.
We would very much like to bid on this project, but it is difficult to develop an accurate and responsible estimate based on a visual site review. The current IFB identifies 40 fire alarm system locations and requires the awarded vendor to maintain an inventory of panels and devices by building, so access to prior inspection reports and available drawings would help us properly understand the scope and associated risk.
Our company currently provides fire alarm and sprinkler inspection services for 58 Department of Administration buildings in the downtown Raleigh area, and we would welcome the opportunity to compete for this work. Without adequate system documentation or prior inspection information the project carries significant risk.
Please let me know whether these documents will be made available as part of the repost or through an addendum.
Vendor requirements are included in Section 5.1 Specifications. The awarded Vendor will have access to inspection reports, systems drawings and any other information kept onsite at the Zoo.

Vendor Question State’s Response
2 IFB I saw the Fire Alarm Test and Inspections is coming up for bid.
Would this be a sole contractor or can the Extinguishers and the Sprinkler Testing be separated?
We only do the Fire Alarm Testing. We just finished installing all the fire alarm systems in the Asia Exhibit, so we are familiar with that area.
Please let me know if we can bid on just the Fire Alarm.
Section 3.1 Method of Award states, “While the intent of this IFB is to award a Contract(s) to a single Vendor, the State reserves the right to make separate awards to different Vendors for one or more-line items, to not award one or more-line items, or to cancel this IFB in its entirety without awarding a Contract, if it is considered to be most advantageous to the State to do so.” Please see Section 3.1 in its entirety.
